Terror Incognitia had recently been persuaded that having defence forces was once again worthwhile.
Having been for some time without a military, the ongoing instability without her blissful borders grew too much to bear, and the pro-military group got their way.

Now, however, as Philip Kemp, Consilar-General addressed the Consilium, a new question had arisen.
"So gentlemen, what we must consider is whether we wish to have a thermonuclear deterrent.
We have the technology, both nuclear and missile; we have long been capable of launching multiple satellites from one rocket, and nuclear power already forms part of our generating infrastructure.
The threat is there - many lunatic nations have nuclear weapons; nations that will never accept disarmament, and could very well use these horrific weapons.

Many consider that nuclear weapons of our own are the only way to protect ourselves; in a world of swords and no shields, our only hope is a sword of our own.
So I ask you, gentlemen, to think well. Ask your own conscience. Consider the interests of your constituents. Choose wisely."
The slim, athletic 50-year old sat down. The Speaker of the House then instructed the Consilars to separate into their two divisions lobbies.
The Consilar-General waited a decent pause before moving for the 'Aye' lobby.
"Tense, Phil?"
"Yes. I know you did a good job, Syed. I know you laid all the groundwork very well. And though I say it myself, I closed the Aye case quite well.
I'm still concerned that this will be a humiliating defeat for our new, more outwardly oriented policy."
"Well, don't be. Look how full this place is getting."

A few moments later...
"The Ayes have it, with 365 votes to 233."

"Tell the Defence Staff. Their plans are given the go-ahead, and they are to begin liaising with the energy companies and putting out a tender for a suitable launch vehicle."
"Yes, yes of course."
"Once we have these weapons, no-one will ever believe we don't again, you know?"
"Yes, I know. But we're no rogue state; they'll have no need to fear them unless they intend to attack us, in which case they SHOULD fear us."
"Very true. Well, a good day's work, that."
