Geoffrey Molotiov was rushed to the test room by head scientest Gregor Wonsen. Geoffrey said, "What is this big thing, Wonsen?" Wonsen stopped, and opened a door. A huge object was before them. "What is that, Wonsen?" "Sir, it is the Nuclear Fission Bomb. Capable of flattening a city, and contaminating the area for miles around." Molotiov stared. "Has it been tested?" Wonsen shook his head. "No, sir. We just need a nation to test it on." Molotiov smiled, and got his Minister of Diplomacy on the line. "Warrenton, call all the nearest nations, and ask about testing a certain science project called the Nuclear Fission Bomb."
OOC: Okay, what I'm going for is that either A) A nation agrees and then changes its mind, B) A nation supposedly agrees, but the representative is a secret agent working against that nation, or C) A nation agrees but forgets to mention where to test it, and a major city is accidentally blown up.
