In the Reich, there has been fairly radical change. In the past few years, Der Reich has experienced a population boom of about 70 million people. The economy is great, the GDP is relatively high, and Der Fuhrer has lowered the tax rate by close to 10 percent.
Somehow or another, the individual citizens of Der Reich have attained a level of civil liberties (indeed, since the speed limit laws have been abolished, citizens have found great amounts of freedom...on the streets of Der Reich)...and the businesses in the Reich now have more liberty than ever...except insofar as the environment is concerned.
There is, unfortunately, only 1 problem: The crime rate is higher now than it has been in decades!
In response to this, Der Fuhrer has begun opening up intern camps all over Der Reich...
