OCC: Conference between me and Brinkman only. Everything said from now on will be in Secret.

[SIC:]As the problems in South America rolled right along, the conference which would decided the fate of Argentina, Chile, Paraguay and Uruguay got under way. Most of the delegates had arrived on time to the meeting place in Santiago, including the delegation from the Kingdom of Iberia. Though the Philippines had been sent an invitation they were a little late in showing up, if indeed they were to show up at all. It was hoped they would indeed show up, for their voice carried great weight even with the recent conflict between them. A minor problem, as even the Kingdom had been late in arriving.

Until, the meeting got under away which was to start as soon as the Philippines entourage arrived. The small group gather around the warmly lit fireplace and began to discuss the tidbits of politics. A group made up of many distinguish individuals from all walks of life and political backgrounds.

[SIC everything]

Santiago was warm and humid, a climate not exactly unfamiliar with the island nation of the Philippines. The sun was covered by a large storm cloud and a light rain was expected a little later in the day. The sun was covered only sneaking threw a ray here and there, which made the day seem much cooler then normal. The large tropical trees swayed gently in the stormy breeze and mixed itself with a slight spitting of rain.

The delegation arrived a little later then should have been as they had to cross the storm now making its way to Santiago. The delegation consisted of a hodgepodge of Philippine officials including: Prime Minister of New Zealand, Sonia Brittney; Secretary of Defense, Gemma Gonzales; and Marine Chief of Staff, Chao Huang, as well as various staff. Sonia would be lead diplomat while the others remained military advisers.

OCC: Great, now your going to make me think up some names for the people at this conference. :mad:

IC: With the final arrive of all the delegates, a quick introductions was in order. Prime Minister Sonia Brittney it is an honor to finally meet you. After that short conservation, Alejandro Foxley Soza extend his hand to shake the Prime Minister's hand. So, it went on for the next 15 minutes as each Delegate got to know the other. The Main Delegates gather today were as follows:

Prime Minister Sonia Brittney for the Philippines, Minister of Foreign Relations Alejandro Foxley Soza for Chile, Minister of Foreign Relations Néstor Scioli for Argentina, Minister of Foreign Relations Nicanor Joria for Paraguay, Minister of Foreign Affairs Reinaldo Berruti for Uruguay and Minister of Foreign affairs Cristina Narbona for the Kingdom of Iberia.

With the introductions completed, the Delegates then began to enter the main meeting chamber and male their way to their assigned seats. With the delegates ready, Alejandro as acting host due to his country being the place of meeting addressed Prime Minister Sonia. "Mrs. Prime Minister, since you are our guest of honor and have come the furthest, would you do us the honor of beginning the discussions. All of us here are most interested in what you have to say. We can not express our thanks enough for your support in our times of trouble. We also thank the Kingdom of Iberia for their support. We have all agreed to this conference to put our differences behind us and build a better and brighter future here in South America. Let us hope this conference is not in vain.”

OCC: Sense, you were mad that I kind of left you out of the fate of South America. Well, now you have a voice. You may start when ready. Don’t expect this one to be easy either. I’m going to be giving each country a unique voice or at least trying to. As in real life all the countries wouldn’t want the same thing.

OCC: Works for me, also I forget to add. This take place before the war with Sharina if he is set against it. Say a few months or weeks after both our troops finishing withdraw and about a year before the war breaks out.

The storm had finally reached the city and outside of the meeting it raged with unsurpassed fury. Lightning and thunder played together in a horrific and beautiful harmony. Mother Nature beckoned with her full might. It was a complete contrast to the serene tranquility in the meeting, one that was bound to change.

Sonia picked up a paper, quickly read over it, notes most surely, and then began, “First off, it was an honor to have worked with these nations to provide stability and security. I have nothing but praise to say over your hospitality and the will of your people. This is why it saddens me deeply that this new threat of war between RUN and Sharina puts all that we have strived for at risk. We have risked so much to ensure that democracy survives and now that effort is put on the line. We cannot simply sit back and watch as South America destroys itself. No, we will fight to ensure that the people will always have a voice.”

Huang now took over, “We ask that we again work together to help stave off and threat that your nation might encounter. We have forces at the ready based in New Zealand that, within a moments notice, could be ready to provide added defense to your nation’s own.”

OCC: Fixed-Remember, more then one nation here. And I'm damn well going to try to make sure I give each and every one a unique voice.

OCC: I'm assuming your addressing Chile, so I reply with them first.

IC: Before, Huang could even finish his sentence. Alejandro, had a point to make. "Chile, is quite capable of taking care of ourselves now. The Vineyard Empire seems to only be fixated upon the Republic, but should they turn their greedy eyes towards us we are more then ready. Our thanks for that go to you and Iberia, for supplying us with the necessary funds and equipment. Also, should our nation be attacked, Argentina and the Kingdom of Iberia have promised to come to our aid. So, at this time and place while your support is appreciated. My government at this time cannot agree to any foreign troops being stationed in our lands. We are going to try to stay out of any war that comes. If, God Forbid we are attacked- my government would then be willing to reconsider allowing you to base troops in our country." With his closing argument done, the Paraguayan Minister of Foreign Relations began to speak.

"My government request and agree's to having Philippine troops based in our country." Addressing- the Philippine Secretary of Defense: Gemma Gonzales. "How soon, Sir could you deploy troops to our country?"

"Mrs. Prime Minister, at this time the nation of Uruguay can not agree to allowing you to base troops into our country. We are under no direct threat from any nation and our neighbor Argentina has pledge support to us if attacked. However, were willing to hear you out on just what kind of support you would send, if agreed to."

"Cristina Narbona and Néstor Scioli then began to speak, on behalf of the Republic and of our own nations. We will support any action each country decides, however we must caution any nation from engaging in rash action including the deploying of foreign troops. That being said, our two countries will lend what support it can.

At that just the Argentina Foreign Minister began to speak, “while Argentina is very well capable of defending it self, it knows some of it's neighbors are not so lucky given their location. If, most of the countries are accepting of Philippine troops being deployed back into South America, Argentina is willing to allow the use of some of it's bases for those Philippine Troops, including naval yards and airbases.”

It was a lot to take in and around the officials, their staff buzzed like busy bees. Not only that but it seemed each nation had a different outlook on the sire situation. Nevertheless it did allow for some flexibility in troop movements and how support could be dealt.

“I shall not force an issue that has no chance of changing. We hope your pride is not overdone. We do wish to remind you about the size of the forces soon to be engaged. Your military is quite capable now and your leadership top notch, this we will not argue about. We will pledge aid if needed, as we do to all countries that ask. Perhaps, however, we can provide liaison officers that might be of some strategic assistance as well as military equipment. Surely this offer cannot be refused?”

In Reply to Paraguay by Gemma
“We can have troops on the ground within 48 hours if need be. There is, however, one problem. We would need permission to enter Chile and Argentina airspace.” As she said this she glanced over at the two representatives awaiting some sort of gesture or reply.

In Reply to Uruguay by Sonia
“I pledge the same support we have for Chile. We will come to your aid if requested at a moments notice and, for now, can provide any military equipment you would need.”

In Reply to RUN [I believe that’s where they are from right?] by Sonia
“We understand that allowing troops to re-enter your country is a touchy subject. For that reason we will not press the issue if not wanted. We will say, however, that we want only what is best for your young democracies. We pledge support to all countries that ask for it and will provide whatever we can to whatever country asks for it.”

“Your offer is most generous. Your dedication to freedom is something to be envied. I would assume that we should begin discussions about naval and troop deployments within these bases as well as logistics.”

OCC: Actually, their just from the Kingdom of Iberia. The RUN or the Republic of United Nations refers to all the nations I control. I'm also been giving each nation a unique indenity all of it's own. In this case for this meeting there is no RUN, just specific countries. If I mention RUN it will be in general and just a passing remark. There is no specific RUN delegate at this meeting. Two countries who are part of the Republic have sent delegates, but these delegates are speaking on behalf of their own countries- Argentina and Iberia. Not, that of the Republic. I hope that clears things up. So, you message about having troops based in the Republic is false. The Republic didn't come about until after Argentina joined and all troops were withdrawn. So, in this time frame the Republic is actually quite new, relativity speaking and is not involved in this meeting.

IC: Chile's Remarks While my government has made it clear to me and now I'm making it clear to you, that no troops will be allowed in Chile. Liaison officers is something my government might agree to, however I would have to let them know and have them get back to me on that specific issue. As to the issue of military equipment, as this time and place our military is very well equipped thanks to your government's and the Iberia's government efforts. However, we are willing to discuss the possible supply of new weapons to our nation should the need arise, but in a more private setting if you get my drift. [In reply to the issue about airspace over Paraguay.] After, looking over at the Paraguayan Delegate and then back at Mrs. Sonia. I'm sorry, but it can't look like were taking sides. My government until the time being has restricted it's Airspace to all nations. After, giving it some more thought-Alejandro replied "If, you limit your fly overs to Southern Chile. We will agree to your request for transit over our Airspace."

Argentina's Remarks Thank You for your kind words Prime Minister. You would assume correct, we can began as soon as your ready. If need be, our forces can assume logistics duty for your troops until you can deploy your own logistics force. Not to announce it to the other members present, Néstor Scioli wrote down the following message on a piece of paper. "To prepare the necessary resources, how many troops do you plan to send Paraguay? And how long would you need the use of our military bases? The Argentina Republic has no desire to willfully drag your nation into a world war. Having you base forces in our nation for an extended period of time, might look like your supporting us and/or the Republic. Still, that aside our government is willing to give you any support it can spare for you to help our neighbors. I can see our governments do have the same goal in mind. A Free and Peaceful South America." On the question of using our Airspace, my government agrees to that request.

Paraguay's Remarks Excellent, how soon before they can be sent? Also, what type of force can you send?

Uruguay's Remarks I understand, Prime Minister and I will keep that in mind. Hopefully, though that need for aid will not arise and we can get back to our lives and put that awful mess over the last 3 years behind us.

Cristina Narbona listened careful to what all the delegates had to say. The Kingdom of Iberia no longer had a role to play in South America. It's only contact really left in the area was that of it's ally Argentina. When, Cristina had received word of the meeting she was surprised as hell. What possible purpose could she or her nation play at this point in time except to offer it's moral and finically support to the undertaking of whatever those nations choose. Still, she thought it necessecary to make some statement on the behalf of her country.

Kingdom of Iberia's Remarks When my government had set out on this mission, it's only goal was to bring Peace and Democracy. Though my government kind of lost it's way, along the way. This meeting brings new hope that Peace and Democracy have indeed taken hold in the region and if this meeting is any indication will continue to take hold. The Kingdom is glad it's mission was not a complete waste of time, money and lives. On behalf of my government, the Kingdom will do what in can to make sure all your nations sovereign integrity is maintained.

“Your perspective is understandable and we wish you god-speed. Until further notice we will keep the liaison officer’s on hiatus. We also must greatly thank you for your generosity in allowing flights over Southern Chile. We will keep relations at a minimum and, if danger should arise, back down immediately.”

Reply to Argentina by Sonia
Sonia read the note and took out a small pen. She quickly scribbled down a reply and slid it back to the representative quite discreetly. It read ‘As of now I do not believe I am at liberty to discuss. Besides I do not quite know for sure...possibly 40K+. On the time frame it depends on the situation. Perhaps only long enough to establish bases in Paraguay and Guyana and Suriname.’
“The use of your airspace will greatly aid our mission, for that we thank you.”

“The first troops can be touching down within 48 hours with the completion within the next week to two weeks. [Aside] “First estimates say that 75 thousands troops can be used with more if needed. That force consists of the 1st and 2nd Light infantry divisions with, again if needed, the 5th Marine Infantry Division”

IC: Argentina: After quickly reading the note, Néstor nodded his head in agreement and began to tear up the note. "I understand, my government will make the necessary arrangements to help support that number. My government will also began to work out a plan to deal with any additional requirements for your forces should they arise. As long as you are aware of the risks involved we wish you the best of luck and will offer any support for the time being. However, should our nation come under attack our resources will have to be entirely devoted to the war effort and any aid from us after that will be limited or none existent.

Paraguay: Upon hearing the number of troops, a bewilder express entered upon the face of Nicanor Joria. "Did you just say 75,000? I'm not even sure my government has enough funds or equipment right now to even began to support that force. Let alone manage the logistics requirement for that force. Were a small country and my government's funds are limited. Were already having difficultly paying for our increase in our own armed forces and were it not for the loans from various nations, my government would not be able to afford it. If, you can find someway to support that many, my government whole heartily accepts that number. With your support, no nation will be foolish enough to try to take advantage of us during our time of transition. The 1st and 2nd Light Infantry alone should be all that's need. With our forces combine we will have over 100,000 personnel in the field armies. [OCC: I put up a military declaration for Paraguay along with the three other nations, it's in the Main Earth V Thread]. Additional bases can be built, but for now civilian buildings will be acquired for use by your forces."

SIC (even the other countries don't know about this message during this secret meeting): We would like for you if possible to place the majority of your forces on the border between Brazil-Bolivia. Argentina has shown no aggression towards us and it is highly unlikely they will attack us anytime soon. Still, should they get aggressive our troops can hold until you can redeploy your forces to meet them. As, your forces arrive in country, I propose we start joint training missions. So, if war does come to my nation our two forces can work as one to defeat our common enemy. You may set up your Headquarters where you see fit. Should you need anything else, my government will be in contact."

OCC: I think this meeting is about over. Unless, you have anything else to add. Example, do you want to sign any treaties with said countries.

I will be leaving for vacation on Thursday (the 21st). I will be on vacation till the first week of January. I will be coming back to Earth V, so if someone will watch over my nations for me to make sure all of it stays intact I would be most grateful.

Tonight more then likely will be the last time I will be able to get on for the next two weeks. So, with that in mind. I wish you all a Merry Christmas, Hanukkah and whatever else holidays you might celebrate.

Also, I wish all of you a Happy New Year.

Manila has just told me rather bluntly to clarify one thing. We may only provide aid if your nation is attacked and not the aggressor. This goes to even Paraguay. If your nation strikes first we will regrettably have to vacate our previous agreement. We are here to provide stability, not aid in war.

We shall limit it to only the 1st and 2nd Divisions and provide the finances to go with it, do not trouble yourself on that. We will station our troops where you see fit and joint operations sounds like a very good plan.

With the meeting concluded, Nicanor Joria personally thanked the delegation from the Philippines. In closing, though his country was the only one that had gained anything during the meetings. In all fairness, the meeting had settled the issues of what each government wanted and expected. Joria, then turned to Sonia. "I look forward to working with your government once everything is in place." Thank you, for providing assistance to us and willing to commit the resources and funds to support a free South America that can decided it's own fate."

With the meeting over, all that remained was to see if this freedom could be maintained or would it be lost in the approaching fire of a world war.
