As a nation with a history of internal dissent and civil war of varying degrees, the Empire has over the course of the years come to understand quite well the business of counter-insurgency in all of its forms, and to recognize counter-insurgency programs as necessary in preventing the spread of wider, bloodier conflicts and the rampant instability that comes hand in hand with internal dissent and rebellion. The Empire further recognizes that maintaining strong internal security forces, trained and experienced in putting down dissent before it manifests itself violently is a task that must be foremost among the priorities of any national leader.

Unfortunately, however, there are many governments who do not understand these fundamental prerequisites for stable government quite as well as we in the Imperial Government, and who would make it their business to interfere with, and in some cases even prevent a nation’s security forces from protecting the citizens for whom they are responsible from the threat of violent rebellion. Time and time again, the right of a sovereign nation to preserve government control has been called into question, and governments have been demonized, toppled, and replaced by international forces who see their attempts to control dissent and preserve order as unlawful, labeling them genocidal and contrary to the concept of human rights.

The Empire has seen alliances built and toppled on the principle of “spreading” freedom and democracy, an objective which in the end always comes down to interference in a nation’s right to stability, order, and peace. The Imperial Government feels that the time has come for a change in the direction of the international diplomatic winds, and an end to the ability of the self-righteous, hypocritical, warmongering states to intervene as they please in the business of those that would preserve order for the good of the people through putting an end to violent dissent.

Therefore, the Empire has taken it upon itself to charter an international league built on the principle of the right of a sovereign state to deal with dissent as it pleases, for the good of preserving national and government stability. Nations who bind themselves together through the terms of this charter would be responsible for assisting each other in building strong internal police forces and counter-insurgency units capable of dealing with the threat of violent dissent and rebellion on multiple levels. While nations will not be required to actively assist each other in quelling rebellions, should other foreign powers attempt to intervene in any way contrary to the efforts of a government quelling dissenting elements, the League would be compelled to defend the rights of the nation in question.

The specific terms of the charter will be as follows:

1) All national signatories will be obliged to assist each other in the creation and development of strong internal police and counter-insurgency forces through information-sharing programs and international joint training programs and exercises. The greatest weapon against the forces of dissent is an intelligent and adaptable police force, and through sharing a wealth of knowledge and experience in dealing with rebellious elements, internal police forces will be better equipped to deal with rebellion before it becomes a threat.

2) Nations will not be compelled to assist other national signatories in cases of rebellion UNLESS there is evidence that the rebellion in question directly threatens the national government if foreign assistance is not given. In such a case, nations will be expected to send some form of assistance (monetary, military, or otherwise) in the interests of preserving the government that signed the League charter.

3) Nations will agree to uphold the right of a sovereign state to deal with dissent in any way it sees fit, and to defend a nation from foreign intervention should the nation in question be in the process of fighting dissenting elements.

4) Signatories will be expected to:

· Maintain a strong military capable with dealing with internal and international threats and maintaining extended deployment overseas.
· Have an economy robust enough to maintain strong internal police forces and lend assistance to other states if needed

Nations will not be barred from entry based on the type of government they maintain, nor based on their economic policies so long as they agree to abide by the terms of the charter and meet the expected pre-requisites.

5) The League will elect a three part council every three months, unless an election is widely called for by the body of the League. The council will make decisions on matters such as the legitimacy of a counter-insurgency campaign in a charter signatory, and whether compulsory assistance should be given to a nation experiencing a particularly detrimental period of rebellion, as well as whether the league should take action against foreign elements intervening in a nation’s counter-insurgency campaign.

The Generic Empire itself will hold the position of Chair, above the council with the power of veto over the council’s decisions. This is based on the grounds of the Empire’s extensive experience in dealing with cases of insurrection and rebellion, and is meant to preserve the standing and order of the League, as well as to maintain a clear direction of motives, not to render the council impotent or limit their prestige.

The Empire will allow the terms of this charter to be revised by signatories once they are accepted into the League.

The Xeraphian Emperor wishes to let the Borman Empire that he appreciates the way they turn a phrase.
