In comemoration of the late emperor Yuan Shikai and his victories in driving the Japanese invaders from Chinese land, the new emperor Duan Qirui has declared a day of national holiday on his death.
To further celebrate this great man's contributions to the Chinese Peoples a monument is to be erected outside the Imperial Palace in Lanchow.
A statue depicting the late emperor standing victorious over the trampled banners of his enemies holding his sword aloft with a chinese dragon by his side.
The entire statue is to be made out of steel melted down from captured officer's swords, bayonets and guns.
Opposite this statue on the other side of the square a victory pagoda is to be constructed, it will contain a small shrine to every Chinese unit that fought in the war with the captured banners of defeated enemies displayed around it. (Some of the really fine officers swords are saved from the staue making to be displayed here as well.)
The new Emperor Duan Qirui Gave a speech at the monment's opening, saying that Yuan Shikai had doen great things, but the work was still not done and it was up to the people of China to continue what he started and drive the invaders, traitors and Japanese from the lands that are rightfully theirs.
Duan continued that to achieve this goal China would have to reclaim it's rightful place as a great power and that much hardship and sacrifice would be needed to make it happen, but the Chinese people will emerge victorious and no one would subjugate them.

OOC: Sorry to clutter the thread up, but....
E20 is an alternate history Roleplay, based on the 20th century. This is the second incarnation and the year is currently 1915. We start in 1906 and go to 2006, with each week equaling a year in game time, although it is slowed down for major wars, etc. There are extensive economic rules and we have several referees who handle combat and economics.

The Emperor creates the Dìguó Anquán Yi (DAY) or Imperial Security Service to protect against foriegn and traitorous infiltrators that would undermine Chinese society and the rightful order of things.
Their mission is to protect the Chinese people and Imperial government from the false propaganda and murderous intentions of the Japanese and Southern rebel agents.

OOC: That is a nice flag and a really well done map, unfortunately that dragon flag is the official flag of the late Qing Dynasty (the one that lost the Mandate of Heaven when the Heavens fell upon it), so needless to say the newly established Shikai Dynasty will have nothing to do with it.

Anyway, I knew about the Go thing and already mentioned it. Though Go is Chinese in origin so the emperor playing it is noting unusual.

To celebrate the achivements and sacrifices made by the brave soldiers of the Imperial Army in fighting the Japanese invaders, the Emperor declares october the 12th to be a national military day.
In Lanchow a large parade is held with elements of the 3rd and 4th Light Infantry corps marching past the Imperial palace past a cheering crowd. The passing soldiers salute both the Emperor Duan standing on the balcony of the palace and the Statue of Yuan Shikai, whilst overhead planes from the newly formed Imperial Air Corps perform formation flyovers in their observation planes.
To make sure there are no public disturbances, plain clothes DAY personnel are dispersed thoughout the crowd.

OOC: Actually Yuan Shikai's flag is a modification of Sat Yun Sen's 'Five Races under one Flag' flag, which is a republican nationalist flag.
I don't think he would use those ones either as in this timeline Yuan Shikai never fell in with the nationalists.
I'll come up with something better.
At the beginning of 1917 the Russian representative to the Imperial Court politely offers the suggestion to Emperor Duan that Imperial China begin putting implementing similar land reforms to those that the Empire of Russia has been putting into effect. They have proven to be a great success in Russia and greatly expanded the agricultural sector of the economy. In addition, it has provided incentives for agricultural workers to work harder. Now they actually own the land they work on and recieve all of the profit from the food they sell (minus government taxes, of course). Aside from the economic benefits, there has been increased social stability. Even during the war, there was nothing like the unrest in 1905.
He also, much more quietly, lets the Emperor know that Russia could provide gold (OOC: points) for those aristocrats who are reluctant to part with their land

Emperor Duan Qirui Stood before his council, each man wore a look of uneasiness with the current situation.
'So the plan is accepted, yes?' The Emperor's gaze swept around the room as if daring someone to try and disent. One aged noble with a furrowed brow stepped forward and bowed hurriedly.
'Highness, I feel that this plan is not go...' The Emperor cut him off with a motion of his hand.
'Silence you bumbling fool. The plan is our only option, to remain stagnant is too die. Look at the rebels to the south they are crippled by corruption and the stagnation! Yes there is risk, but without risk there is no benefit.' The troubled noble stood his ground.
'But, Highness, the people. Surely they will not accept..' Emperor Duan focused his unrelenting gaze on the unfortunate man.
'They people will believe what they are told and they will accept it. Do not ever question my judgement again! Begone, all of you!' The council hurried out of the audience chamber thankful for their release, all took care not to be close to the noble who had spoken out.
The Emperor went to his chambers and began to prepare his public address.
Over the next week meesengers went to all the major settlements controlled by the empire. They read the Emperor's address to large crowds that assembled.
People of China, it is time to accept the facts. Our once great empire has fallen into decay. The Qing were corrupt and incompetant, they folded to the demands of the Japanese invaders and westerners. They lost the Mandate of Heaven when the very heavens where brought down upon them.
The rebels in the south are no better, if not worse, and did not regained the Mandate.
It was then up to us then last remenants of the true Chinese empire to regain the Mandate of Heaven and our great leader Yuan Shikai did this by driving back the Japanese invader, yet his work is still not finished China has not yet regained it's true greatness and rebuiling is our task. In this great enterprise the co-operation of all chinese whether they be Han, Mongol, Hui, Tibetan or Manchu is needed to regain what is rightfully. It is ours will be a long arduous road, but I promise each and every one of you that it will be worth it.
To achieve our aims we will, in the coming years, all have to work harder to rebuild our empire and restore China to it'srightful place in the world. However the hard times ahead will not be without a way to help ease the pains. The glorious Imperial government will soon provide free schooling and public hospitals throughout the empire.
Together we can make China great again.

The Imperial government announces a policy of Land Reform whereby it will purchase farmland from the wealthy land owners and nobles and distribute it to those subjects that live and work upon it.
The nobles whose land is to be purchased shall be compensated, and though the expense is great with the help of our generous Russian friends it is possible.
Many propaganda posters are distributed depicting how the Empire uses it's wealth and aid from it's allies to help the people, while the nationalists only buy more weapons to further oppress the people they have enslaved.
The Russian ambassador offers the following to the Imperial Chinese Government:

The Emperor warmly recieves the Russian Ambassador and listens to the offer attentively. After hearing it he thanks the Russian for delivering the message from his government.
He then spent some time in discussion with his advisors, at one point a heated arguement broke out, but was followed by a deathly silence.
Eventually the Russian Ambassador was invited back into the council chamber, there the Emperor sat on his throne with his advisors looking sullen faced off to the left.
Dismissing the advisors with a wave of his hand, he beckons the Ambassador to speak with him.

The Russian ambassador is pleased to inform the Emperor that these terms are entirely acceptable to his government and expresses his wishes for a long and prosperous future for both of their countries.
The Treaty of Tsingtao
Article 1: Russia will construct a naval base at Tsingtao.
Article 2: The base will be under the joint sovereignty of the Empire of Russia and the Empire of China.
Article 3: Russia will pay upkeep for the base’s facilities.
Article 4: The Chinese will have use of the Russian shipyards at Valdivistok to construct modern naval vessels.
Article 5: Russian engineers will be sent to provide assistance in the construction of the city of Xishen on the ruins of the destroyed city of Beijing (China will cover actual construction costs).
Article 6 (SECRET): Russia will put political pressure on the United States and Great Britain to remove their enclaves in Tientsin and Tsingtao.

The French Foreign Ministry approaches the Russian Empire about encouraging the Chinese Imperial Government to adopt a Constitution.
Meanwhile, the Empire of China is offered .5 in French aid provided it adopts a Constitution.
The Russia diplomatic staff began putting pressure on the Emperor to adopt some form of constitution, putting forth the idea that the Chinese constitution be based off of the Fundemental Laws of 1906.

Duan Qirui sat somberely upon his throne, dressed not in his military dress uniform nor in his traditional imperial robes, he wore a finely tailored suit hand made in an expensive Petrograd boutique. The other men in the council room where similarly (though not quite as finely) attired. These where his most trusted advisors, men whose skill and cunning had helped him bring Shikai's reborn empire of China this far.
And therin lay the problem, the empire had come a great distance but with the worsening economic conditions around the entire globe it seemed as if it would soon go no further.
The advisors all sat in silence waiting for their emperor to speak, this scene was frozen for another few minutes before Duan Qirui looked up and spoke.
"The world is changing and quickly, if China is to survive it must change also. We have the failed Qing dynasty to show as an example for that. However if we change too quickly we risk losing sight of our goals and fail just as surely if we did not change at all, the rotting carcass to the south lends itself as an example.
There is one choice then let to us, the middle kingdom must take the middle path. We must modernise, the time of empires is fast fading and we cannot, must not fade with it!
We have already modernised our economy and our army is outfitted with Russian weapons. The only area lacking is our government, a modern country must have a modern government and so we must through out the last vesteiges of the old and corrupt Qing empire.
To this end a constitution has been drawn up detailing the powers and rights that the imperial government has.
It has also has not escaped me during my ten years on this throne that it is too much for one man to rule China by himself. Each of you my most trusted advisors and dearest of friends wil continue to help me restore China's glory, by becoming ministers and members of the imperial cabinet."
The emperor paused to drink from a glass of water before going on to detail what each man would be responsible for and the other nuances o=f the consitution.

Foreign Minister: Cao Kun
Minister of State: Xú Shìchāng
Minister of the Army: General Wu Peifu
Minister of the Navy: Admiral Sun Chuanfang

Minister of Security (Head of DAY): Hu Weide
Minister of Intelligence (Head of QDS): Ji Hongchang
A new council upon which all the governors of Imperial provinces sit is created The Emperor and Minister of Sate also sit upon this council. The governors can bring issues concerning their provinces to this council for resolution by the Emperor and his cabinet.
Along with the constitution charter for the QDS and DAY are drawn up defining their seperate areas of operation. The DAY are only allowed to deal with issues within the Empire and also serve as aprotection detail for the Emperor.
The QDS are disallowed from operating inside Imperial borders and must concentrate their activities on intelligence gatering and covert operations outside the Empire.
The heads of both organization are required to inform the Emperor and and each other of their respective agencies activities in regular intelligence security meetings.
