Official Memorandum of the United States Department of State to the Allanean Cabinet, Congress, and the Rejistanian Government, as well as representatives of key industries

As you may be aware, recently, an armed standoff has been averted in the League region, as Gholgoth militaries sought to invade the nation of Okielahoma. At that time, a crisis has been averted by the intervention of Allanean and League forces, and swift negotiating by the Allanean diplomatic services. However, we believe certain problems have been identified in the ADR (Asene Divensi Rejistaniha, Rejistanian military), which bring into question it’s capability to defend Rejistanian borders with any efficiency (except, of course ‘Rejistanian Efficiency’).

As Allanea is currently allied to Rejistania, we cannot but be concerned with this situation. As such, we would like to offer a set of evaluations of the situation in which the Asene Divensi Rejistaniha currently resides, and attempt a set of solutions to fix them. If and when the Rejistanians in fact adopt those solutions, we recommend Congress pass a Rejistanian Defense Act to fund the purchase of relevant equipment and services. Only equipment and services produced in Allanea should be funded by the Act.

1. Problem: The Rejistanian ground forces are so far patethically undermanned and under-armed, their standard-issue rifle, for example, being an AKS-74U clone. More importantly, the armored forces of Rejistania currently rely upon a set of miniature ‘tanks’ known as the Kasahela, which do not carry sufficient armament to actually damage modern-day tanks, and yet can be destroyed simply by being run-over by modern MBT’s.

We suggest that a potential invader, utilizing modern SHBT’s or heavy equipment of this sort, would be able to overpower the Rejistani ground forces within days if not hours of fighting. As a matter of fact, the physical size of Rejistania would be a greater obstacle then any Rejistanian soldiers.

Solution: The establishment of a 500,000-strong ground Self-Defense Force, armed with modern weaponry and armor, and focusing on defensive and anti-armor efforts, engineering, and possibly non-conventional warfare to fend off a ground invasion for a short period of time until the Allanean forces in the area are able to muster an attack.

2.Problem: The ADR lacks, completely, any kind of significant air force. Any aircraft present date back to the 1970’s, and the RADAR network is incapable of detecting stealth aircraft. There is also no significant anti-ballistic missile network.

We believe there is no need to explain why this extremely wrong.

Solution: Acquiring of a proper air force and air defense structure. However we should bear in mind this structure is not to be geared for force-projection, but for defense of Rejistania’s airspace and that alone. There is no need for heavy strategic bombers, nuclear ICBM’s, and so forth.

3.Problem: The Rejistanian naval component, centered mostly about anti-smuggling and coast guard operations, is composed mainly of ships outdated by approximately six decades.

Solution: Procure modern weaponry and ships, focusing on patrol vessels. However, it is necessary that the Rejistanis be introduced to modern anti-superdreadnaught technologies, defensive warfare, and the proper use of combat submarines. However we must keep sights on our target, and remember there is – again – no need in Rejistanian aircraft carriers.

4. Problem:Corruption, theft of military equipment, and lack of maintenance on equipment is rampant throughout all branches of the ADR. This problem cannot be resolved by Allanean aid in any amount.

Attached please find documentation, satellite surveillance data, and newspaper reports regarding the operations of the ADR in the last ten years.

OOC: If you have major military factories in Allanea, you will have received a copy. Those who do not will have not received a copy of the document, though they may be aware of it through other channels.

Syku Xiu is a person who sleeps too less and uses too much artificial stimulation, this of course means, her mornings are in that mood, which rejistanis call stateless: a tiredness which overlays anything else and prevents an emotional status to be assumed. The first news, she checks are sport news. For her they are vital. She knows that not Syku Xiu the politician was elected but Syku Xiu who is mother of Lyku Xiu, the striker in the national team. This of course means her career is directly related to the successes of the Orange-Blues. Only then she checks the political news.

Others also were informed, the liside'ny which are in parliament of course and the National somehow got hold of the analysis and titled it with: "The frightening state of the military" and has below that headline the picture of a soldier who seems to be asleep in duty guarding something (in reality he was on his way home and in the next weeks will win the lawsuit against the National).

Day 1 after these reports hit the nation led to heated discussions in the huge parliament of the kalesic republic. The Liside Karela called the current status totally unacceptable and was for accepting modernizing as soon as now. The Liside Haramu-Vene (a basis for a lot of different local or city-wide parties) emphasizes that the military is not a priority in ten, maybe even not in twenty and proposes not to care too much about it. All the other Liside'ny tried to have their say in this debate.

When Nejat Tare, the minister of defense came to the podium, people started paying attention: Of course, Tare'he was not considered a competent politician (otherwise he surely would not be minster of defense for the second consecutive period), but it was his subject. Tare'he started gesticulating wildly and a translator translated his 'speech' from sign language to Rejistanian: "In the sign and the symbol,
I know what the National wrote and what the allaneans wrote. However: I might remind you that the military budget in the last periods was assigned by rounding differences in the budget. I do still think in certain respects, the allanean analysis is as far off as Jesev'he's last penalty." the parliament laughed.
"If you want to improve the military, first stop using it's budget to attempt to finance your own projects inofficially, then stop making this entire thing a basis for your ideology or the companies, your husbands or wifes own. You know what I mean? Ymeti rejistaniha... You can understand that there are some measurements of efficiency and tahiakan'ny are maybe not the highest in these ratings." The tahiakan'ny are the only thing the rejistanian military is proud of and smugglers fear. "If we want upgrading, we need to change priorities - at least a bit."

The discussion went on heatedly and rather long. It went over several weeks. More than 200 parties in the parliament are of course rather impossible so coalitions work by creating lists, the so called "liside'ny" and by creating liside'ny of liside'ny (these lists are non-exclusively and people vote candidate and liside separately). The current system is very complex, highly weird and foreigners use it to torture unruly classes, but it works. In the end, the parliament decided that the rejistani military needed a rework mostly similar to the allanean recommendations.

OOC: Basic requirement for everything, I import and use it that it can be pronounced for rejistanis and transliterated into the rejistani abugidas and syllaberies.

While this was being considered, the Allanean Department of Defense transferred a short instructional video to the Rejistani politicians. Originally, the video was made for the use of the Allanean military, and so it was made in English – but ir was delivered on a VHS that had dubbing on five major Rejistani languages, and subtitles in about 20 others. This was its content:

Roanoke Island is the Haven region’s premiere location for weapons manufacturing. The island, holding 153 million citizens, is also home for factories from a variety of manufacturing companies – not just Allanean Arms, but also Kriegzimmer Arms, Space Union State Defense Industries, Zeppelin Manufacturer Industries, Baltimore Shipyards, and Velkyan Aerospace, among others.

As these words were spoken, the Rejistanis would be exposed to footage of Roanoke Island from a passing aircraft, showing miles and miles of weapons factories – and internal footage of the weapons being produced – thousands of shells, millions of rounds of ammunitions, hundreds of Khan rockets, and seemingly endless rows of armored vehicles, tanks, and aircraft.

The Roanoke Island product that we will discuss today is the famous Nakil 1A1 tank – the standard tank of dozens of nations all over the world. So far, over one million Nakils have been produced, over a quarter of them – in service with the Allanean Armed Forces.

The Nakil combines all three main features of a modern main battle tank – speed, armor, and – most importantly – firepower.

The Nakil is seen, rolling down an Allanean highway, dodging between cars, some of them bigger then the Nakil itself.

While the Nakil is only capable of a sixty-six kilometers per hour top speed, it is capable – as you can see – of extreme maneoverablilty. Further – it’s low ground pressure allows it to pass almost everywhere.

The Nakil is seen passing over a big concrete block, moving through a river, and so forth.

Capable of a 1.8 meters fording depth and moving over a vertical obstacle 1.4 meters tall, the Nakil is a marvel of mobility – and when it can’t roll over something, you can roll through it.

The Nakil encounters a small suburban house and punches right through it, the house collapsing just as the tank passes unharmed.

The Nakil’s armor is capable of withstanding multiple missile and shell hits from a variety of rounds.

Tanks and TOW launchers are seen, firing at the Nakil, the shells and rockets impacting harmlessly.

Furthermore, the Nakil carries sufficient firepower to reliably destroy tanks of the probable opponent – Kravenite Leman Russ tanks, Automagfreekian Abrams, and the T-72, T-80, and T-55 tanks used by the Alliance of Communist Nations.

With the VHS tape, a small brochure was provided, detailing the advantages of the Nakil in English, Rejistani, and Seleken.

Operation Sponge was underway in the rejistani military and no one had the slightest idea. Nejat Tare's idea of an improved military would not start with new equipment, it would start in the organization. The military was covertly checked for any illegal interactions within the highest levels of hierarchy. Those, who were found clear evidence against especially in respect of 'efficiency' were fired and less corrupt people were promoted instead. People like Hita Kaei, who was called while listening the new Dakasdara JSK (OOC: Piracy Inc.) song about the military with a refrain which goes like this:

Akhisa jilih mi'veka'ta!
vaixunus likhat'ra
mi'sikire ulu'ra!

Maybe the new crew was not the best suited for the job by international standards, but they at least had this vague idea of not using the offer of the company of your brother, but the best offer. Some of them even were not 90% pacifists.

Now these people read the documentation of the Nakil'ny and starting rating them. In contrast to most of the former generals, they did not steadfastly believe in the power of the kasahela'ny for financial reasons. The rejistanis did ask for additional information concerning several rather exotic information, some of them having to do with spiritual reasons.

Karíl Tíenbaum was the sole responsible representative of Kriegzimmer to Rejstania, and he had been sent from Kriegzimmer's Allanean branch. He was ordered to hold into consideration both the interests of Kriegzimmer and Allanea, while serving Rejistania. He was a Ruskan business man, his dark straight hair and green eyes characteristic of that part of the Empire. His height was perpetuated by his finely cut suit and his intelligence by the black briefcase by his side, carrying some of Kriegzimmer's most important information. He had risen quickly through the ranks of the company, entering as a manager of a Ruskan warehouse which had been overrun during the beginning days of the War of Golden Succession. After that travesty he had been sent to the Allanean branch to oversee the production of the 375,000 Nakíl 1A1s that were to see service within the Allanean armed forces, and then to persuade the Allanean government to replace a lot of those purchased tanks with the improved Nakíl 1A2. He would also oversee the production of the 1A1 for Rejistanian uses, and he understood that the Allanean government had already shown the Rejistanian military a propaganda video of the tank - he would have to do his own handy work, just in case.

He was scheduled to meet with some of the Rejistanian modernization program leaders, including high ranking generals, engineers and politicians. That said, Karíl was the best man for the job - imposing, charming and handsome; he had the natural born ability to persuade with elegance in his prose and in his physique. As he stepped out of the black car that had driven him to his destination he checked his Cartier wrist watch and smiled - he was never late for a meeting, and he wouldn't begin today. The sheer height of the building he would soon enter him impressed him - he had been in Kriegzimmer's Allanean factories for far too long and he had forgotten the size of the buildings in Fedala.

He entered the meeting room in 'the Spire' after a quick trot to the elevator and a ride up thereafter. As he entered he smiled and looked around the room to get a good look of the people he was about to argue with, shaking their hands one by one and exchanging greetings. He was one of the few Kriegzimmer officials who knew how to speak Rejistanian, and he hoped that this would offer him some aid in persuading the Rejistanian government to purchase at least some of the ordnance he was about to offer them. One of the Rejistanians offered him a seat and he took it. There weren't many major introductions and Karíl was asked to give his presentation immediately. He nodded his head, stood and walked over to a fancy array of electronics that had been set up privy to the meeting, allowing him to project a quasi video along a flat wide screen in front of the entire group.

As he spoke his words filled the room, "I have been given the information that you have already seen a video showing the tricks of the Nakíl 1A1. I will not waste your time with more information on the tank; I believe that you have seen enough to give you sufficient information to allow you to make a good choice. I am here to present on other weapons which will allow you to make a self defense force that will guarantee your sovereignty."

He clicked a button and on the screen appeared an image of a G11/A reconnaissance vehicle traveling across extensive rocky terrain. It's large .50 caliber machine gun protruded from the design and the grenade launcher was clearly visible, as well. "This is the G11/A, a tracked and efficient reconnaissance vehicle that is part of the G11 series of vehicles (http://forums2.jolt.co.uk/showpost.php?p=10476388&postcount=1255). These lightweight vehicles provide a universal answer to your infantry support needs and your logistics needs. Apart from the G/11A the G11 series offers a 80mm self-propelled mortar, an artillery command vehicle, a smoke generating vehicle, a 80mm automatic mortar, an electronic warfare vehicle, a light tank hunter and an ambulance. This vehicle was introduced only a few months ago into the Imperial army and it was ordered immediately for purchase. Insofar it has seen successful action at Mosnoi Bor, Ishme-Dagan and battles after that."

He flicked through more images. There was a photograph of an ambulance used by civilian police in Spizania, carting away wounded civilians after an attraction park accident. There were many images of the reconnaissance vehicles in large numbers maneuvering through southern Ruska during Ishme-Dagan, the largest tank battle in history.

He went on, "A defense force requires a mechanized aerial defense, and we can provide for tactical and strategic necessities. The Praetorian II (http://forums2.jolt.co.uk/showpost.php?p=9775276&postcount=645) launcher provides for a universal surface to air missile carrier, which can carry the P.746.A or P.746.B (http://forums.jolt.co.uk/showpost.php?p=9818755&postcount=678), requiring only a change within the launching box for the P.746.A, which is longer and wider." The screen flickered with images of the Praetorian II during a launching exercise, and then a Praetorian II next to a downed EB-9 bomber which had been destroyed by a P.746.A over Ruska. "For your tactical necessities we can offer the SPAA-1 (http://forums2.jolt.co.uk/showpost.php?p=10467193&postcount=1243) vehicle, with two 88mm auto-cannons as their primary weapons. Furthermore, we can offer a great variety of fixed 37mm, 88mm and 155mm anti-air artillery cannons."

He paused again, to let the information sink in. Then he went on to artillery, and finally to more infantry weapons. "The Yu.13 Gartantel self-propelled howitzer is the latest in howitzer technology used by the Empire. It is characterized by superior range, firepower and lethality." Images of Gartantel in firing sequences were shown. "Finally, for now, I present two of the world's finest anti-tank weapons. The Tagus anti-tank missile (http://forums2.jolt.co.uk/showpost.php?p=9551904&postcount=417) can destroy any opponent's tank if it achieves an accurate penetration of the top armor. Against tanks with extensive active protection systems this may be more difficult, but the problems exist for every anti-tank missile, not just for the Tagus. The advantage, in this case, of purchasing Kriegzimmer is that Kriegzimmer is one of the most reliable companies to introduce new weapons when older weapons have been compromised. The Tagus is still used by the Ejermacht. We also offer a cheaper DNR-14 RPGL (http://forums2.jolt.co.uk/showpost.php?p=10398867&postcount=1147). This is also used by the Ejermacht."

He paused, gave another smile, put on a few images and asked, "Now, before we continue, any questions?"

The rejistanian spire used to be designed culturally neutral, but the decades of use has turned the neutrality into different sides, which flaunt their identity. The different stories in the Spire now belong to different ethnical groups. The meeting took place in the ehila~oan part of the spire, which means Sasana-plants are guarding the corners, the walls have painting in ehila~oe tradition showing the symbolic elegance of their branch of inikresaism. In the conference room, the Si il ili li (a certain way to draw the haramenive~lkansa) was looking down to the group.

Nejat Tare was impressed, this was not the typical 'is it September again?*' presentation. This seemed to be veritably good tech. He made a vague gesture in the direction of some of his advisors and haxunes. The reaction is about the same.

Eventually Saturi Elin-Ha-Jhe, who just happens to own 7% of the shares in one of the military corporations of Rejistania: "This is, it shows high potential, however we can not be sure this is valid information, can we?"

Nejat Tare knew about the motives. This person surely would make a loss in case anything is arranged with other companies. "Maybe it would help if you would explain what valid means in this context?"

"Akhording to JESA." he replied, referring to the law against misleading advertising.

"You think this is one big hatakeme?"

"I think we should not get into this too quickly and without being sure that this is valid!"

Good lobbyists sometimes hilight important points, therefore it is always a good idea to have one at a discussion, Tare'he once again confirmed. "I am sure, the validity can be proven..." he looks at the foreigners.

OOC: The techlevel in the Rejis is exactly the highest...

* budgets in the rejistanian government go from october to september so during september most ministries try to reach their limits in order not to recieve reduction in the next one.

The Allaneans nod. "The problem we see is, we cannot truly do many of those tests in Rejistania – for example, setting off a nuclear explosive just to see whether the Nakil survives this may not be the best of ideas. Would you like to send representatives to Allanea, so we could demonstrate the Nakil'ny and other devices?"

Nejat Tare suddenly knows why he does not trust the entire scene 100%, Mudboyz! This rejistanian film has military technology looking alike, so much alike that it sometimes looks as if the Catalanians just used Mudboyz images for their presentation. "Yes, it would be very advantagous to see that this is not only Hollywood."

And so, the Allaneans expected the Rejistanians at an Allanean military base, somewhere outside Liberty-City. The tricks shown on the video would be demonstrated again – the Nakil would again punch through houses, drive underwater, and even shoot through plate steel (the plates would be of a demonstrated 1.5 meter thickness, much thicker then any Kasahela armor could ever dream of being).

Additionally, the Rejistanis would be shown the power of several purely ‘alhanija’ devices – the 3,500-ton USS Linus Torvalds superheavy-battle-tank, the oversized 1000mm Anat-B Howitzer, and, finally, carpet bombing from a single 1-kilomter-wingspan Ouroboros bomber.

As the Rejistani officers watched the insane monstrously-oversized plane drop out 25,000 tons of explosives on an area of training ground – from a safe bunker of course – the Allanean representative smiled. “See what we mean by the dangers of modern warfare?”
