[Earth II] Change of Tides
All along the coast of the former Bjornoyain territories a transition was about to evolve. Since the collapse of the Government the former TATO nation, the states had lacked a central force to maintain the status-quo of financial independence. Recognizing the need for a stable and secure Africa, the Holy Republic of Hawdawg stepped in to prop up the former economic powerhouse.
Off the coast of Congo
Slowly a flotilla of the Hawdawg Naval Ships dropped anchor off the Coast of the Congo. Admiral Jack Fowler stood at the helm of the George Washington Class Carrier. His task as assigned by Prime Minister Gordon Wells was to safely and securely take possession of these abandoned lands.

Admiral Fowler stood at the Conn of his mighty George Washington Class Carrier as he studied the aerial recon of the situation. Riots, and general lawlessness had been expected but to his surprise the former Bjornoyian Provinces were relatively quite. Fowler hadn’t wasted anytime upon arrival offshore, he had readied his advance forces of specially trained group of Marines. Atlas Transport Helicopters filled the decks of the carrier as Marines emerged from water-tight doors and boarded the hovering giants. Slowly the wave of Helicopters lifted off and made there way over the mainland. The first target to be seized was the provisional government capital downtown. As the buildings came into site two Atlas Helicopters pulled up into a hover as two entry teams fast-roped down onto the roof of the complex. Within ten minutes the Marines had cleared most of the building. When Team Alpha made it to the State Room, a surprise awaited them. Sitting in a large plush chair was a mountain of man. As the team entered the door he stood to greet them. Nervously Alpha team had a fixed bead on this suspicious character.
“Hello Royal Marines of Hawdawg, we have been expecting you for some time now. My name is Akibi Tulu and I once led this great government for the Bjornoyains, it is my pleasure to offer this jewel of Africa to the people of Hawdawg. I remember when I was a young State Department Lackey, the Hawdawg government was instrumental in helping the Bjornoyains establish a Realm in Africa. This graciousness will not be forgotten. I am here to serve Her Majesties Empire.”
Marine Squad Leader: “Sir, I do not doubt your sincerity, however standard protocol requires me to place you in temporary custody until this is all sorted out. Do you have any weapons on you?”
Akibi Tulu: “I am unarmed, but I have men stationed outside the perimeter of this compound to ward off common criminals and thugs. We don’t currently have a police force to say, so I have hired a volunteer militia to guard this complex.”
Marine Squad Leader: “Duly noted sir. We will relieve them of this duty. We may have a place for this militia in the peaceful transition of power. Sir, I am arranging your transport to the Carrier offshore to meet with Admiral Fowler.”
As Tulu was escorted to the roof a Navy marked SeaHawk Helicopter awaited to wisk Tulu away to the waiting Admiral Fowler. It took roughly fifteen minutes for the flight to reach the carrier offshore. Upon Tulu’s arrival, he was escorted to the Special State Room of the Admiral.
Admiral Fowler: “Thank you Marine that will be all. You may wait outside.”
The young Marine wheeled about and exited the room.
Admiral Fowler: “Ah Mr. Tulu is it? I hope you can forgive the security measures, The Republic doesn’t like Four Star Admiral’s to be posed to much risk. I understand you once ran the government here for the Bjornoyians?”
Tulu: “Yes my official title within the former government was Administrative Leader. A fancy name for an Accountant. I managed all the aspects of daily business dealings within the colony. I didn’t have much contact with the administrative portion of the government but I did handle all the accounts they utilized to make it all work seamlessly. I have intimate knowledge of where many things are located that could be very useful to the incoming Hawdawg Government.”
Admiral Fowler: “I see. Well to be honest Tulu we aren’t really wanting to adopt the Bjornyonian style of Government here as it doesn’t really fit our style of “Management”. We are very concerned about security on both a personal and business level. Lawlessness will not be accepted under any conditions. My Marines are well versed in handling non-compliance. What I would like to see happen is for you to return to the Capital Complex and assist us in making a smooth transition. I understand you have hired a private militia to guard some of the most precious treasures within the colony. This guard will be relieved by Hawdawg Marines. What I would like to see happen with your Militia is that they act as guides for my Marine Units to snuff out any that might oppose a righteous handing over of power. You and your group will be handsomely rewarded for this assistance.”
Tulu: “That is a most gracious offer Admiral. It would be an honor to assist the Hawdawg Force in establishing a calm and peaceful government inside of the colony.”
When the two men had agreed on the plan, Tulu was escorted back on deck to the awaiting SeaHawk for the return flight to the Capital Complex. The Hawdawg Marine Unit inside the Complex had held his Militia Force under house arrest until he returned, they would allow Tulu to share there newly defined mission upon his return.
With Tulu in place leading the charge to clean up the activities of the local hooligans, backed by the Regiment of Hawdawg Marines, the Capital returned to some normalicy. City streets were slowly being cleaned, city employees began to return to work. Simple things like trash pickup, mail service, and Hospital Services helped give the look of a new city rising from the ashes. Controlling the Capital was easy, taming the remaining elements of the ragtag armies and feudal clans in the Jungle would be another matter.
Roughly a month passed and the major towns were considered free of any roughian activities. Several units of the SeaBee's Naval Construction Battallions arrived on scene to help fix the major problems associated with the Power Grid, Water Sanitation, and other essentials in the Capital. After sixty days on the job the SeaBee's had restored 90 percent of the water capabilities and repaired the Electrical Grid so that rolling blackouts weren't required to meet the demand foir electricity.

In the Jungle surrounding the cities reminants of various guerilla units were driven deeper and deeper from crucial supplies they stole from the town. With help from the militia forces Tulu had assembled, the Marines hunted down these forces to the last man. Even with the latest technology and weaponry the jungle allowed for the enemy forces to lay many ambushes and traps for the Marines. Jungle Warfare proved very difficult for the Marines.

Roughly nine months after the Marines landed in Congo, Tulu took to the airwaves to declare victory and announce the plans for the new government.

Greetings my name is Atiki Tulu and I am a proud native of my dear Congo. I come to you today to share the vision for the new Congo. A Congo that has risen from the ashes of destruction and dispair and with the help of the most benevolent Republic of Hawdawg, become a nation. As the chosen representative, the Republic of Hawdawg has granted a "protectorate status" to our great land, much like they did in the great nation-state of Texas. We are proud to become the latest member of the inner-circle of the Republic. The Hawdawgians have agreed to assist us with further developing our infastructure to make the Congo a center-cog of the TATO Alliance. The vision we share is a beneficial relationship between two nations that will ensure the growth globally, financially, and securily into the twenty-first century and beyond.
