The High Council of Eternal Wisdom, the government of the Humanist State of Kravania, was in session with a telescreen conference with Father, the man who ruled supreme over Kravania and who held absolute power over all life and who was in the eyes of his people, a God.
The session was held to mark the completetion of the latest project of the Great Humanist Revolution, this project was the crowning achievement of Father's great plan to build an everlasting utopia, a utopia in a sea of corrupt and savage nations, an island of bliss.
The project, now completed has given birth to an upgrade of the emotion killing drug, Xeroxium, with a new drug being made, Xeroxium II.
Like Xeroxium, Xeroxium II killed ALL forms of human emotion, be it happiness or sadness, anger or hate, love or joy, depression or euphoria, hope or despair, zealousness or apathy. Yet unlike the older version, Xeroxium II had the ability to cause the brain to work in a different way, so that the nuero-energy that took place when the brain thinks, would become moreso apparant. The average human brain only ever works to a 20-25% capacity of it's full use. Xeroxium II gave the brain the ability to use up to a 40% capacity level of use.
The reason for this was that Father had devised a new system of social control, the most effective way yet of monitoring Thought Criminals and Emocriminals. This was the development of thought scanners.
Thought scanners were like CCTV cameras, like CCTVs, they would be placed in every public area in the cities of Kravania, from public squares and streets, to the corners of buildings, schools, offices, factories, hospitals and accomodation units. In other words, no place that a Kravanian was allowed to go was going to be out of the range of a thought scanner.
Unlike CCTVs, thought scanners did not just record images of the streets, they recorded images of the human brain. As a person would walk pass a thought scanner, the inbuilt motion detectors would cause the thought scanner to lock on to the person and the scanner would go over the persons head and develop an image of the brain.
The developed image would then, via electronic mail, be sent to the Kravanian State Police Force (KSPF) and a vast array of KSPF personnel would be at work and analysing these images.
This is where the thought scanners and Xeroxium II fall into place.
Xeroxium II, by causing the brain to increase the amount of electro-energy used when thinking, would allow for the thought scanners to record the thoughts of Kravanians with ease and so the KSPF would be able to root out those Kravanians guilty of Sex Crimes, Emocrimes and Thought Crimes.
This was the ultimate means of social control, for Father, in his plan to build a utopia, had instead succeded in building the worlds most oppressive totalitarian society.
