It was once again, a dark stormy night. The soft sound of rain could be heard through out the Malkir Council's chambers as it splattered insistently upon the windowpanes, accompanied by the occasional flash of light and consequent boom of thunder. Jorrus had returned from a stalled battle, he was teaching the experienced students how to alter the wind and cast lightning appropriatly.

Councilor Melisha sat in darkness at the Council's chamber's, awaiting the arrival of her counterparts. Though this is to be a meeting of friends, the gravity of their purpose created an atmosphere of darkness as tangible as the cloud covered, moonless night outside. The students appear to be enjoying themselves. The young ones will wake up tomorrow with looks of fright on their faces. Melisha looked out the window again, watching as the clouds rushed into eachother forming large thunder clouds at a much quicker pace than what would usually be should it be a natural thunder storm.

The lights dimmed at her request to complement the mood, they flickered slightly in response to the surges of power caused by the force's fury, and she placed the coffee cup, once fulll and now slowly growing as empty to rivle her spirits. Things have been dark for the Alliance and even though this was a meeting of light and new hope, it will be quite a while before they can help fix things up for their Xanthal allies.

Her eyes drifted upward to the statues of the fallen Malkir Masters and Councilor's of old hunched along the walls of the Council's chambers, its empty grey eyes eternally watching over this room. They remind her of the older chambers where the Malkir headquarters were on Huntaria, before they were unjustly ripped away from her by the Kirtir and thier allies nearly 4000 years ago. She was younger back then, but the memory of the statues colapsing onto the ground was still burnt within her mind. The same, empty grey stairing eyes that look at her now. Still burried deep in her dreams, haunting her forever. She pulled her gaze away from the statues and closed her eyes and began to meditate while she waited. The good Councilor would need it, that's for sure for the times which are to come between her and her expected guests.

The sound of approaching footsteps is followed closely by the soft click and creaking of the door as it is opened. From the hallway enters a tall person, body cloaked in a rain poncho and face hidden in shadow beneath the hood. A bow of thanks is offered to the guide as the door is closed again, and Melisha is left alone with the newcomer.

"Councilor," comes the obligatory greeting in a calm, deep feminine voice as the poncho is lifted off from the inside. The xanthalian woman frees herself from its confines and hangs it on the closest chair, where it drips steadily on the floor. Her skin is a deep, almost charcoal black, slick with moisture. Her eyes peer around the room intensely, their color hidden in the dim light. She wears the standard uniform for an official representative of the Socialist Republic, the grey jumpsuit blending seductively with her skin while the gold trim and buckle stand out in faintly-glimmering glory as if to call attention to the importance they signify.

"Xanthal is honored by your invitation to this place. I am Mae Ashia, representing the Triumvirate of the Socialist Republic of Xanthal." The ambassador draws herself up to her full height of 194 centimeters and bows respectfully, her long dark hair secured in a bun atop her head.

"Greetings Representative Ashia. I welcome you to our humble home. Please take a seat. Any one will do. The Councilor's are mainly away right now," Melisha greeted Ashia and sat back down. "Now, onto business. We unfortunatly missed out on helping you defend your territory in this war. We wanted to try and help out in something. We believe that in attempting to help you rebuild which was destroyed will help us test to see if we can rebuild what was taken away from us.

We have experts in healing planets, this one was originaly a wounded grave yard. We've been here for nearly 4000 years, and we have had many experiments on bringing his planet back to life. Able to serve civilization. We feel we are ready to branch out, and begin to help others whom are seriously wounded by devestating wars."

Ashia sits as instructed, choosing a seat next to the one on which she has hung her coat. "In that regard, your abilities can be used on a project completely unrelated to the war. Since you bring it up, are you familiar with the planet of Soviet, in the Trasnia System?"

Melisha shrugs, "I'll have to be honest, the Alliance hasn't been much of a friend to outsiders in recent years, so no. We've been quite secritive and strict about who comes into our systems and who leaves. We needed to keep our doors closed to outsiders for the longest period of time due to security issues against our main enemy, the Huntarian Emire." At the part where Melisha stated their mortal enemies, she almost spat out their names in hate, "Now since we've made our attacks on thier outer systems, we've almost secured our guarintee where they will not be in a hurry to come back for them. We feel now is the time to open ourselfs up to others. Even if we share a few differences, but the common goal is the same."

I hope that our meeting will lay the foundation for a long and positive relationship between our states and peoples. Soviet is the fifth planet out from the Trasnia star. The sixth planet, Freeland, has been inhabited for five centuries, and now supports a population approaching three billion. To prevent overpopulation, the Xanthalian government has considered moving a portion of Freeland's population to Soviet. However, Soviet is not yet suitable for habitation. Its surface temperature must be lowered by several degrees and its atmosphere supplemented, water index increased, and flora and fauna introduced. The enormity of the task coupled with Xanthal's limited technological ability prevents us from undertaking the task ourselves, and the last time a contract was offered internationally, no bids were recieved. I can provide you with more detailed information if you believe your people may be willing and able to help."

Melisha listened to the list very carefuly, considering all of the situations with the Xanthalian government wanted to get done. "These are a bunch of interesting issues. We have atmospheic processor technology which can help lower your temperature issue. However, we've never managed to impliment the technology. I think that Soviet would be the perfect canidate. However... We know a few good powers which have lowered planetary temperatures. We have them stored in our Holocron records in the Temple's Library. Water index increase is no big problem. We have the experts in the Temple as well as myself. We have experts in flora and fauna throughout our instalation. Any further detailed information would be greatly appreciated."

"I will approximate the relevant specifications using standard measurements for humans." She pauses a moment, then prompts her host with just a touch of arrogance: "You may wish to make a record." With Melisha ready to write, Mae proceeds. "Soviet revolves around the Trasnia star every three hundred sixty-seven days at an average distance of one hundred forty-nine million, six hundred thirty-five thousand kilometers. The planet is a spheroid, with an average diameter of ten thousand, four hundred fifty-two kilometers, its mass exerting a gravitational force equivalent to zero point seven two gees. It rotates on an axis of five degrees off perpendicular with the ecliptic, completing one rotation every twenty-one point three hours.

"Soviet's mean temperature is three hundred four degrees kelvin. Average atmospheric pressure at the surface is zero point three six bars; composition sixty-eight percent nitrogen, fifteen percent carbon dioxide, thirteen percent oxygen, and trace elements. A value varying between fifteen and seventeen percent of the planet's surface is covered with a total of two-hundred seventeen exaliters of water, over ninety-nine percent of which has a high salt concentration.

"Soviet is orbited by one ring of small debris at a distance of fifteen thousand kilometers. It is also orbited by two moons; one exerting zero point zero seven gees at twenty-six thousand kilometers and one exerting zero point zero two gees at one hundred thousand kilometers."

The Xanthalian representative crosses her arms with a satisfied expression; or is it smugness? She closes her eyes and continues reciting from memory. "The official request issued by the Xanthalian government defined necessary changes to make the planet suitable for general habitation. I will inform you of the parameters. Mean temperature should drop to between two hundred seventy-eight and two hundred ninety-nine degrees kelvin. Atmospheric density should be increased to between zero point nine five and one point zero five bars. No less than five exaliters of drinkable water should be available, with surface area covered by water not to exceed seventy percent. Atmospheric composition should be altered to be breathable, seventy to eighty percent nitrogen and twenty to twenty-five percent oxygen. The planet should be equipped with a biosphere that is capable of sustaining conditions within those parameters assuming an eventual population of five billion humanoids."

Mae opens her eyes, expression sharp as ever. She waits for Melisha to meet her gaze, then smiles pleasantly. "Will that information be sufficient to assess your ability to assist?"

Melisha had to use her experience in hiding her emitions from her reaction of the list. It was a little bit too... Scientific for her. Kelvins? Who uses Kelvins!? was one of the various thoughts racing through her mind. She knows the Alliance can easily do what the Xanthalian is asking for.

"I think that information shall be sufficient for now. I know we can accomplish what you're asking for."

"If the Alliance can perform that service for the Republic, Xanthalian population problems will be substantially mitigated for at least five decades. The invasion of Mirfak interrupted a number of major expansion and development projects being conducted on behalf of the Xanthalian people. Expediting the completion of those projects, one of which is the terraforming of Soviet, is essential to the long-term welfare of the Republic and its citizens."

Mae places her hands on the table. "Reconstruction efforts are... complicated. I could explain the circumstances under which our government is operating, but it would accomplish little. Suffice it to say that there is nothing that your Council can do to assist in a meaningful fashion at this time. However, if you are truly interested in taking action to improve the Republic's current state of affairs, you could deploy warships to supplement Xanthalian forces in the Kanell, Mirfak, Than and Trasnia Systems."

"We can start the preperations for our fleet's arrival upon your system whenever you are ready. We have a vast majority of our equipment located here on base. In fact, we can start at the end of this meeting if you'd like."

"We can send what ships we have made available to us, we need our own territories defended very well due to the fact we have practically null when it comes to ship yards and production facilities. While our fleet is almost as large as our opposing brothers, we simply have very little resources to spare military-wise. We can send a fleet of..." Melisha used the force to go deep into her memory of information given to her long ago to give Mae an accurate number of ships the alliance can send over, "Maybe 80 capital ships consisting of 10 Andromeda Class Cruisers, 10 Torpedo Frigates, 10 Imperator Mk III Star Destroyers, 5 Reverent Attack Cruisers, 5 Nebulon Class Battlecruiser 20 Nebulon Frigates, and 20 Freedom Class Destroyers. Does that suffice for one of the systems?"

"No, but you will not be asked to defend the territory yourself. Xanthalian space is being guarded by an international coalition under the Socialist Republic's direction. Your ships will be a part of a much larger force. The Alliance should formalize a contract with the Triumvirate before sending a fleet to Soviet. There are considerations that cannot be made by me and you alone. However, I expect it will not take long to conclude an agreement." A blinding flash of lightning is followed closely by a colossal boom of thunder that shakes the building. Mae doesn't even twitch.

"I understand that we will be a part of a much larger defense... Suffice to say, we still have limited flexability when it comes to lending out starships. We're stretched out enough as it is with starship internal systems being upgraded, a fleet of 500 dedicated to the ESUS wars, a fleet of 500 dedicated to what systems the Alliance controls/retook, and a finnal fleet of 400 dedicated to elsewheres be it helping to defend you, exploration purposes, emergency responces, ect ect. If a good bunch of our ships get destroyed during our next ESUS invasion, win or loose, we don't have the shipyards to replentish our fleet. The Council's first and foremost concern is defending us and our mutual defensive/offensive interests with the GFFA. All other missions/goals are secondary including allied re-constructions/fleet protections. We WANT to help out any way we can, but WITHIN our limits and Military is a limited option."

Then the bolt hit. Melisha rolled her eyes and sighed when the Council Chambers shook, That's one was too close. If Jorrus's class breaks the Council Chamber's windows again... I may just have to kill him, leader of the Council or not. I hate being the "clean-up mother" around here.

Melisha nodded in agreement, "yes, this is a very feasible treaty," Melisha thinks to herself for a few moments as the rain poured harder onto the Temple, "Would it be possible for the Alliance to use your military facilities? If so, I would offer something around the numbers of 10-20% of our productions which will be specifically used for our treaty."

"Unfortunately, I cannot grant that request," Mae replies cooly. "The Xanthalian rebuilding effort has all military-approved production facilities operating at full capacity. Allowing foreign use of Xanthalian shipyards is not currently possible."

"That's quite all right representative, I'm sure the Alliance will get along quite fine for the time being." Melisha thought to herself for a few minutes, "Anything else you wish for us to cover?"

"You may call me Ashia if you wish. We should discuss the specifics of our agreement," Mae replies. "I have brought a draft proposal for your review." The ambassador pulls a datapad from her coat pocket and hands it to Melisha. The text reads:

1. Trade between the Socialist Republic of Xanthal and the Huntarian Alliance shall not be unduly restricted. Businesses from either country that move to or establish branches in the other shall be fully subject to the laws of the government recieving them.

2. The Huntarian Alliance and Xanthal shall be committed to assist one another with full-scale military aid in the event either country is unjustly attacked. They shall conduct joint military exercises and an officer exchange program to bolster the readiness of each force and enable more efficient cooperation in future engagements. Each government shall also assist the other in rebuilding and resupplying its civil and military sectors when the presiding government is unable to effectively cope.

3. Citizens of the Huntarian Alliance accused of crimes in Xanthal shall be delivered to the jurisdiction of the Huntarian Alliance upon the request of the Huntarian Alliance and vice versa.

4. The commitment to a lasting friendly relationship and alliance between the Huntarian Alliance and Xanthal shall be affirmed by an exchange of embassies and regular diplomatic exchange through appropriate channels.

The Councilor looked over the datapad several times to make sure she saw everything correctly, "everything seems to be in order... Ashia," she nods. "Yes, I think that this is very appropriate. Shall there be anything else you need before your journey back and we begin construction??"

"I do not believe so." The Ambassador looks outside as the sun begins to peek through the dispersing storm clouds. Mae gathers up her coat, draping it over her shoulders. "Our meeting has been short, but productive. It was pleasant meeting with you." She executes a quick bow, then turns and leaves the room.
