It was mid mourning when the idea struck Comandante Supermo Altos [CSA] (Equivelant to a Army Chief of Staff) Xavier Ghendi. He could invite high ranking generals from every nation, or atleast the noteable ones, in the world of Nation States. He quickly got dressed in his Cyan and Gold uniform and began to write a report on his idea.
Entitled; Operation Halcon
It listed hundreds of nations, with the best military statics the Bureau of External Intelligence could get, along with several high ranking officers they would ask to be sent. Along with facts the conference would focus on. Such as quality over quantity, or if Battle Tanks will be a waste of steel if a nation has control of the air; also if we should sacrifice human lives incase of a nuclear attack or materials to save the humans.
Many of the other generals backed him, but BXI Negoc Magní (Highest Rank that a spy could be in BXI) Ben Longs strictly opposed them. Seeing as the influx of generals could lead to massive military violence if a few of thier body guards, or they themselves, were drunk. Despite this, and several out cries from the people, Emperor Airch Rein decided to send the invitiation and begin pouring money into the Conference room's lavish interiors.
