The new state in Koryan was burgeoning, and their calls to establish formal diplomatic relations with the Grand Duchy could not be in hindsight, regardless of the sort of secretive operations that this state sponsored. There was much to be gained by discussions, and hopefully, its conclusion would lead to a favorable resolution for both parties involved. It is in this way that change operates.
As such, the Grand Duchy has established a conference center in the Centre des Etats Internationaux [CEI], to allow Koryan and Lazare delegates to cooperate in establishing relations. In due time, we will find a proper course to follow and thence seize it.
Four men arrive at the conference representing the republic. Lavish gifts are given to the hosts and small talk is made before finally the discussions can begin.
Karam, representing the Arabian Provinces, speaks first. "It is an honor to speak with you, gentlemen. We hope you enjoy our blessings and accept us with equal enthusiasm. The republic in which I represent may be divided by seas but we are united through our love of freedom and desire for peace."
Ranjit of the Indian Provinces picks up from there. He speaks briefly with his translator before beginning. "The focus of our Foreign Relations Department is to become acquainted with other nations that share similiar views and hopefully establish cooperation between our countries. The eastern region of Koryan is in very close proximity to your own territory on the subcontinent and thus we are destined to experience similiar problems and look for the same solutions. But why look seperately? If we cooperate, we can solve problems quicker, prevent future ones from happening, and bring prosperity to both of our nations. Cooperation is the key to success, whether running a team, business or nation."
The fourth man finally speaks. "I am Yasir bin Abdul, the Chief Financial Officer of the NKPC* and one of the wealthiest men in the young nation. As your men have probably already informed you, our nation is not lacking in the resources to build a major economic power but rather the security. Oil, Technology, Mining, Agriculture, Manufacturing... our nation could survive a collapse in any market. But war would be devastating. No doubt we would recieve aid from the rest of the world, but our economy would be shattered and our patriotism shaken to the core. Although we are working on removing this weakness, it is currently a very real worry for not only our government but our business leaders, workers, soldiers, scientists, and everyday citizen. Our nation arose from the ashes of two collapsed empires and the people do not wish to see the fire again. Help us today, representitives of Saint Lazare, and tommorrow you will have a powerful ally."

The Minister of Foreign Affairs looked at the men with all smiles. "It is only too reassuring to see a new state seeking to establish itself in the international community. We can remember not too long back our own declaration of independence from the troubled House of Huahin, which soon collapsed after our arrival to the international stage. We can claim ascendancy from Huahin, but our Grand Duke has a lineage dating to the Grimaldi line of Monaco, so it would be so fitting with the history of our people.
"In any case, we are welcoming the establishment of diplomatic relations with your government, seeing as we do share some of the peculiar nuisances of running states abroad and near home. We might have an interest interest in developing stronger trade relations as well, seeing as we have a vested interest in securing a strong economy in the world, and modeling the state that seeks a good trade than a good war.
"We hope that the states of Koryan agree with us. With the cooperation between our two states, we can tackle some regional problems in India, notably among these the rogue state of Varsola. We have tried to resolve the problems of Varsola through diplomacy, but after ignoring our calls, they have resorted to violence against our Indian population, and it is likely that the Grand Duchy will declare war against the Varsolan state, if this hostility persists - in support of our Viceroyalty. But regardless, let us first tackle the problem of establishing formal diplomatic relations. We have embassies on the International Island open for use, and it is only up to your government to decide where to establish your embassy."

Karam replies, "I think your idea of an "international island" is brilliant. As for Koryan's embassy, building # 31 seems nice but we will be willing to settle for another location should you desire it. You may also construct an embassy in Doha should your nation wish to. Although we do not have a map to provide you, I assure you that Saint Lazare, being the first nation to build a formal embassy in Koryan, will have no difficulty finding a location." ;)
On a less... 'official' note, Ranjit assures Saint Lazare that Koryan is supportive of dismantling Varsola. "The public is growing tired of war but should you need assistance, I'm sure they wouldn't care about the Koryan Air Force "removing" Varsolan installations to speed up the conflict's end."

Monsieur Chamoun nodded as he returned from settling the embassy reservations: "The arrangements have been set. I apologize for having made such a long sojourn to resolve that matter. I presume that the Koryan delegation made a worthwhile visit to the Bank in my absence? Ah, good."
They sat at the table again, and discusses other matters in detail.
"Well, we would be more than glad to establish our embassy at Doha, as its location is rather central and easily accessible to the principal areas requiring government attention. We have little need to involve Koryan in this conflict, seeing as we would rather have your forces wholly committed to maintaining the peace in your country. If the situation does begin to rage out of control, we will certainly come to you with contingency plans, but at the moment, our Defense Ministry suggests that the operations are proceeding calmly.
"On that note, let us discuss about how we better arrange our mutual defense interests, particularly in India, seeing as the Grand Duchy will be looking to stabilize the region very soon."
bin Abdul starts to respond but is interupted as one of his men come and tap him on the shoulder. After a very quiet conversation between the two, Yasir stands to leave. "I sincerely apologize but I am needed back in Kuwait. I express my deepest gratitude for hosting me. May we speak again." With that, the businessman quickly leaves. Confusion fills the table for a moment before a Koryan delegate decide to break the silence.
"Please excuse our partner. He is quite busy and I'm sure he would have stayed had something major not come up." After taking a drink, Ranjit continues. "Back to the subject, India has seen a lot of death lately with nations collapsing and the recent Varsolan War. Should this continue, the region could face long-term civil and economic consequences which no one wants to see. In addition, the instability could become a breeding ground for terrorist organizations which would cause... unprofitable situations to say the least. Perhaps an Indian joint-defense pact could be arranged, which keep atleast Central and Southern India stable and peaceful."

"Monsieur Chamoun nodded in agreement. "We can accept the joint defense of India. After all, national defense ca only go so far before it becomes international."
Ranjit smiled in approval. “If that is the case, then perhaps we can discuss economics. I think it would be very beneficial if a Free Trade Agreement was added to the treaty. Because such an agreement can be timed in nature, either of our nations can choose not to extend the agreement’s lifespan if it proves to be detrimental to either of our nations.”

"A Free Trade Agreement would be in our interests - it's convenient that we should think alike. But let us imagine what else we can discuss. As far as I am concerned, the Grand Duke would be more than happy to accept the terms of our treaty as they stand currently."
M. Chamoun stopped to invite his guests to some tea.
The Koryan representatives accept the offer of tea before continuing.
“Indeed, I believe we have accomplished enough for in single day’s work. I hope the Republic and the Grand Duchy will have great and prosperous relations for a long time to come.”

[ooc: is this an end or a continuation at a later time sort of thing?]
OOC: Is there anything else you wish to discuss? We could write out the agreement if to clarify any technicalities or limits. With an FTA and limited defense pact, I don't think there's much more we can realistically accomplish in a single conference.
