Noting with alarm the growing numbers of wars in the more uncivilized regions of space, a number of wealthy benefactors, including Kiel Industrial Group, Beatty Aerospace Technologies, Breunner Financial Consortium, and Scütwerks, have decided to create a military assistance and foreign aid program to supplement the Imperial Government's own efforts.
As such, nations and organizations that find themselves in need of assistance in their conflicts, providing that these nations have shown a commitment toward the advancement of sentient rights, may apply for military and/or financial assistance from this organization.
The following criteria are used to judge an applicant's suitability for assistance:
1. Government style.
2. Civil rights rating.
3. Political freedoms.
4. Economic strength.
5. Current conflict status.
6. Defensive or aggressive conflict type.
Note: A failing grade in any or multiple of these categories does not automatically fail the applicant's petition.
If an applicant is found suitable, the Arsenal program will decide on the amount of military aid it is willing to provide. This may take the form of providing equipment for free, offering it at substantial discounts, or in financial loans. As the Arsenal program has a limited amount of assets, free equipment will be limited to what the Imperial Navy and Army discard as surplus. Additional equipment may be offered up for discount purchase by KIG and Scütwerks if they find a need for it.
