During the year 2010 the anti-piracy police brigade began a program of genetic selection and cloning for superior police dogs. They chose the dogs with the best records and temperaments to be cloned and modified to be superior animals to better catch criminals, and stop illegal arms and drugs shipments. In essence they cloned and selected a bigger, better termpered, more sensitive and stronger police dog. The program was a success creating a better dog.
This changed during the year of around 2025, the Vodais Plague struck, a killer alien viral zombie plague. During the last stages of the plague, the police dogs were modified to help hunt down and kill the remaining Vodais Plague zombies. They were made bigger, smarter, more sensitive, with stronger, bones and teeth and immune system. They were part of the "Hunter Killer Teams" that wiped out the remaining zombies that could not be "cured."
There was a brief hiatus where it was found that some of the "Plague Dogs" had developed near human intelligence and resented being treated as slaves. Animal and Human Rights groups began a series of protests and lawsuits on behalf of the dogs called the "Sentient Rights Trials." As part of the trials some of the "plague dogs" demanded the right to "control genetic destiny." This was not what was originally intended by the Animal Rights groups, but they went ahead anyways.
Through illegal cloning the first true "Moreau Dogs" were born from the "Plague Dogs." As animals with rights the "Plague Dogs" demanded the right to live and not be killed. Many claimed that they could serve the interests of the Commonalitarianism by continuing their existence as soldiers and police units under the supervision of the army. The first units of of Moreau dogs were created.
The common nickname of the Moreau Dog is a "Scooby" or "Lassie." These are not nice furry animals. They are purposefully engineered animals.
