"Voice or no voice, the people can always be brought to the bidding of the leaders. That is easy. All you have to do is tell them they are being attacked, and denounce the pacifists for lack of patriotism, and exposing the country to greater danger."

~Herman Goering at the Nuremburg Trials

---

The doors of the Throne Room flew open, and the three men marched into the room with heavy footfalls upon the exquisite marble floor, each boot sounded with the urgency and determination of three soldiers of a mission. All along the walls they passed, former Planetary Governors stared back from within haughty ceremonial gowns and masses of military braid. A dozen automated bolter guns swivelled to follow the group, refusing to fire according to their programming due to recognition of each man as above those instinctual commands to kill.

The Throne Room of the Planetary Governor was a lavishly decorated room the size of an Olympic swimming pool, swarming with furniture and computer consoles in a bizarre contrast of technology and archaic style. A fire blazed away in a grate despite the automated heating systems, giving a rustic feeling to an otherwise grim mood.

Governor Schubert Royale stood from the Governor’s Throne and stepped forward to greet the three men with a curt nod. Each of the three stopped at a respectful distance and either saluted or bowed. Royale took a moment to examine each face, before asking his question.

“Well?”

Imperial Commander Gregor Petrovski began quickly. “My lord, it is complete,” he answered. “We have disposed of the troublesome officers in question who refused to accept the truth of our situation. The Guard is yours to command.”

Royale nodded, looking at the next man. Fleet Admiral Lawrence Ravenwing adjusted the focus on his augmented eye and smiled. “The two Firestorms are yours, Sire. We have guaranteed the loyalty of each Captain.”

The final man to answer was Inquisitor Quentin Xavier. He smiled through a scarred face and saluted. “My lord, the Inquisitors and the Clergy are with you.”

Royale grinned, an unusual expression for the normally stoic man. He was a tall, distinguished looking man of sixty three, but numerous youth treatments left him looking no older than his early thirties. Sporting a handlebar moustache and preferring to wear full military braid in the exercise of his duties of Planetary Governor, Royale looked like something from before the Age of Darkness. He turned, walking back to the Throne and reclining within it.

“Put me onto communications with the Hive Net,” he commanded. Somewhere, a computer system silently acknowledged his voice pattern, and a holographic screen appeared in front of the Throne itself, awaiting activation.

Royale began, straightening his posture. As soon as he spoke, the screen indicated that the message was going live across the planet. Everywhere, citizens stopped in their work, looking up at the numerous television screens around the planet that both monitored and transmitted to them. “My subjects,” Royale began loftily. “We face a time of crisis on Bellum Prime.”

Royale put on a sorrowful face, attempting to portray sadness to the population. “As of this moment, we have lost contact with the rest of the Imperium. We fear this due to Warp Storms around our planet, but we cannot be sure.”

“Under legislation authorised to me by the Ordo Hereticus, I am exercising my emergency powers to assume full sovereign responsibility for the Bellum system until such a time as we re-contact the rest of the Imperium.”

“Citizens, rest assured that we shall prevail in our task. We shall strive forward against the enemies of mankind, and we shall continue our lives within this void of darkness. We shall continue to bring the light of the Emperor over humanity, and we shall inevitably prevail against the Xenos, the mutants and the heretics galaxy-wide.”

“Long live Mankind!”
