SIC: "Very well. You men, along with the new Secret Police, will be the unseen arm of the Teraqi law. You have the authorization to do anything, so long as it does not directly conflict with Teraqi interests. You will be outside of the law. Officially, you do not exist. You have no protection under Teraqi law. If you are killed while carrying out your duties, we will not avenge you. But you will be supplied with weaponry. Go now, and carry out your duties, with my secret blessing."

IC: Protection rackets, designed to milk more money from the citizens without officially raising taxes. Making politically touchy citizens disappear. Selling hard drugs officially banned from by the government. These were just a few of the activities practiced by the Teraqi Mafia.

The Lroonian drug dealers had set up shop years ago, in the Poor Quarter. Not to be confused with the 'Work Ghetto', the Poor Quarter was where the low wage physical laborers, the factory workers, and the lowest levels of public servants lived. Nevertheless, as little as it may be, they did recieve money, which was enough to target them for drug sales.

The Lroonians were now fairly firmly entrenched, which was seen to pose a significant threat to Mafia activities. So they were to be cleaned out, block by block if necessary.

However, first, a strike on the main base of operations. The large van drove up. Immediately, several Lroonians approached. A window rolled down, and a machine gun emerged from it. One Lroonian died as the others pulled their weapons. However, the van was armored, and the bullets did little more than scratch it, as the man in the window cut down several more Lroonians. Then, the gun went back in the window, as more Lroonians raced towards the van. A rocket launcher emerged from the window. As soon as the rocket was fired, the van roared off.

The two men approached the young woman in a back alleyway. She turned, saw them, and started to turn to run, when the third man caught her. He calmly shoved her up against a wall, while the other two men, both carrying pistols, took up postions on either side of the alleyway.

"Come on, then," said the man holding the woman. "We just want to get a little friendly."

The woman continued to struggle, until the man pulled a wicked looking knife. "Shut up," he said. The woman clamped her mouth shut, and the man grinned. "There. That wasn't so difficult, was it. For what it's worth, we aren't even going to hurt you, much. We just wanted you to give your old man a warning. He should stop being so stubborn. But you know, you scratched me there," he showed her the gouge on his arm. "So, I figure some kind of compensation is due."

He shoved her up against the wall again, and put his hand over her mouth. He slapped her twice, and then started groping her. Next, he called one of the other men over. Between the two of them, they forcibly pulled the woman's dress off, leaving her in her underwear. The man with the knife slapped her again, and then turned her around, and shoved her towards the mouth of the alley.

The man counted the money and grinned. Things were looking up, between the drug dealing and the protection rackets, money was rolling in. Most went on to the Teraqi goverment, but a fair amount stayed with the Mafia.
