Attention: All nations of the world

Years of civil strife and rampant crime have grown out of hand. Armed militias loyal to business leaders and criminal organizations openly patrol the streets. The police force is underarmed, undermanned, underfunded, and has become ineffectual. The summerland is in open revolt, with several townships declaring indepence from the lawfully elected government of the Commonwealth.

In order to restore law and order, reign in the militias, liberate the townships and re-assert control over the Summerland, it is the decision of the parliament, with approval of the senate, for the re-creation of the Raithal Ministry of Defence, and the re-constitution of the Raithal Defence Forces.

The present outline of the new force calls for a 40,000 strong force of volunteers organized into five brigades, one heavy armour, two mechanized, and two light infantry, alongside a small brown water navy focusing primarily on coastal and river patrol, and small, fast-moving interception boats alongside heavier corvettes to assert coastal dominance. A small airforce capable of providing limited air support and maintaining a 24 hour air sovereignty patrol is also necessary.

The RDF requires defence contractors to provide all materials, logistical and training support, and assistance in establishing permanent military bases. As there is no standing military force, there are no set standards on equipment, and we will review all offers.

Approximately five-billion Sempiirs, or 2.5 billion USD, have been allocated for this contract. We will have an established budget of approximately 2 billion sempiirs per annum.

OOC NOTE: I would much prefer custom designed small arms and the such as opposed to stock weapons such as the M16, or AK47 , though I will happily make exceptions for canadian weapons (C7A2s for example)

Structure: Lightly armed and able to stage helos, they are fitted out for offshore patrol work but have the capacity to be up-gunned if nessessary. Fin stabilizers are fitted and a fire fighting pump is present on the aft hanger roof.

Our training package would include the transfer of a large number of Crookfur Army personnel to establish traning facilities and courses within your antion before begining training of your soldiers. Spaces within the various specialist Armed forces schools (ie junior officer, advanced tactical command, paracute training etc etc) within Crookfur would be made availble as would the services of the Covenant Island manouvers and combat range and its resident OPFOR divsions.

In terms of cost, the above package has a total value of $5billion, We do of course understand that this is a very significant investment and so we do offer the option of spreading the payments out over the intial projected delivery completion time (5 years) or over a extended period of up to 25 years

This agreement gives our nation the massive benefits of becoming a Griffincrest and Corporate Alliance associate state. Used to great affect against GASN and anti-CA fleets in two wars, it has come time to explain just exactly what this torpedo is.The Bladerunner torpedo is developed to be able to be either launched from a GNF vessel, primarily a stealth ship, or else dropped from specialized Hong-5 bombers. The Bladerunner has two engines, a primary and secondary. The primary engine is designed to carry the weapon a maximum of 10 km at speeds at its fastest record 100 knots. This is not recomended, and usual speed is around 70 knots. The primary engine, secondary engine, and saws are all powered by a powerful gas turbine, which runs off Griffincrest gas of course.Once the Bladerunner makes impact with a ship, the first meter and a half will crush inwards, than shatter off to the sides, thus exposing a pair of Zirconia saws. ("Zirconia cutting blades, for example, last 90 times longer than steel blades. In addition, zirconia cutting blades have very sharp edges and resist corrosion and oxidation especially in harsh environments " the initial impact, the power is transferred from the engines to the saws, and a much weaker engine is brought online, propelling the torpedo at 10 knots or less as it cuts its way through the hull of the enemy ship. Should the saws for some reason be unable to penetrate the hostile vessels armour (ex. the saws dull or torpedo malfunctions) the weapon will detonate its payload right then and there. However, if it is able to succeed in its original mission, the weapon will follow a pre-determined course programmed before launch. Once the destination, usually in the center of the ship, is reached, the weapon will detonate. In smaller vessels, this should be enough to crack them in half.Blah blah blah blah blah blah blah. CA forces prefer to use the G36E assault rifle. The new 5.56mm assault rifle had been adopted by the Bundeswehr in the 1995, and in the 1999 the Spain adopted its slightly different, export version, G36E as its standard infantry rifle. The G36 also found its way into the hands of various law enforcement agencies worldwide, including British police and some US police departments. So far I've heard very few complaints about this rifle, and a lot of good revives and opinions. In fact, the only complaints about G36 that I know are the overheating of the handguards during the sustained fire, and the loose of zero of built in scope on some G36KE rifles, used by US police. Otherwise it is a really fine rifle, accurate, reliable, simple in operations and maintenance, and available in a wide variety of versions - from the short-barreled Commando (some even said that it's a submachine gun) G36C and up to a standard G36 rifle and the MG36 squad automatic (light machine gun). The Corporate Alliance, although viewed by some as the bad guys, or the corrupt, are actually just the oposite, and are a band of allies all looking to help each other to grow and prosper, both economically and politically. I agree that the Griffincrest Corporation is only available to my nation to benefit Raithal in the long run, and I pledge to surrender the use of my economy to the Griffincrest Corporation so that they will watch over it and make it stronger, then will return it to me at a later date. Any problems that arise from this document are non negotiable. Should the nation of Raithal fall under attack by forces both inside and out, the Raithalian government should in no way hesitate to call for CA support In the event that Raithal is based next to a member of the GASN, or applies for GASN membership, Corporate forces will begin to move into Raithalian territory in order to save your people from the communist and socialist predators that they are. In the event that the GASN does strike out at your nation for allying itself to the alliance, expect thousands of more tons of supplies and advisors. In the hands of some of these advisors, it is likely that you will see the next prospected weapon to meet the CA armament, the Otagian designed M32 machine gun. A quote from Pale Rider Arms says "Replacing the volatile M30 SAW, the M32 is based primarily on the M26 assault rifle, sharing over 50% of its components. Like the M26, the M32 LMG features a top mounted magazine and bullpup design, as well as PRA's signature integral SmartGun system. The M32 is the standard LMG of both the ORA and Pale Rider Arms' Red Samurai." These are just some of the many, many things you will recieve as a Corporate Alliance member.

After careful review, parliament has passed Executive Order 345 calling for the commissioning of the Raithal Defence Forces, and included is the budget and necessary legislature to purchase and take delivery of the equipment offered. We would like to offer 3 billion Sempiir, or about $1.5 billion USD, now, and pay out $200 million USD per annum for five years. We have drawn a number of civilians and police officers who have been selected to become officers, and would like to send them to your leadership school as soon as possible.
