Message from the office of the president(Grand moff), and of the Federal republic senate

It is with great pleasure that our country and our leaders have come to a conclusion that the milky way and indeed the universe requires a certain organization to facilitate freed, safe and quick trade around its members and other powers, with this in mind a charter for The Outer Spiral Trade Consortium, has been proposed and will be sent to as many active nations as possible. It is with great pleasure that we invite these nations to trade with out massive restrictions against one another, with each other no matter the culture ethnicity or government type. This charter is as follows


Outer Spiral Trade Consortium charter

Directorate one:
Any nation that has an interest in joining the consortium will not be turned away or have biased against, as this is a free and open trade union, al, members are granted the same rights and privileges, all members and new applicants shall be accepted only by a council of senior Consortium members. The first five members to join the Consortium are to make up the Consortium’s senior council and are to remain in that position until proper elections are called.

Directorate Two:
Consortium members and contractors shall help build maintain and secure all trade, and way stations operated by the consortium and its states, to provide a necessary environment for safe trade, all consortium vessels and stations are considered neutral in times of conflict against any consortium member nation. No joint consortium vessel is to be used for any conflict, battle, or subversion attempt by any member state, nor shall Consortium ships be used for criminal intent such as piracy or looting.

Directorate three:
No consortium member state in any way shape or form must attempt to subvert other member state economies, nor harm or use Consortium assets in any attempt or fashion to do so. Any aid or medical missions undertaken by the Consortium as a whole must pass through the Consortium council. The Outer Spiral Trade consortium shall remain in a state of common market and shall not tax any internal trade between its members, any external trade matters and taxes are dealt with by individual nations, unless nation s specifically request to trade through the Consortium there by a trade board shall be imposed to review the matter.


Directorate four:
The Outer Spiral Trade Consortium Dose not require any nation states to assist each other in conflict, or time of war, but we do require some assistance for those struck by disaster or natural emergencies, and we must aid civilians in time of war or depression, the Trade The Outer Spiral Trade Consortium is an alliance meant to facilitate free trade, economic growth and investment, and shall do so by investing in its member countries resources and money. Ideas and Technological improvement and distribution, technological exchange is depended on individual purgative, joint consortium contracts shall be composed and sent to the consortium council for review and a group of willing countries shall be selected, these willing nations shall get a 25% - 50% of the contract value. With consortium taxes depending on amount tendered to the organization.

Otagia and Pale Rider Arms will glady join this organization. QUETZAL will sign the charter.

The New Realm, although in poor economic shape, and in the process of rebuilding itself into a safe nation, will sign this treaty, as approved by the First Magnate.

First on the agenda to vote:
Building a network of high speed hyperspace jump gates through current and new member states, The Federal Union would like to call it to a vote; it would be beneficial to us as members to have these gates available, we could charge external states to use them while keeping them free of charge for convoys traveling to and fro between member states. In order to spur participation the Federal Union suggest it should be split between member states, Federal commercial and industrial assets can be put in motion to be utilized with other member state contribution if this motion is passed, and if others agree to such terms, profits shall be split equally amongst members once the system is operational. Construction of gates with in member states territory would be optional and a choice for them to make, if they wish not to have a gate in place so be it the Consortium will not force it upon them.

The Abh Empire will join this organization however it wishes to obstain from having any high speed jump gates built within the borders of its territory.

Zethathrin Industries is willing to design the system of gates proposed, if members could chose the first line between which major systems, initial investigations suggest that construction could take up to ten years for the first link, though this will get progressively shorter.

Lord (Grand Moff) Baker has decided to send a representitive to join in the endevour.

After considering the possible discomfort our position may cause, the Abh Empire will allow a jump gate to be built on the fringes of our territory under the condition that it will be fortified by Star Forces and the cargo ships will be directed to their appropriate traffic lanes.

First on the agenda to vote:
Building a network of high speed hyperspace jump gates through current and new member states,

As we already intend to construct such a network of gates between our worlds, we vote 'aye', on this movement. However, we are currently without the materials, or the industrial capability, to build such gates. As such, our assent is merely ceremonial, we feel.

We could of course vote on an aid package that Consortium members could help with, be it resources or finances, because we would like to take care of our own nations as said in the charter.

The Sphere and it's Confederacy Alliances will consider the merits of this Consortium, once our final campaign against the Dark Eternals comes to a satisfactory close. As all our resources are pinned down to Operation Paladin, it would be folly to allow base negotiations, until we can deliver on our end of promises properly.

We do not have a disdain for Gates built in our territories, as our new allies will need all the trade they can get anyway. But security for all nations involved here is needed to prevent DE interference at present.

We however applaud the intent of this endeavor. We will keep watch until our time is right.

The next thing to consider and vote upon is a consortium headquarters, while the Union it self has proposed to found this alliance it would not be appropriate for it to automatically assume it is the headquarters, though it is the temporary location for it, at this point any of the current nations or a neutral spot may be considered we would enjoy for this organization to remain proactive, before making any permanent proposals or voting, we would like input of other member states in regards to whom or what planet should house the headquarters.

It seems fitting since this is the Union's baby that they should hold the head quarters. However if choice is what is desired, then we can provide a location for the Consortium Headquarters.

Now would be an appropriate time to consider this proposal, now that our operations are conducted, and the end needs this very consortium offers is of great consequence to us now.

We formally ask for assistance of this Consortium in aid of bringing expanded humanitarium aid for at least one mutual calander year, to the newly liberated territories in several Superclusters, not only our own two recent additions, but for several others, and the countless worlds and civilizations that need aid to literally get much of a Universe back on it's collective feet.

Everything, though constructive negotiations and a proper agreement thereafter, is needed by the commandment of his Excellency to avert large scale famines on many worlds. As many as can be attained at least by efficient and reasonable standards.

If in at least this all can still be attained. We await to see what comes of this.
