Carlos Hernandez knew that the new government was losing momentum. For the moment, they still had the hearts and the minds of the people, but as nothing much had changed, that was lagging. Soon, in order to maintain power, regression to the days of secret police and knocks at the door in the night would be necessary.

"For too long, the ignorant Americans have carried out their pig-dog attrocities on the doorstep of our great, free land!" Shouted Carlos Hernandez, the current president of Cuba. "No more shall we allow it! I am serving notice to the Capitalists! From now on, they can open their secret little prison in Guantanamo Bay to Cuban inspectors, to prevent human rights violations, or they can build a new prison, on their own land!"

The crowd cheered, as the news cameras rolled. If there were any intelligence officers worth their pay watching the Cuba, this would get back to the Americans soon enough.

President Hernandez hadn't been too keen about keeping tight his proclomation against American intentions of Guantanamo. American eyes and ears were everywhere...and this had been easy to see.
CIA director John Steinberg tromped into the HQ of his Agency late in the morning, still waking up on his third cup of coffee.

"What's the scoop on what CNN is blaring all over their liberal bastion?" Steinberg blurted. A hardliner Republican, Steinberg preferred to get to the point and shoot.
"Cuba seems to be taking matters into their own hands," one of his deputies answered calmly, "they demand we allow in inspectors into Guantanamo Bay to view our 'atrocities'."
"Atrocities my ass," responded Steinberg, "but we don't want to start another war here when enough are already going on. Has the president been notified?"
"Yes sir, about an hour ago. He's locked in the Middle Eastern situation, and has deffered the decision to you. He's not against deploying Mayport and Miami ops to hold Cuba."
"Nah, if the Arabs do explode, we don't want three wars at once, seeing how China's a lock," Steinberg mused more calmly. "We will allow Cuban inspectors into Guantanamo, on the condition that they are allowed just that-to inspect, nothing more. In addition, our security forces will escort them. Anything fishy, and we'll have ballistic missles from Mayport on Havana."
"Sounds good sir, we'll send out notification to the Cuban government at once."

In the events to avoid further global conflict that has been escalating far too much in the world, we in America have decided it prudent to allow Cuban inspectors to view the ins-and-outs of Guantanamo on what is legally Cuban territory. However, do keep in mind that our grounds will use our security forces to keep the peace at Guantanamo, and we shall decide what shall fare.

OOC: I have no reason to track them, the USA's protected by the 1st Amendment. Be VERY surprised though, if you find converts in the *stifles laugh* Heartland.
Having plenty of experience in the Bible Belt, there's a lot of anti-Islamic sentiment that'd probaly be up.
