Japanese Imperial Naval Officer Koijumi's flag ship, accompanied by three Light-Missile Cruisers, had arrived outside the proximity of the Islands come to be known as 'Installation 7'. Japan had taken an interest in these Islands, haveing his Imperial Sovereign decide to send an expeditionary force of 5500 Marines. The Local Populace would hopefully be subdued easily, however they expected that they would have been spotted some time ago. In the 'Art of Insurgency', it made perfect sense to employ local fisherman to keep tabs on the water. Japanase Imperial Marines had been instructed carefully as to how to deal with these make-shift spies, and have been pulled from a Veterancy of those serving in Urbanised Settings prior. Intelligence had reported that an Interim Government had been installed in various areas of the area, and even some were indulged in warring one another over various fisheries. It was Japan's kind of play-ground, and so they decided they would do this slow but with plenty of effort.
Wilson Rock and Richardson Rock, The Plan
The Imperial Marines and the Imperial Fleet realized the importance of a stageing area, and took advantage of two very small Islands known as 'The Rocks' locally. The local Tribal-styled Government was expected to have stationed guards to watch from towers, and the Japanese figured a quick way of combatting that would be to insert Specialists under the cover of night. Four teams of 8 would advance by rubber-dingies, and cease their engines once they were with-in distance. They'd then float to a more shallow area, and the diver *6 out of each team* would submerge and swim towards the 'Rocks'. They would take out the local guard, and arrest any of those who would not resist. Any Civilian life would be arrested as well, and held until the following morning.
Two teams would be assigned to either rock.

The 'first' nation to be introduced is 'The Saints' Federation'. I plan to overwhelm them, and puppet them off to help deal with the other little nations. Hope this is ejoyeable...
