'Another boring meeting with the cabinet,' the Admiral thought as he walked into the Cabinet Confrence Room. He was mistaken, however. Dan Maenner, head of Military Sciences, and Kevin Murphy, head of Civilian Sciences, both got up at the same time.

Murphy started off the presentation. On the wall sized television screen in the room a large map of the Hills appeared. "Sir," He began, "We have discovered large, pure, deposits of an element known as Thorium in the following locations." As he said this several red zones appeared on the map. "They are deep enough that they pose no radio active threat to us, but they are able to be mined for my collegue's purposes."

With that he sat down and Maenner began to talk, "Good morning sir. These deposits of Thorium can be altered into an element known as Francium. This will require the use of a large portion of The Citidel. It will also require that we have the use of numerous machines there so that the nuclear reactions that will occur during the Thorium's bombarment of protons can be kept from doing any harm."

He paused for the Admiral's permission. "Go on," was all he received.

"We plan to use the newly made Francuim in a new class of bomb. Francium is an Alkali Metal. All Alkali Metals react violently with water. What we plan to do is create a smart bomb that will force a fair ammount of water onto an undecided amount of Francium so that an explosion will occur. It is quite possible that a Francium bomb, or Trench Carver as it is code named, could take out a good portion of, if not all of a city the size of Dublin."*

"How dangerous is Francium to manage?" The Admiral inquired.

"Well seeing as it is radioactive, fairly so. However, the fact that it is radioactive could work to our advantage. It is quite possible that the explosion caused by the water meeting the Francuim would send the readioactive particly all over the target causing even more damage."

The Admiral thought it over. Dirty bombs were not to be taken lightly. The Iternational community would have a fit if they found out. But than again, what did he care about the International comunity?

"Go ahead with the Trench Carver," The Admiral ordered.
