Supersonic SeaPlane, Minelayer (SSPMX)

The purpose of this contract is to select a replacement for the P6M Seamaster minelayers currently in service with the Commonwealth Navy. Its replacement should be capable of equal or better performance in all areas.

Requirements
A seaplane capable of operating from waters up to and including sea state four. Additional points shall be granted for the ability to conduct open ocean operations.
A maximum speed in excess of Mach 1.
The ability to carry a thirty thousand pound payload one thousand nautical miles, with a two hundred mile low altitude penetration, and then return to base.
The ability to receive aerial refueling through a probe and drogue system and capacity to conduct aerial refueling with buddy packs.
An ease of maintenance design
Ability to hold 12.75-inch torpedoes within bomb bay.
Either an integral sonobuoy dispenser or the capacity to carry sonobuoys without interference to weapons.

Non-essential requests:
Use of advanced technology such as Adaptive Cycle Engines
Inclusion of low observability technology to reduce radar and infrared signatures
Ability to hold five thousand pound bombs within bomb bay
A top speed of Mach 2 at altitude
Low altitude penetration in excess of Mach 1
An ability to operate from land bases in addition to sea. This should not take precedence over hydrodynamics.
Capacity to fire Shepherd and Harpoon anti-shipping missiles

Radars and certain essential electronics systems shall be provided by the Commonwealth Navy. Bids shall, if necessary, endure a first round of selection to reduce the number to three. The winning bid shall be selected after a fly-off of the prototypes.
