Kinstia is a war torn nation that has only recently found unification after a 10 year civil war. The government isn’t too strong and it’s citizens are dieing from hunger, disease, and sporadic fighting between the Kinstian National Army and several rouge militia. We need aid from any country willing to lend it, be it monetary, medical, or military. While we may not have much to give in return under our current state, we are pleading to the international community to lend support and aid. You will have our deepest gratitude and thanks, which will never be forgotten. We can only hope that once Kinstia is fully at peace with itself, we will be able to lend aid to you whenever necessary.

As much as we would like to accept you aid, I must say that we have to decline. Kinstia, while weak, takes a strong stand on the view of slavery. Our people our not for sale, just as no human being is for sale.

As much as we would like to accept your aid, we must decline. Kinstia, though weak, has a very strong view on slavery. Our people are not for sale, just as every other person, from any nation, is not for sale.

Medical aid will be very useful, as would the presence of you monks. Our populace needs the spiritual support as well. Just don't turn it into a full out conversion of our people.

The economic assistance we can offer is construction of a nuclear city plus metal processing complex.


The nuclear city will be created by the Symmetriad/Vault-Tec consortium and provide the power for your country.

Our solution for energy production lies in integrated systems, containing fuel enrichment, conventional and breeding reactors, and fuel recycling inside a single large facility. This eliminates potential hazards of nuclear fuel supplies or recycled fuel stealing, as only natural uranium enters the facility, and nothing radioactive leaves it.
We always build the parts working with radioactive materials underground, to make them as protected as possible. A facility is serviced by a closed city, which, for most nations, can be built on the surface.
Our systems combine nuclear power with co-production of solar and wind power. Integrated solar/wind stations are used as the auxiliary systems for the main stations, and heat exits through an updraft tower, adding to power produced.

The complex we consider appropriate would start with two heavy-water and three sodium cooled breeder reactors, the former working on slightly depleted uranium left from enrichment of fuel for breeders, and their heavily depleted fuel reprocessed in the breeders. As the breeders will produce new fuel from depleted leftovers of U-238, less new uranium will be required, and the system will always be able to accept new natural uranium.
All reactors are in 1500 MWe class. Each heavy water system is rated at 4600 MW thermal and 1520 MW electrical output. The breeders produce 3800 MW thermal and 1560 MW electrical energy. Peak output of each system is 1650 MWe. The 3%-efficient updraft tower will add 500 MW of energy. Since about 200 MW will be used by the facility itself, the normal total system output will be 8000 MW, and peak output, available under overload, 8600 MW.

The complex will serve all the industries of your country, and we'll build metal ore mining and processing industries to produce costruction materials which will have a lot of uses. However, this requires some collaboration.

First, we need a city for the nuclear facility. If you have closed cities already, we can use it as the base for the facility. A 100,000-200,000 city which can be converted to such will do as well. We please ask that you select the best people for that purpose, as the nuclear industry reqiures them.

Second, we'll need a permission and collaboration in exploring your country for Uranium, to provide local mining industry. With enrichment located in the nuclear city, it will minimize logisticals complications.


We also offer you to select 40,000 of your best people between 18 and 25 years. They will study in our universities for a full course. No fee will be charged, provided that they will work on our high-tech industries during their education, receiving the necessary experience in the process.
This is a normal practice in Vault 10, not a special requirement, and our education system is optimized to collaborate with industry and science, highly integrating theory and practice, and providing expensive top-grade education without taxing the citizens or indebting the students. Normally our education costs between 180,000 and 2,000,000 caps per student, and wouldn't be affordable any other way.
These specialists will return to your country and found the base for technological and scientific advancement, which will allow high progress levels.


On request of Aerospace Logistics, we'd also like to test all your people for the abilities to became good pilots. The selected ones will receive jobs in the company, and most of them will work for the department in your country.

The best city for the complex would probably be Omstale, as it is the currently the safest and most fit for such a project. It will take some time for us to find the appropiate people that you requested, but we have already begun. Kinstia gives you permision to search for uranium deposits. Another point, we will give you permision to test the majority of our people for your Aerospace Logistics department. Let us hope this is the beginning of a bright future for both our people.

We are more than willing to assist you with medical aid and food supplies, but pertaining to your request for military assistance, could you give us a little more information about the nature of the forces you are fighting? Is it a large, powerful force (or forces), or rag-tag groups of isolated guerillas? Is the terrain mountainous, flat, desert, swampland? It would be easier for you to answer these questions than for us to send an expeditionary group over to discover these things for ourselves.

What infrastructure does your nation have? Do you simply lack raw food supplies, or do you also lack running water in some areas, etc - we know how devastating a civil war can be, having emerged from one ourselves not a century ago. If you have runways capable of handling large transport aircraft (around 5,000ft of runway is required for our C5 Galaxy transports) we can essentially transport prefabricated shelters if required, or 200 tons of building materials per aircraft. If not, or if you simply require food deliveries, we can airlift you anything you require, from military-style MRE packages to raw ingredients, in smaller chunks requiring less sophisticated runways.

Also, we can offer you the services of 2,000 doctors and full medical supplies immediately - all doctors under 25 in Kelonia are required to be availible for overseas deployment, much like a military unit, for a maximum of three years' overseas service - should you require them.

We are fighting small rag-tag militant groups, hiding the mountains located in the western area of our country. Other than that the terrain is relatively flat aside from the forest located up north. Our infrastructure is in relatively good shape, as we have running water, electricity, and shelter for the majority of our polpulation. We do not, however, have a consistant flow of food to the population as there have been raids by the rouge militia and because they have burnt most of our crops. Another problem we face is that we currently have few medical supplies and doctors.
