Emperor Franz Josef thanks King Haakon V and agrees that a solution must be found for lasting peace in the Balkans.

Dutch Ambassador Gerard Laurens delivers a note to the New formed Eastern European Empire. The note requests if a Non-Aggression Pact could be created between the two nations.

While the Imperium finds it unlikely that it would find itself at war with the Dutch, the Imperium is willing to sign one if the Dutch so desire.

Spain is curious as to how the new IMperium sees it, but that can be digressed. CUrrently, Germany has been bettering relations with Spain, and so SPain would like to hopefully be peaceful with it's former enemy of Austria-Hungary, considering that no Spanish or Austrian soldier ever traded bullets or artillery during the Great War physically.

Currently, Spain wonders if a Non-Aggression Treaty would be more appropriate. Spain is holding off on Treaties of Friendship at the moment, as Spain believes slow is best in relations. But, given a few years Spain sees no problems with this.

(Ergo Spain wants better relations with it's former enemies so that it can declare itself a neutral and have that respected.)

After the recent incident in the Balkans, Imperial and Russian diplomats meet and hammer out the Russo-Austrian Accord in February of 1915.

Russo-Austrian Accord of 1915

As the Balkans have continually proven themselves to be unstable and both the Eastern European Empire and the Empire of Russia border said Balkan states, both the Imperium and the Empire hereby pledge that:

1. Both the Imperium and Russia will work together to mediate conflicts in the Balkans.

2. Both the Imperium and Russia will uphold the soverignty of all Balkan nations.

3. The Imperium and Russia will intervene to prevent war in the Balkans, through force if neccessary.

Spain applauds such a notion as it will help prevent any further violence in our continent. It also proves that former enemies can work together if given time.

Spain offers it's steel as a point of unity. (One of the reasons Hitler wanted Franco in charge of Spain in 1936? Steel, Spanish had a rather nice steel industry that Germany needed. Sooo this is a product I have lots of. I think its because of the iron industry in Spain.)

“Karl?”

Crown Prince Karl I jumped slightly. He must have dozed off for a moment, London seemed to have that affect on him. He turned from the window. “Yes, have we all arrived?”

Anton Korošec (http://en.wikipedia.org/wiki/Anton_Koro%C5%A1ec) rolled his eyes. “We’ve been here for quite some time Prince Karl, perhaps we should begin?”

Karl nodded. “I have called this meeting today because I feel it is necessary to plan for our esteemed Emperor’s death.”

There was a collective gasp by the others in the room. Ambassador Albert Dietrichstein (http://www.geocities.com/capitolHill/rotunda/2209/Austria_Hungary.html
), ambassador to the United Kingdom, was the first to speak. “You don’t suggest that we-“

“You old fool, I am not that stupid!” Karl yelled, cutting Albert off. Karl collected his thoughts for a moment and then continued. “What I mean is simple. The Emperor, while granting great freedoms to the people, still shows himself unwilling to create true democracy in our great nation. Only via democracy and reform will this crumbling empire, for too long held together merely by the collective force of the Habsburg family. We must convince the peoples of the Imperium that together is the only way we will remain free.”

Karl Graf von Stürgkh (http://www.geocities.com/veldes1/sturgkh.html) snorted. “You suggest giving the people the freedoms the want? I say you’re going to destroy the Empire your ancestors created, the AUSTRO-Hungarian Empire!”

“If you want to leave Karl, you can go,” announced Anton, “but I have a feeling that you know that if you want to continue work once the Emperor is dead, you’ll stay. Anton turned to the Crown Prince, “how do you suggest doing this without the Hungarians? Tisza (http://en.wikipedia.org/wiki/Prime_Minister_Istvan_Tisza
) is not here I notice, and without him, we cannot hope to pass any reforms without the Hungarians in Parliament opposing us to the man.”

Karl smiled slightly. “There are other Hungarians besides Tisza, and he himself is only one man, and all men are mortal.” Karl checked cuckoo clock that he had brought from Austria to his new British lodgings. “We shall continue this meeting later today gentleman, for now I ask that you do not leave London nor attempt to contact your aids until the end of the conference here. And now, Josip will show you to the rooms.”

Jospif Tito (http://en.wikipedia.org/wiki/Josip_Broz_Tito) strolled into the room. “Gentleman if you will follow me.”

OOC: I'm afraid that is not acceptable for reasons of realism. Tito is at present a 23 year old discontent nobody. He was wounded in the war against Russia by a howitzer shell and captured along with his entire battalion in the Ukraine (either during the First/Second Battle of the Dniester River or the Battle of Uman). Postwar he is back to being a malcontent and rabble rouser, not yet having discovered Communism.

On August 21st, 1918, Mary will give birth to her second child, the Crown Prince Otto von Habsburg. In 1919 she will give birth to her last child, the Archduke Robert.

The largest single public park and zoo was officially opened today in Belgrade on the site of the former Serbian Royal Palace. The park and zoo, along with a war memorial take up roughly 5 square kilometers in size. The war memorial is the largest yet in the Imperium, built on a massive 200 meter hill specially constructed for the memorial. The costruction added thousands of trees and bushes, attempting to accuratly reconstruct the Black Forest for the area around the mememorial, creating an effect that most visitors call "stunning and beautiful."

Kaiser Franz Joseph I of Austria dies on October 21st, 1917, at the age of 87 in the Imperial Palace in Vienna. Though sick for quite some time, with Crown Prince Karl filling in much of his duties, his death came as a shock to most of the Imperial Court and to the general public. Crown Prince Karl, who was meeting with the regional parliament of the Kingdom of Croats, Bosnians, and Slovenians, issued a statement calling for the Imperium to remain calm and to remember the Kaiser’s dream of a unified Imperium.

As of 1917 Joseph’s 69-year reign is the second longest in European History (the longest is that of Louis XIV of France, the Sun King, who reigned for 72 years).

The Third Reich
In Germany and the Imperium however things continue to worsen. A team of men manage to assassinate the Emperor and his wife and many of their staff when poison gas is somehow pumped into the Emperor Karl’s menagerie in Vienna. Also among the dead are their children. This makes Archduchess Gisela, who has recently married Prince Wilhelm (the grandson of the Kaiser and 3rd in line for the German throne), the Empress of the Imperium, and their oldest will be Kaiser of Germany AND the Imperium.

Even as this is going on, General Lundendorf, a leader in the Ultranationalist Right has become Defense Minister in Germany, while Anton Drexler has become Prime Minister and is even more to the right. Facing a serious threat from the Left in the Imperium, the head of the new Nationalsozialistische (Nazi) Party in Austria, previously known as the German Workers Party, recruits sufficient members of more conservative parties to gain sufficient influence to take power and Hans Knirsch becomes Prime Minister of the Imperium.

By 1924, events are moving rapidly in both the Imperium and Germany. Austrians see themselves as Germans first, and Admiral Horthy makes a deal toward separation of Hungary and Austria and the effective end of the Imperium. Hungary will keep Bohemia and parts of the Slavic areas, while Austria will keep Slovenia, the Tyrol, Serbia, and maintain control over Montenegro, in effect splitting the Empire in two. To keep the Poles happy, and out of mischief, the remainder of Imperial held Poland is given to them as well.

With the Gisele giving birth to the child Wilhelm in 1924, the unification begins in earnest. By the end of 1924, the Parliaments of both Germany and Austria agree to unification and it moves quickly. On September 1, 1924, the German and Austrian Empires merge to form the Greater German Reich, or Third Reich (in shortened form) and the Kaiser becomes Emperor of all Germans.

(Adolf Hitler as this point is a senior party official in Austria and more will be heard from him eventually. Meanwhile, Stalin is likely to become head of the Russian Secret Police one day).

Situation in Imperium as of the breakup
population breakdown 1924
Austria 6.5 million
Slovenia 1.1 million
Dalmatia / Trieste 1.2 million
Bosnia 2 million
Serbia 2 million
Croatia 3.2 million
Hungary 8.2 million
Bohemia (modern day Czech Republic excluding Sudetenland border zone) 10 million
Slovakia 3 million
Imperial Poland (Katowice area) 1 million

Post division
To Germany
Austria, Slovenia, Dalmatia / Trieste (less Split), Sudetenland, Croatia

To Hungary
Hungary, Bohemia, Slovakia, southern Dalmatia including Split, plus Serbian Voyvodina area, portion of Serbia north of Danube which includes city of Belgrade

To Poland
Katovice area

To Montenegro
Serbia (less Voyvodina area, portion of Serbia north of Danube and Kosovo, already belongs to Albania)

500,000 Serbs have been deported from northern Serbia since the start of the Great War and their place has been taken up by Croatians and Hungarians.

Montenegro is essentially the replacement of Serbia, as is almost entirely Serb, has a population of 2 million, and is a client state firmly under the control of the Hungarians and Germans and Albanians and is not allowed a military. Nearly 25,000 Serbs a year emigrate to North America and elsewhere.

As the Imperium splits apart, Horthy and the Germans make a deal. Hungary will remain allied with the Greater German Reich, and in exchange, gets Hungary, Bohemia, Slovakia, southern Dalmatia including Split, plus Serbian Voyvodina area, portion of Serbia north of Danube which includes city of Belgrade, as well as most of the Imperial Fleet.

The new naval yard build at Split, and the naval base at Tirane (as Albania is also allied with the Imperium) gives the Hungarian Navy a viable coastline to base from.

The Hungarian Navy gets 6 BB, 5 heavy cruisers, 6 light cruisers, 2 destroyer flotillas, and 1 submarine flotilla.

The German Navy retains 4 light cruisers at the Naval Yard at Trieste, and those facilities will also be available to the Hungarians as needed.

Discussions continue regarding the Army and Air Service, but are expected to be resolved quickly by the end of 1924.
