Balrogga

Deep within the expanses of intergalactic space there was an area of distortion. Mind you, it was not very big being only a few centimeters but it was still there. This distortion marked the entrance to a dimensional bubble, an area outside the known dimensional structure of the universe. Normally such things cannot exist unless they are natural intrusions from another parallel dimension or if they are artificial. In this case, it was the latter.
Inside the extra space tacked onto the Space-Time Continuum, an environment near normality existed. One could almost forget the universe within was only about a hundred thousand kilometers wide if it wasn’t for the utter lack of stars. The space was completely dark except for the running lights of the immense vessel lying at its center.
The huge ship could only be called impressive at first. The sleek lines of the hull envisioned grace and power while the spines extending from the stern lent the feeling of alien ruthlessness. The size alone denoted the strength of the vessel. What could only be called a city rose from both the top and bottom of the hull. The ship dwarfed the many ships escorting the vessel, even the nearby Deity Carrier. The many destroyers and other ships of the line were docking within the numerous bays.
This could only be The Serendipity, the personal dreadnaught of Emperor Nhur-Galladu, a ship that was normally only seen near Sol or other important systems. The rumors of the fantastic vessel ranged from unbreakable defenses, mysterious and unknown weapon systems, possessing an imperial city within, to even the ship being alive.

To see the ship from a distance using long range sensors would be considered rare. The delegates were headed directly for the ebon vessel.
As each ship entered the Dimensional bubble, countless scans were directed at the ship undoubtedly registering every last nut and bolt as well as the welds of the vessel. The strength of the multiple scans actually caused some who were sensitive to them to tingle slightly.
Each ship was approached by an escort of two Interceptor Destroyers and a single Kython Battleship. After being contacted by the battleship, the ship was given the following message:
Greetings, we have been expecting you. Please pardon the scans; you must understand the needs for security.
A hanger has been prepared for the arrival of your vessel. Please follow the escorts and we will lead you right in to your berths.
The escorts lead them straight to one of the large hanger decks that were specially cleared for them. The ships were able to dock easily enough and after introductions, the delegates were lead to a large and comfortable suite of rooms. The Conference would begin once all the members had arrived.
A short time later a message was delivered by the Comm Panel near the door informing them all the delegates had arrived and the meeting would begin in about thirty minutes. They were directed to use a door in their suite that was to lead to the conference hall. The doorway opened for them automatically and revealed a short hall leading to their destination.
Upon entering the room, they could see there was a large table in the center of the room. Comfortable seating arrangements were set up for each group as well as several built in computer displays with direct links to their ships if they needed to access them for information (or in the case of AI, attendance).
The table was just large enough for everyone to hear each other clearly through advanced acoustics of the room and an unobtrusive system of voice amplification. Also built into each nation’s station was a replication unit programmed to allow the delegate to create any food or drink that was not detrimental to their biology. There was also a system to provide energy to beings that used power instead of food to fuel themselves. All attempts at comfort had been made to accommodate the attendees.
After everyone had entered through their own entrance and taken their respected place, the unused door opened and two guards stepped inside and stood either side of the door in an attentive pose. A few seconds later, Nhur-Galladu entered the hall.
The Emperor was dressed in a simple white robe with gold embellishes, the white and gold of the Emperor. He was elderly and seemed frail but his eyes betrayed him. They shone like a child’s, filled with vigor and the energy of youth. His dark peppered hair was tied back with a simple tie at the back of his neck. His hands were lost within the voluminous sleeves of the robe, as were his feet. He walked over to where the Imperial Delegation was seated and cleared his throat.
“Greetings and welcome to The Serendipity. I trust your travels have left you invigorated and anxious to begin.”
“I have invited you here to begin a search for knowledge.”
“Through out the Multiverse, countless civilizations have begun the long climb up the technological ladder. They studied their surroundings and make guesses. They tested their guesses until they could predict their findings. This is how the standard of the Scientific Method evolved, through constant experimentation. It is these early observations that have spurred many a society onward in search of the mysteries of nature.”
“Just as with the Temporal Symposium I hosted some years ago, I would like the nations considered to be experienced in the field of Dimensional Technology to discuss their own theories and observations. I am not asking for secret and forbidden technology and I feel the use of Dimensional Technology for weapons is wasting the greater part of the whole spectrum. I want to show that there are as many varied versions of the tech as there are societies deeply entrenched within the studies. I also wish to show there is no right way to proceed, only that there are many paths to reach the destination.”
“I will let you begin the conference instead of wasting your time listening to me make a speech. I think you can handle the introductions yourselves so I will take my leave and let you continue.”
Nhur-Galladu turned and began walking towards the exit. After he left the room, his two escorts followed, closing the door behind them.
The three delegates from Balrogga sat in their seats. When nobody took the initiative, one of them spoke up and addressed the rest in the room.
“Hello, I am Alicia Del’Vrery. I am the current head of the Department of Dimensional and Mathematical Implementation. We take the research from the other departments and attempt to develop a use for them. My team has been responsible for the Dimensional Anchor, the Dimensional Drive Destabilizer, our uses for Thur’Tahg, and a few things the other departments have cooked up. I know the different accreditations of each nation are different so degrees and doctorates don’t mean anything. I will only tell you what areas in which I have experience. My fields of study are Dimensional Mechanics, Temporal Mechanics, Quantum and Particle Physics, and Exotic Energy Mechanics.”
The older gentleman next to Alicia took his turn.
“Greetings, my name is Victur Ba’Grum. I am one of the team at The Department of Advanced Theoretical Dimensional Research. We are responsible for thinking up new theories and testing them to get a result so Alicia and her staff can make things. I am sure when she gets back she will be thrilled to read the latest research on the formation of Dimensional Sinkholes I submitted to her office before leaving. Knowing her tenacity, she will figure a way to use them. My field of study is Advanced Dimensional Theory and Dimensional Mechanics.”
The last doctor took his turn and introduced himself.
“I’m Marcus Se’Grun. I am the current head researcher of The Center for Exotic Studies. I have worked in the past on such projects as the Mobius Aperture, Photonic Destabilization of matter, and I worked with a colleague of mine by the name of Doctor Az’Thuh creating the theory behind the Worm Hole Device used by the Intergalactic Trade Hub. You could say my fields are Advanced Dimensional Mechanics, Advanced Gravimetrics, and Advanced Exotic Mechanics.”
Alicia spoke up again.
“Who is next?”

Please note: this is a continuation of this Thread (http://forums2.jolt.co.uk/showthread.php?t=502486)
First, I want to state that nobody can use the information discussed within this Thread ICly to develop their own weapons/ect… There is assuredly no way anyone not on The Serendipity can observe the event and those present, we will not be giving enough details (unless purposely done ICly) to copy the uses of Dimensional Mechanics the other participants have worked so hard reading and developing. If you want to copy someone, try to convince them ICly and OOCly to allow you, elsewhere. By participating in this Thread, you are agreeing to not steal others ideas. If someone is interested in trying to develop this technology, please contact one of the participants to see if you can arrange an RP with them to do so.
If you like the idea behind these conferences, look for some of the others I have planned after this is finished and be sure to get in on the Signup Thread when I start one. I know this one was kind of messed up because I didn’t get enough people the first time I posted it so I recruited some I knew were using the technology.
Now, the people I am sending to the table:
