Mavil shook his head solemnly at Sir Arthur, "Well we are in a pickle aren’t we?" Mavil said rather melodramatically. "They won't go to work, obey our laws and they certainly won't pay their taxes, not this month at least. And what's worst, is that they refuse to rebel in the time honoured fashion."

"It seems their making a jolly good show of it to me."

"That's besides the point Arthur, they're supposed to be blood thirsty savages in need of civilisation. These peaceful protests shall never do, they could even spread to other parts of the empire."

"Oh I doubt that old boy, the BBC won't be covering it?"

"How so?"

"Well." Arthur stirred his cup of tea. "The licence fee is coming up for review sooner than anticipated by the board of directors, and for some reason they believe that it may not be increased like they will doubtlessly request."

"Arthur, did you put pressure on the BBC?"

"Certainly not old boy, that would be illegal. But, like the dutiful civil servant I am, I found some time in my schedule to begin the licence fee review sooner than expected."

"I'm sure they protested."

"Not at all." Arthur exclaimed happily. "In fact the good fellows at television centre were thrilled to throw on some reports that are conducive to national morale. They seem to think that a licence fee increase is almost inevitable."

"And is it?" Mavil asked curiously.

"Oh I wouldn't know, we still have to do the review old chap."

"Surely you know which way the scales are tipped?"

"Sir Mavil Whetherly. Are you implying that I am bias in my humble servitude to His Majesty?"

"Not at all, I just believed that such an informed person as yourself would be aware of events such as this in Whitehall."

"Well if I knew, and I'm not saying I did." Arthur took a small sip of tea. "Then it would be my duty to inform me about myself at once. Such bias in the service is inconceivable, especially in our privileged positions. You must understand, that even if I knew and I'm not saying I do, I would have to keep the information secret from oneself lest I move to bring in disciplinary measures."

"So mums the word Arthur?"
Arthur nodded his head.

“But still, what are we going to do about this rebellion, we can hardly let the military ignore it?”

“Certainly not, I suppose we’re going to have to burn all of their farmland this year. Napalm can be rather influential in regard to public order.”

“We would have to convince the King of course.”

“Of course Mavil, and as usual.”

“It’s up to me.” He finished the sentence.

We have an Apartheid system here in Ventersdorp, we can send in some Afrikaner Commandos who'll show the Indians to pay their bloody taxes if you'd like.
