This is the HeadQuarters of the Unified Federation. Here members will debate on new policies, new members will be admitted (besides the founding 6), and anything that needs to be brought to the attention of the UF will be done here as well.

At vote now is how the members will perceive and treat other alliances and members of both the UF and other alliances. Any opinion is welcome.

Also at hand is the invasion of one of our members, Nova Brittanica, at the hands of The Fourth Holy Reich. Dedicated to defending its members and preserving peace, the Unified Federation condemns the invasion and stands by its ally in its time of need. All members are urged to aid their fellow nation in their time of need.

Representative Maria Holmes sat down at her desk in the Federation's council chambers, eager to begin the alliance's first policy discussion. Once the delegate fron Nueve Italia had finished introducing the issues under consideration, she adjusted her microphone and began to speak.

It is my opinion, after conferring with my colleagues in His Majesty's cabinet, that our member nations should not be concerned with whether an outside nation they attack belongs to any other member's alliances. While this has the potential to cause some nasty diplomatic situations, we must consider the likelihood that our members may belong to mutually antagonistic alliances; if we were to bar our members from attacking all related alliances, there could eventually come a time when our great alliance would be rendered unable to attack anyone. Of course, like any other alliance, we must make sure that our members do not attack one another; if they do so, they should be immediately expelled from these halls.

Now, concerning the unjust assault on Nova Brittanica, I have been informed that a large portion of my nation's Royal Military is on its way to assist our ally in repelling his Nazi invaders. I encourage the other members of this alliance to do likewise.

~In response to the problem concerning the UF and other alliances, the Senate of Nueve Italia has proposed the following:

- All nations within the UF will have the protection granted by the alliance with the following exception:

- If a member is caught up in a war which is a by-product of their other alliances, the UF will not intervene. The member's other alliances will support them.

- Though the UF recognizes other alliances, especially those of its members, it cannot be held accountable to all the actions of its members, as each is an independent nation or collective.

- In regards to the above, if a member breaches a term of the UF, they will lose trade rights and protection, and further punishment will follow as mandated by popular vote.

- In further regard, the said terms being specified are that member nations will not engage in conflict with eachother. If this provides a problem with other alliances, the member is free to leave the UF.

- That being said, the UF will defend its allies against any threats, domestic or abroad. If a former member attacks a member of the UF, expect swift retribution.

Be mindful that this is only a draft, and the issue is still at vote and open to other proposals from its members.

"Clearly your senate has thought a great deal about this matter. Its proposed terms sound like they would be the best option for the Federation; they have my endorsement."

IC: We, the Socialist Militaristic Empire of Latica would like to join this alliance and support you in most of your decision and such.

Yume Sekai would also like to join and aid you in any way we can

~ The proposition by the nations of Gente del Agua and Yume Sekai to join the Unified Federation has been noted and accounted for.

In regards to their entrance, The Holy Imperial Republic of Nueve Italia votes yes to both.

In regards to the issue of how the UF will deal with alliances, it has been noted that the Representative of Lower Columbia, Maria Holmes, has endorsed the Nueve Italian Plan. The vote is still open to members, including the pending members if they are admitted before voting is ended.~

Subject: Membership into The United Federation.

Greetings, current members of The United Federation. This is the official request from The Holy Empire of Rennidan to join the UF.

We are a small nation for now, exporting mainly medicines of good quality made by our monks. Although we have little to offer in the way of military, we can more than make up for it in medical supplies.

This will be the first in a hopefully steady stream of alliances with other nations outside of the Great Plains. For too long has our nation been locked away from the world, under a rule where the idea of branching out to prosper was denied by previous leaders. Thanks to Lord Tri Rennida, we are ready to begin going international as a prosperous nation.

In our region, the Rennidonian Plains, we have plenty of flat lying lands perfect for military training. The land itself is protected by a ring of mountains, with several guarded entrances. The rings were caused by an ancient meteorite, but our history is not of importance here.

If our land is used for military training, please, follow our request that you only use the flat, already dead land. We have many lush forests, and wish for them to stay where they are in honour of the environment, as is commanded through Ria.

Please, think about our application. We are sure that, for a small nation, we can be a great help to the bigger nations of the world.

On a more personal level, as Rennidan is a small and militaristically weak nation as it has stated, Nueve Italia offers its people and government military protection and aide for as long as it is outside of the Unified Federation to ensure that it never suffers like the people of what used to be Isola D'Argenta, the former homeland of Nueve Italia.

If Rennidan accepts or does not accept this offer is of no consequence to the Holy Imperial Republic, for we are happy to help in any way we can, even if that means our help is not necessary at all.

By military protection, we mean the reinforcing of Rennidan with Nueve Italian soldiers, the supplying of Rennidan with Nueve Italian military hardware (hardware as defined by weaponry, vehicles, installations, and technology), and the training of Rennidanian* soldiers by Nueve Italian commanders and military leaders.

Rennidan would extremely appreciate any military protection Nueve Italia can offer. As you were once a nation of military stature like us, we believe having a close relationship may help us prosper to the point where we can finally defend ourselves.

The training of our troops would also be a greatly accepted addition. While our troops are well trained in hand to hand combat, they greatly lack in modern weaponry skills. We will be happy to take training whenever you wish to begin.

Lord Tri Rennida himself is very happy with your offer, and bids your nation a long, prosperous life, and hopes a strong alliance can come from this.

I propose that we review future applicants' foreign policy histories (OOC: I'm referring to nations' RP skills/experience) before admitting them into the Federation. OOC: We have been apart of no wars in our time, and the closest we've come to was a Civil war.

~ A policy of review would help weed out those members who would not benefit the alliance, but the Unified Federation was designed to accept all with loose agreements in trade and defense.

However, the Lower Columbian Proposition is on the floor as well. Shall new members face screening (ooc: By screening, members must provide at least 2 past RP experiences for review) to join the UF?

In regards to this, the Senate has decided that this may discriminate against younger nations who don't have detailed records of their history in place. Therefore, the Senate proposes a counter: Nations of small stature will be "adopted" by a larger member of the UF and run a series of war games and other scenarios to see how they fare: a sort of trial, if you will.
(OOC: By "trials" I mean closed little threads [war games, embassy exchanges, meeting of diplomats and/or leaders, etc.] where the new player can gain some experience, become a better RPer, and therefore contribute back to the UF instead of just being a "weak" member as some may say)

If the younger nation succeeds in the eyes of the UF and their "trainer", the nation will be allowed to join the Unified Federation.~
