Treaty Establishing An Alliance of Nations

Preamble: Believing that the world intends to continue along the path of civilization, peace, and prosperity, for the benefit for all people, including the weakest and most deprived, this Treaty establishing the Vesper Alliance is ordained.

Article I:
The Parties agree that an armed attack against one or more of them in any part of the world shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence recognised by Article 51 of the Charter of the United Nations, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the member of nations.

Article II:
In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.

Article III:
The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened.

Article IV:
The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them.

Article V:
All nations must allow for free trade within the Alliance.

Article VI:
All Parties must provide for the following:
a) the elimination, as between Member States, of customs duties and quantitative restrictions on the import and export of goods, and of all other measures having equivalent effect;
(b) a common commercial policy;
(c) an internal market characterized by the abolition, as between Member States, of obstacles to the free movement of goods, persons, services and capital;
(d) measures concerning the entry and movement of persons in the internal market as provided for in Article 100c;
(e) a common policy in the sphere of agriculture and fisheries;
(f) a common policy in the sphere of transport;
(g) a system ensuring that competition in the internal market is not distorted;
(h) the approximation of the laws of Member States to the extent required for the functioning of the common market;
(i) a policy in the social sphere comprising a Social Fund;
(j) the strengthening of economic and social cohesion;
(k) a policy in the sphere of the environment;
(l) the strengthening of the competitiveness of the Alliance industry;
(m) the promotion of research and technological development;
(n) encouragement for the establishment and development of trans-global networks;
(o) a contribution to the attainment of a high level of health protection;
(p) a contribution to education and training of quality and to the flowering of the cultures of the Member States;
(q) a policy in the sphere of development cooperation;
(r) the association of the overseas countries and territories in order to increase trade and promote jointly economic and social development;
(s) a contribution to the strengthening of consumer protection;
(t) measures in the spheres of energy, civil protection and tourism.

Article VII:
A Vesper Parliament shall be created, with each nation sending five representatives, which must be freely elected by the people.

Article VIII:
The President of the Alliance shall serve a one year term, with the Presidency rotating between the most senior member of each nation's representation in the Parliament.

Article IX:
Amendments to the Constitution shall require a 2/3 majority.

Article X:
1. The Alliance may conclude cooperation agreements with third States

2. In the pursuit of its objectives, the Community shall ensure the establishment of relations of cooperation with the United Nations System, particularly, the specialized agencies of the United Nations and any other international organizations, with a view to attaining the objectives of the Alliance.

3. Cooperation Agreements to be concluded pursuant to the provisions of Paragraphs 1 and 2 of this Article shall be submitted to the President for approval upon the recommendation of the Parliament.

The Commonwealth of Raithal would be very interested in participating in such an alliance. Though we cannot make a 100% commitment at this time, the King's own brother, Lord General Harold Seyek, is ready to depart as our nation's representative for the creation of this alliance.
