Diplomacy with Schultaria Prime

To all Nations who have a vested interest in establishing diplomatic relations with the United Socialist States of Schultaria Prime:


Schultaria Prime would like to thank each and every country who has inquired about establishing a more permanent diplomatic presence within our nation. The Schultarian Federal Government is very eager to work closely with those who desire permanent diplomatic relations, and we hope that this is the beginning of a peaceful global partnership for the betterment of all citizens across the globe.

To make the process of embassy selection smoother, we would like to present the following outline to all nations wishing to establish a sovereign embassy or consulate in our nation.

1. Embassies shall contain a minimum of approximately 3,500 square meters of space, excluding any storage for vehicles or defense equipment. As per international law, all possessions and property within these embassies shall be declared the legal right of the country currently in operation of said embassy. All registered diplomats shall have standard diplomatic immunity; however, we wish to make provisions with individual governments to prosecute diplomats in joint legal proceedings in cases of severe felony or capital crimes.

2. In preservation of our urban weapons policies, Schultaria Prime recommends no external weapons emplacements on the embassy grounds. However, protected hidden defensive measures will be allowed, in addition to a small amount of armed security staff to be approved on a per nation basis. Any usage of these weapons on structures or individuals found outside the defined embassy complex will constitute an automatic declaration of armed conflict against the Nation of Schultaria Prime in defiance international convention.

3. Each member of the embassy staff must subject to a full Schultarian biometric analysis for government archival, as well as legal, purposes. The analysis includes fingerprint, retinal, genetic, voiceprint, and thermographic scanning; this data will allow staff members to operate in Schultaria Prime without the need for external identification, since the majority of transactions in Schultaria Prime require a form of biological identity.

In addition, members of the embassy staff can also apply as naturalized citizens of Schultaria Prime, since the government recognizes dual and pluralist forms of multinational citizenship.

4. For purposes of consolidation, as well as convenience, embassies are restricted to the following list of cities; however, each country can build a maximum of two total embassies in the following list. Prices listed are for pre existing high rise tenant (i.e. incomplete or partial ownership) structures and for cleared and cleaned space respectively.

5. All consulates shall have the same diplomatic protections as embassies, though they are expected to be no more than 2,000 square meters in office and residential space excluding any storage for vehicles or defense equipment. The Neverending Dictatorial Land of Barbarosea would like to request a formal embassy to be set up in Schultaria Prime. We wish to purchase land in the national capital, Schultaria Prime, and we wish to purchase a total amount of 5,144 sq m. Upon approval, an amount of USD$2,746,896,000 (2.746896B) will be wired to your account.


1. As per Barbarosean Law, any severe felonies or capital crimes comitted while on embassy grounds are under the jurisdiction of Barbarosean National Law, which states that the offender will be extradited from the embassy grounds to Barbarosea for prosection. Joint proceedings will not be allowed, but after any jail time served in Barbarosea, the offender will be handed over to Schultarian Prime authorities for any actions you deem nessicary. However, we would like to note that most severe crimes are punishible by death in Barbarsoea, and therefore the offender would not be returned because of Barbarosean Corpse Laws.
2. Barbarosean Embassy Law requires that a gate with armed emplacements be installed at every embassy for use in times of lockdown, however, we will make every arragement to be sure that the weapons are not visible unless deployed in a lockdown situation. The security forces of the embassy are in an attached document.
3. Barbarosea has similiar requirements for all citizens, and will offer any embassy staffs profile to Schultarian Prime officials. This includes their GPS-DS tracking information.

From a preliminary review of the local act you enclosed concerning armed embassy staff, it appears acceptable by the Schultarian Department of State's standards for a secure, but not overtly militaristic embassy presence. Likewise your petition for defensive emplacements has been approved in all but signing by the Central Directorate; as long as they remain visibly concealed they shall not be considered instruments of armed aggression.

The one concern we posses is your reticence to allow joint legal investigations and judicial dispensation of embassy officials whom have violated either Barbarosean or Schultarian law. While we in the USSSP understand fully your wishes to try any member of your nation who commits a crime on your sovereign territory, the issue of joint legal proceedings concerns any member of your diplomatic corps or personal staff who may commit a crime within the greater Schultarian state or its dependent territories. Should a member of your diplomatic staff be implicated in a severe felonious or capital offence outside of the embassy grounds, we feel that it would be prudent to develop and operate joint legal proceedings that work cooperatively to draw resolution to both the accused and any potential victims. As both of our nations are privileged to be members of the New Alliance Treaty Organization, Her Imperial Majesty has directed me to begin the process of establishing embassies and consolates within Schultaria Prime. As a matter of prestige and functionality, Her Imperial Majesty has made it known that the Imperial Embassy should be built in the capital city of Schultaria Prime and that a floor space of 18,580 square meters is ideal. Her Imperial Majesty also wishes for consolates to be established in Edgen, Dolec, and Satlemai. As a matter of both taste and policy, the Imperium prefers to engage local architects and building firms to construct embassies in the styles most common in the area.

On the matter of the various scans your government wishes to perform, the list is rather more invasive than Imperial citizens are used to, but I am sure enough people in my Service can be found that will submit to such. On the matter of your nations weapons policies, I do not think them to onerous as the Foreign Service does not usually station a military presence within embassies but instead leaves the task of heavy protection to local security forces. We do, however, train our embassy staffs in basic defense techniques and keep a large enough armoury to equip all staff with rifles, which in this case would be about 4,500 M-58 Pulse Rifles.

On behalf of His Royal Highness, King Háfrey, I am requesting for the establishment of diplomatic ties between the United Socialist States of Schultaria Prime and the Kingdom of the Northmen.
While the Kingdom has traditionally remained as non-aligned on the great theatre of world politics, we hold the view that direct diplomatic relations between nations are of utmost importance, especially in regards to advancing peace and prosperity. Indeed, we hope this could be a start for a whole new era on that particular sector.

Now, as for the subject at hand, we have come to the conclusion that a building with 5800 square meters of total floor space, in the capital city of Schultaria Prime, would be ideal for our embassy's needs and purposes.
Concerning the legal proceedings, biometric analysis' and the restrictions on weaponry, we hold no objections.
We would prefer to leave the external protection of the embassy at your hands, as this has been the standard procedure in the past. Internal protection would be provided by a company of military police from the Royal Army (details in the attached file).

We would like to thank you for such a quick reply to our official embassy request. We will send our construction workers as soon as the offical design has been approved to start the building of our embassy. As far as the legal proceedings is concerned, The Neverending Dictatorial Land of Barbarosea has a standard of dealing with crimes commited off embassy grounds as follows. If any crime is commited off of embassy grounds that violates Schultarian law but not Barbarosean law, then a joint proceeding will be allowed, however, no death penality shall be handed down unless Barbarosean law officials approve it. If while off of embassy grounds, a crime that violates both Schultarian law and Barbarosean law is commited, then the offender is in complete custody of Schultarian officials, to be sentenced by Schultarian courts alone.

We hope this is an acceptible stance, and would like to restate that crimes commited on embassy grounds will be delt with by Barbarosean law only, but any crimes outside of the embassy will be delt with by either joint proceedings or by Schultarian proceedings only.
