ICCD is interested in a number of items of interest, any of these that you would agree to just note as such.

-Recognization Statement of Peace and Mutual Well being (Recognition of Sovreignty, peaceful coexistance and open channels of communication

- establishment of said channels and contact exchange

- open trade agreement (a statement that demostrates that trade will not be limited by any special, specific measures to prohibit trade in any special way that is not done as a standard trade measure.)

-prefered import agreement (imports from both nations will not be limited in any way, except as a safety/secuity measure)

- a student exchange program, with up to 100 students from each on 6 month to one year exchanges ages 15-18

- an opening of 100 scholarships for your students to study free in an ICCD state college, permitting they meat the entrance requirements (ages 19-32)

-a visitors visa program (our reisdents may use their passports as a visa for up to 30 days, provide that you have passports and they have biometrics data and a protected magnetic data strip)

- a work exchange visa that can be arranged via the respective embassies, expedited and handled with priority status respectively for both our citizens.

- preliminary bilateral mutual defence arangements - that would lead to a military alliance of some sort after it was arranged.

- an embassy exchange (or just one side of the exchange)

A few things to note:
-We will also begin to offer a number of scholarships for students from your nation to study in Ossyrian universities.

-Regarding the mutual defense intiative, we feel it would be unnecessary as we are both members of the Grand Imperial Alliance, which contains a mutual defense clause (OOC:I believe) in it's charter.

-An embassy exchange is, of course, welcome. Land will be set aside in our capital of Urushalim for construction of your embassy. Our Foreign Ministry has assigned veteran Ambassador Dodas Pal-Beruhnt.

-While we admire your great and prosperous nation, we must decline the offer of becoming a province of your empire.

Bartonstein: OOC: I believe so, I may have neglected to update the first page since I usually add any nations I exchange embassies with on my NSwiki page.

It is wonderful to hear that you are willing to reciprocate a number of scholarships for those Dians who wish to gain international schooling. I am sure there will be many aspiring students seeking to attain a degree in your fine educational system.

Yes, we are quite capable of mutual assistance via the Grand Imperial Alliance mechanisms, however if there are ever any items that we would like to personally bring up as bilateral arrangements, such as force exchanges or joint operations outside of the alliance, or forbid either of us leave or are expelled from the alliance, perhaps a dreary thought, it leaves us capable of putting in place a mechanism bilaterially, and perhaps even a stronger measure such as strategic positioning. Although I do beleive you are correct that the GIA mechanisms should be sufficient to protect our interests against any hostile threat, or domestic disturbance.

We thank you for the building site and will set out to develope a suitable construction plan for the climate and other factors. Just tell us what your needs may be for an embassy here and we will attempt to accomodate your request. One of the most beautiful localities is the Lake at Lacus Prae, however you can position your embassy anywhere within the empire so you choose to establish. Any reasonble land request should likely be met as long as it doesn't disturb the local populace, or is not in current use. Even if it is in current use, depending on the use it can be converted. As relations with our allies have a special precidence in some respects over some day to day activities.

As we thought, you may decline, we've sent a map of what the Empire would have looked like if you had accepted. It is autographed by the Emperor, and Jalpus Androsa. The offer is still out there if you ever change your mind.

The staff for the Embassy is not chosen yet, once we figure out the space available we can establish reasonable operations. Junior staff will likely be sent in the next month or so to start the project. Within a couple years we hope to have decided on a more permenent staffing arraignement.

In exchange, we also offer you the opportunity to construct an embassy in Vetalia City. Guidelines are as follows:

1. Maximum of 200 personnel, 160 in the main embassy and 40 in consulates.

2. The embassy cannot exceed 1 square kilometer in area or 8 stories in height.

3. All personnel must produce proof of vaccination against yellow fever and malaria due to the humid climate of the south where Vetalia City is located. These diseases are no longer deadly or incapacitating, but would make your stay as pleasant as possible.

Any economic cooperation and strategic coordination can be discussed upon acceptance.
