HM Mutsuhito Tenno has instituted a change in the structure of the Empire to better administer the territories, over which he is sovereign.

The Resident General of each colony shall be tasked with the creation of a local Diet - to act in similar function to the Diet in Tokyo. It is the intention of the Japanese Emperor to cultivate the lands in a manner that includes the new natives into the Empire. Among the tasks to be included are the following:

- Institution of Japanese as the primary language in the Empire, although locals are encouraged to continue study of their native languages;
- Institution of Japanese education and government services;
- Standardization of Japanese government services, including welfare, militia establishments, and justice;
- Appointment of Japanese person to head local referendum committees and serve as the local access between the Imperial Government and the local prefectures.
