First International Forum on Compulsary Service Rrequirements in Wartime

As communicated via various channels, including bbs of nations with open networks, and along social organizations, NGO's and the various Governments.

Hall space is set aside for the First International Forum on Compulsary Service Rrequirements in Wartime, in the West Lakes Parliament Agora and Chambers. Representatives of Nations that both utilize compusary service, also called conscription and the draft, and may also be deemed to be selective service; and those that do not, are welcome to discus the implications of the draft, politically, morally, socially etc..

ICCD Emergency Services is reveiwing it's practices of annual mandatory service requirements, of a few weeks per year, as well as draftable compulsary service requirements of all able bodied citizens during wartime, as well as selective service call back of former emergency services personnel.

The Imperial Senate has leveled a motion to gauge international opinion of Military Intervention in civillian life, what is acceptable and what is not.
Everyone is welcome whether private individuals, governmental, corporations, or NGO representatives.

- other information: The Emergency Services, emergency releif center will be available for free boarding to all RSVP's of these talks, this boarding includes daily meals, and open refreshments. Charter flights will also be provided for any locality that has more than 300 RSVP registrants, of the Symposium

- special geusts, VIPS should contact the Logotheth's Office to arrange for special measures. Eligible VIP's include, heads of state, any multibillionaires, or religious leaders. VIP's not meeting these requirements should provide informatin why special measures such as housing in Formal State buildings is required, Governmental Officials will be granted VIP if communicated as an official state visit by thei Diplomatic Channels.

Backgrounder: The Parliamentry Agora is a large above and bellow ground structure thta can seat 10,000 individuals in a collesium type system (8000 above ground 2000 bellow, there is a large green field in the center that is able to hold all regular sports (twice as large as a football feild (Wide) . During this symposium, the field is retrofitted with projection screens. and other materials including 100 large veiwing and speaking stations scattered around the agora.

The meeting is expected to be rather full. The secure speaking locations are in the underground section. The symposium will occur over a two week period, with high profile geust speakers preschedueled. The Dian Emperor is officially hosting the begining and end of this symposium.

Movies of Dian Origin relating to the Draft and Compulsary service will be played, documentaries, bigscreen type films, and news reports, etc.. additionally a number of preselected movies of non Dian Source will also be displayed. These will be featured on the agora dome theatre screen via projectors, underground they will be veiwable on a galaxy theatre sized screen. The Viewing stations can also be used. Times are schedueled with 6 hours from noon to 6pm being set aside for public talks. 9-12 is schedueled conference and geust speaker time. Finally 6-12 is media veiwing time, including a live 15 minute broadcast for SIS & ESB news services.

Compulsory service should have options included other than military built in. Not all people are suitable for compulsory military service. However, if there is a service requirement, adding emergency, police-- antiterrorism, and disaster services can be very helpful. I believe that earlier you had a disaster of epic proportions. Having a core of trained disaster workers, whether it be natural disasters, or man made disasters-- chemical, biological, geophysical, or nuclear can be very helpful.
