Indigenous Blockade Turns Violent

A government water treatment plant that was going to be built that would establish nearly 400 jobs and serve nearly 1 million of the 6 million citizens of Anoriv was to be built on formerly ceeded indigenous people of Anoriv land. The water treatment center was to be 1600 cubic feet in length and would need an additional 2,000 sq feet for land and pipes to be install in it.

The land that the water treatment plant was to be placed on was on indigenous Utik people who represented nearly 900 people of the Anoriv population. The Utik people were one of 21 indigenous groups that make up 1.3 million people in the nation of Anoriv. The Utik people had signed a treaty with the colonial Anoriv government fifty years before stating that they would be able to build on the land to whatever they wanted as long as it was respectable to Utik wishes.

The Utik people did not dispute this claim, however, they did not want a treatment plant on their traditional land because of the smell, and danger to their own drinking water. Never being consulted up such a water treatment plant enraged he younger generations of the Utik people.

Near the construction site, 70 men and women gathered. Construction workers began to appear and pushing and shoving began between the two sides. One construction worker, a young man threw a punch hiting a young Utik woman in the face and then he kicked her as she fell. The Uitk men began to push and more punches were thrown. Three Utik men grabbed one construction worker and struck him with a wooden 4by4 and began to kick him and stomp on him. Construction workers and Utik people continued to clash.

The battle quickly grew more violent as Utik menand women threw stones at the construction workers and they were forced to withdraw and the Utik people lit the construction site on fire and barricaded the road leading to the site and wtlands near the ocean that this site would be on. Now, nearly 100 people, men women and children were involved in this blockade as one police car appeared and three police officers got out.

Today, violence rocked a small remote area where Indigenous peoples of the Utik tribe clashed with construction workers. Early reports indicate that 13 construction workers were injured along with 6 indigenous people and 2 people are reported in critical condition from the clash.

Do you know why fighting broke out between the workers and the Utiks? And do you expect more violence soon?

The reports came through regularly on the newsprompts, various stories of strife across the globe to the War Department of the Dominion government. Some things of importance, as the recent upsurge of violence towards Kravania, to other, smaller things...such as this little "protest" by the Utiks. Some things were also worth the price of interfering in, such as this. After all, profit of any kind was still profit.

Department head Sion made several phone calls before looking at this brief. It concerned him little, but matters were matters...maybe the Dominion could send a small policing regiment over to handle matters, than exact some sort of tribute from the Anorivians.

"Send over Alpha Regiment of the third division. They could probaly use a little excitement such as this...putting down of people. And if the natives don't allow it, we may force it."

Anoriv National News (ANN):

A clash yesterday between construction workers and the Utik people one of Anoriv indigenous groups has resulting into 25 reported injuries, 16 construction workers and 9 Utik people. The injuries range from bruises to broken bones and the most serious is a young construction worker, Marty Dutanil, aged 22, who is in a coma from the clash that lasted up to an hour before the construction workers retreated. Since, the water treatment plant was burned to the ground and the road leading to the site has been blocked by several old vehicles and a large mound of earth. Since the incident about 20 police officers and a small detachment of Anoriv soldiers have arrived and set up their own barricade. A government official has stated that they would love to calm the situation by negotiating the land and water treatment plant however, the people who injuried Dutanil have to stand trial for such a crime.

The Utik people, are 900 people in a nation of 6 million. They are one of the 21 indigenous peoples of this country. The Utik people are fiercely independent of the central government, and when the U.N resolution with regards to Indigenous Rights became U.N law, they were happy because they were mostly safe from governmental control. There are four small Utik villages, and the water treatment plant is just 5 miles away from the smallest of the villages.

Support for the government and the Utik people vary, and government officials want to quaranteen this situations before it gets out of hand. "

Blockade Site:

The sun was going down for the second day of the standoff. Nearly 120 people resided on the other side of the barricade and 25 police officers and 14 soldiers were on their own barricade. They drank coffee and blew into their hands since it was an extremely cold day. However, two police officers noticed movement and called out.

A shot was fired and one of the police officers collapsed holding his cheek. A bullet had struck him in the face. The second police officer flew down behind their vehcile and pulled his handgun. Firing it three times, several guns opened up from the Utik side. Several more police officers ran to their cars and opened fire.

Bullets were exchanged between the two sides for 10 minutes before the sound of gunfire was silent and the cries of terrified children could be heard. Two police officers had been wounded in the exchange of gunfire. On the indigenous side, 2 gunmen had been struck by gunfire, one in the chest, and a young child had been shot in the arm.

The government met in an emergency meeting to discuss about the deterioting the situation that was going on with the Utik people. So far 30 people had been wounded in the violence, incuding three that were in critical condition, one aboriginal and two white people.

Interior Minister Dave Antin;

"Today this situation has escalated with arms being used between both sides. I know we have to accept our International obligations however we cannot allowed armed men and women to hold us hostage."

Defence Minister Mike Robertson;

"Wih a new troop deployment where 200 more soldiers deploy with 30 police and the 15 soldiers already there will make it up to 250 personnel stationed their to ensure that no more violence occurs. This is to protect the Utik people as well as non-Utik people and officials."

Environment Minister Judy Robertson;

"However, I feel and I have backing from the education and foreign affairs minister that the water treatment plant should be scrapped and another solution found in fair negotiations."

President Roger Martinez;

"A vote then. I see 6-2 in favour of a greater role for the military and police."

The third day of the standoff was ongoing and tensions continued to rise between the Utik and police. The 250 police and soldiers had been deployed and several checkpoints and blockades around the Utik blockade. Several ambulance paramedics worked on the seriously wounded Utik gunman.

A government negotiator arrived and a sitting place in no man's land was organized.

The government negotiator, Bufat Killatoo, a 27 year old Tuu ti indigenous person and he shook the hands with two Utik negotiators. Their names were Alizsama and Uni.

Uni spoke; "We want these white men barricades brought down."

Bufat shook his head and spoke, "We cannot have the barricades brought down until the Utik people who beat a construction worker are brought over for trial. We are willing to look into moving the treatment plant."

Uni spoke; "We need food and water for the women and children."

Bufat nodded and ordered that food be brought to the Utik people at the blockade.

The Anoriv government had a risk assessment team sent to the area and it was discovered that the area was lightly populated and thus the people of region would not have their water directly effected by the treatment plant as it is thus treated by the water treatment plant. Negotiators have arrived on the scene and we do not expect violence in this area of Utik territory unless it flares again.

"Okay food has been given to the Utik people."

Un spoke; "We are willing to negotiate the handing over of construction workers supplies as long as this area remains Utik."

Negotiations were progressing nicely between the Utik people andthe government of Anoriv. It had been a whole week since the first incident of violence had occured between the Utik people and the Anoriv people which had wounded 30 people in several incidents of violent. Luckily the three people who had been in critical condition had been downgraded to serious.

As nighttime began to go over the area. Gunfire erupted for the third time in a week. Bullets whized between the two sides as several gunmen engaged with about two dozen soldiers.

Two gunmen were wounded in the exchange of gunfire and one of the Utik gunmen in the group of 120 was detained by the government forces. With this violent incident, negotiations were called off for several days.

Government of Anoriv to International Community;

The government of Anoriv is asking for assistance in dealing with at least one of its indigenous problems before people are killed in either of the incidents. If a nation steps forward to the ANoriv government assistance to provide a negotiator, the government of Anoriv will be indebted.

Tensions continued to remain high on the blockade area near the now destroyed water treatment site. Nearby in a white community, 400 people were holding a protest stating that they wanted the government to go in and bust some heads because the situation was getting worse and with no water treatment plant these people were not going to get freshly accessible water any time soon.

At the Utik camp, armed men with bandannas strolled around with rifles looking at the government troops and policemen.

IC: The government negotiator met with the two Utik negotiators and a successful section of the argument were met between the two sides. The government promised that they would not build the water treatment plant on the Utik area after all and had found a seller about thirty miles away near the ocean and the Utik negotiators agreed to try to get other Utik men and women to stop doing attacks on Anoriv people, especially they ferry and train.
