Western Sahara. A hot, sandy hinterland. The major cities: refugee camps. The government: none. Something had to be done.
"General Ungawa."
"Yes, Premier Bengazi?"
"Something must be done about Western Sahara. It sickens me to watch them suffer out there."
"Indeed, Premier."
"I believe we must instate rule in that region."
"Yes, Premier."
"Send an envoy to the SADR. I believe that is what government rules the territory."
"I shall leave immediately, Premier."

General Ungawa and his envoy headed out in the Premiers G3 jet, landing in Ad Dahkla, where the SADR president resided.

OOC: Can someone represent the SADR president? The CWAA means good, since its new leader is a more compasionate person than the last. He plans to "modernize" the region.

IC: I, General Jean-Paul Ungawa, represent the government of the CWAA. To start things off, the CWAA requests the Western Sahara Territory join the CWAA. We want to spread the newfound prosperity of our democratic leadership to the SADR and the rest of Western Sahara.

SADR leader Emmanuel Pasquello nodded to hear of the CWAA's offers. It wasn't the first time that he had heard such a proposal, and it probably wasn't going to be the last one.

"I see," Pasquello said, after Ungawa had finished his introductions. "And what would the people of Wester Sahara gain by this proposal? As you can see, we have oppressed by many peoples over the past centuries - first the Berbers, then the Arabs, then the Portguese, then the Spanish, then the Moroccans, and now we are free. And at this convenient moment, your government thinks that it can erase the pain of this oppression by adding us to their growing territory?"

"Sir, we do not come in conquest, we come for peace and prosperity. Your nation is a desert hinterland with only cheap phosphates as your main export. Our nation plans on irrigating the land and heping create more agricultural jobs for you. Also, your nation will be able to run itself on its own, plus be able to send representatives to the House of Sovereigns and Senate just as Mali, Mauritania, and Burkina Faso do."

"Perhaps," Pasquello replied. He pulled out a Cuban cigar, offering one to Ungawa, who for one reason or another declined. "Well, I think that what you're asking for is something that I cannot guarantee. After all, if you want a democracy in here, you've got to get them something to cheer about. But you know, I've got the best solution possible."

He pulled out a portofolio, revealing the beautiful shores of Tangiers. It was once a priceless gem of Morocco - but now it belonged to Kopparbergs. Ungawa was uncertain where this was leading.

"My good General, if your government wishes to win the hearts of the Polisario Front, you will need to destroy that city. Find whatever means possible, but unless our people have the blood of our enemies, they will never agree to making amends with your government and joining it."

They mined our ore, they harvested our crops, they took our lifestock - if there was anything left to take, they would have taken from us, they would have. "It need not be recognized by the CWAA or the Polisario Front - as long as our people can satisfy ourselves in the basking blood of our enemies. Of course, if Tangiers proves to be difficult, we can try another city worth international attention." Pasquello sucked his cigar lightly, puffing the while. "Yes, the Moroccan people will feel the oppression that they wrought upon us, and our people will be joyful to join into union with the state that has the tenacity to deal justice to our enemies. I can trust that the CWAA will keep this conversation in private - yes?"

Ungawa was uneasy - after having deposed a genocidal faction, here was yet one more loose end to the knot. Of course, the knot was dangling out, and not yet in the mess that was CWAA. Perhaps there was a way to placate the SADR demands without shedding the blood of a friendly neighbor - especially one so close and powerful.

Pasquello's aides came into the room, whispering some words. His eyes lit up.

"Well, there actually seems to be something else that your government can try to do to win over the Polisario Front."

I think that it would be a much simpler and more appreciate task if your government managed the assassination of the Prime Minister while he was there. Unless you wish to make the lesser action and simply destroy Tangiers. But if the king of Iberia - who represents the greatest oppressor of our people - enslaving generations of my people, murdering the countless numbers of our ancestors, and the economic exploitation of our lands - if he were to fall, then our people will have the blood of thousands to cherish, and I can only imagine how the Polisario Front would hail the CWAA as the liberators of our people.

The Prime Minister is currently in session with the other leaders of the corrupted Republic of United Nations, meeting with some leader of the Emirate. This is perhaps your one best opportunity to get the Prime Minister, because at other times, he's hidden from an obvious public view in Madrid or elsewhere."

Okay, okay. Alif Laam Miim. The largest problem I forsee is a large security detail. I could perhaps find a court martialed sniper to kill him off in exchange for freedom, then wipe him out later, or I could crash a merchant plane with volatile chemicals into the area in which he resides. Unfortunately, the latter, though safer, could possibly take out the Emirates leader. If that happened, I would never forgive myself.

As far as security goes, it's going to be stiff, and intelligence will be on the lookout - although there is no reason to see any problems from the CWAA, despite the civil war scenario. BTW, the King in question is Juan Carlos I (http://en.wikipedia.org/wiki/Juan_Carlos_I). And for the record, when Juan become king just a few days after the death of Francisco Franco. The process of abandoned Western Sahara was beginning and by December of that same year Spain now longer claimed it. So, if your going to blame anyone blame Franco. Link on Western Sahara. IC: Though the Prime Minster was away on business in an undisclosed location and the King nothing more then a formatively of the nations past, the government of Iberia was left in the capable hands of the Portugal Prime Minister.

As always, being the Head of State required a lot of work and for the most part trying to get the world and your own people to think your doing a good job. Today was no different, but in reality it was. As, José Sócrates went over today's briefing. Mid-way through an interesting report was handed to him. Looking at his acting Secretary of State, replied "You can't be serious?, Even after 30 plus years they still hold a grudge. Were not the one who has controlled their territory for the last 30 years, why are they blaming us for what Morocco did. I swear, first it's South Africa, then Vineyard, then Sharina, and now Western Sahara. Does, the whole damn world hate the Republic. All we want to do is live in freacking peace.

Any word from our intelligence sources on how they plan to carry out their attacks. No, Prime Minister just that they are having a meeting and it seems it has turned towards us. Well, for one contact the governments of the Emirate and the Kingdom of Kopparbegs and let them know what's up. Second, increase security at all airports. That task shouldn't be to hard consider it's already at the highest alert status, but still you better make sure. This is all we need considering the nature the world is in. I swear, someone, somewhere must really want a World War. Either that or God has forsaken us, in which case we are all as good as screwed and going straight to hell.

He looked to Ungawa with some leery suspicion. "Why exactly does your government want the sovereignty to reign over Western Sahara? Even if it's a union of sorts, why would you want us to be connected to your people?"

Ungawa then made a quick remark: "Have you thought about their retaliation?"

"Retaliation?" Pasquello replied. "What do you mean? There's nothing to retaliate against. We're a starved people without a nation, without a land, without a government. If they want to finish this program of genocide, they can do so if they so desire it. Quite frankly, if they were any more humanitarian, they would have finished it. But they apparently saw reason to let us persist in this decrepit state, and for that they shall pay dearly."

Ah, but you know - it's your choice how it goes. Satisfy our needs and we'll satisfy yours."

Pasquello didn't quite like the way that this was turning. He was beginning to wonder if Ungawa was more here for the territory than the genuine desire to rectify the losses of the people of Western Sahara. He didn't want to return to the pre-colonial Spanish state - that was what he was trying to rectify in the first place!

"Well, General," he said. "I suppose that we shall leave actions to speak for themselves. If the king dies by your hands, we shall see how well the people will adore your kind for your generosity. And if this doesn't succeed, you can kiss our support good-bye. The king will be dead, by your hands of by the Divine - so let's hope that God favors your kind enough to let nature hold its hands over the SOB."

My man in charge Akhmed took care of it himself, blowing himself and the other two up on that freeway. Unfortunately, I do not see another attempt being made anytime soon. Pasquello paused, to allow General Ungawa to soak up the information. The exhortations of his smoking puff came clearly through the phone connection, just as he spoke - "Your men had better not fail, or you can consider this sovereign wasteland no longer worthy for your consideration. The Polisario Front is tiring of its patience, General. Do not disappoint them."

This will be considerably harder to pull off than the first one we tried. If you have any information on him that I could give to my men at the IWD, that wouldbe great."

I just launched the rocket, and the Emir's palisade is an outdoor viewing station about 5 miles from the launch site. It's mostly open, so if you want to make a shot, go ahead. You can make your tale for the windage and stuff if it's a snipe.

I'm trying to simplify this if you don't realize, so you don't have to be ornate with your response either. On that regard, I've been posting in two different threads, but as soon as I find the other thread, I'll reference the post.

Ungawa was furious. "Mr. Pasquello, do you have any idea how many resources have been expended to fulfill your deeds?" he said in a harsh tone. "I do not mean to be insulting, but this is asking too much. I lost three very good men in the failed assassination attempt in Spain and very nearly was uncovered had it not been for the sacrificial act of my agents on the freeway. Now, I have two snipers stuck in the middle of ALM territory that need to be extracted.
