Ever since the Green Party won Ackistan’s presidency seven years ago, the economy had suffered. New regulations, laws, codes, etc had taken their toll on businesses throughout the country. The once thriving Information Technologies sector was lost. Unemployment was up, and the nation’s per capita GDP had dropped by a whopping 40%.

This situation was grim. Throughout the nation, there was a sense of frustration as people continued to work as hard as they ever had, but with far less to show for it. Still, there was hope. In a year, new presidential elections would be held, and it was widely believed a pro-business government would take power. Things would get better. At least, things couldn’t get much worse… so they thought.

It all started three days ago when Alexis Whitmore, age 27, was admitted to Sisters of Mercy hospital in Highland Falls. Upon her arrival, the young lady was delirious with a high fever. Her skin was covered with rashes, and her breathing was strained. The doctors diagnosed her condition as a viral infection of unknown origin. Antibiotics and antihistamines of all sorts were prescribed. Efforts were made to boost her white blood count. Everything the doctors knew to try, they did, and everything failed. Within ten hours of her hospital admittance, Alexis Whitmore died of massive organ failure.

Alexis Whitmore was not alone. That same day, 22 other patients with identical symptoms were admitted to various hospitals in Highland Falls. The patients had little in common. Their ages varied, they came from all walks of life, and they were all strangers to one another. Within a day, seventeen of them suffered similar deaths.

Fearful of an epidemic, ACDC (Ackistani Communicable Disease Center) was called. Quarantine procedures were initiated at every Highland Falls hospital. Experts from around the nation were flown in to study and contain this new virus. Soon after, the Department of Emergency Management gave the order to close the local airport and stop all ships from leaving and entering Highland Falls.

By day two, 614 patients were now showing symptoms including friends and family of the initial victims. The government was now in a state of panic. When Jason Tyler, age 14, of New Trent Town began to show symptoms over 150 miles away; a nationwide quarantine was issued.

All sea ports, airports, highways, and railroads in Ackistan are now closed. Soldiers in hazmat suits are blockading roads into neighboring countries, and preventing people from leaving all major cities. Television and radio stations are urging the people to stay calm and remain in their houses. All schools and non-essential government building are closed until further notice.

The port city of Highland Falls recently experienced an outbreak of a formerly unknown virus. By all accounts, the virus is highly contagious and very lethal.

To protect our neighbors and the world at large, we have issued a quarantine of our homeland. Neighboring nations are encouraged to supplement our quarantine efforts at our common borders. At this time, we do not know how this virus spreads.

General Resources

We can provide all of the materials you need to fight this conflict. Because of an outbreak of smallpox at a hospital due to a faulty vent and a biological attack by the Reformists, we have detailed reports from the Leafanistani Military and DVD Training Videos from their HAZMAT teams on how to handle such situations.

As for HAZMAT suits, from what you are dealing with, it sounds like you need major protectoin. We do not yet know the vector so we shall use a Level A HAZMAT suit.

It is a fully enclosed encapsulated suit with mulitple layers.

The first layer is a typical fireman's layer and isn't included as it is expected that you have firefighting services already with fireproof jumpsuits. (They are an additional $75 US if needed).

The second layer includes SCBA gear which consists of a high-pressure air tank, a mask, and a PASS (Personal Alert Safety System) device. Unlike SCUBA gear, the firefighter's mask covers the entire face, with no mouthpiece. This mask uses a positive pressure flow, not the on-demand flow that underwater SCUBA gear uses. This means that air is always being pushed into the mask as the firefighter breaths, keeping the pressure inside the mask slightly higher than the outside air pressure. This ensures that any gaps in the mask won't allow smoke or toxic gasses inside. Then a cooling vest which may be removed in wintertime as the suit heats up rapidly due to all the body heat trapped inside. Then includes your standard voice activated radio, heavy chemical protection gloves, a one piece Tyvek suit, and Tyvek booties.

Then the third and final layer, is a sealed hood with viewport, a respirator mask and structural helmet, a pressure bleed valve that only allows air to escape not enter, integral gloves, a sealed zipper, and finally standard firefighting boots with a bit of the leggings overlapping so as to not allow liquids to flow down into the boots.

This gives the HAZMAT team the ability to function in a hostile environment for as long as their air tank lasts.

All this for a low price of only $5500 US. The outer layer must be disposed of after every use and refill packs of 25 suits are available for ($1000 US each).

Day Three – Help Arrives


It had been three days since Alexis Whitmore first fell victim to this new virus. The scope of the virus was not yet known, but there were over 23,000 confirmed cases in Highland Falls alone In major cities throughout Ackistan, citizens were showing symptoms as well, but in fewer numbers.

Scientists and equipment are flowing into the country. So far; Edward City, Mondoth, Nor nuin Giliath, Maraque, and The World Soviet Party were sending help. Hazmat suits were being issued as quickly as possible to hospitals and military bases.

Along Ackistan’s borders, road blocks are preventing citizens from crossing into neighboring countries while helicopter gunships patrol the spaces in between. Already, they had been forced to engage a number of civilians attempting to flee the country.

In the afternoon, television and radio stations throughout Ackistan began broadcasting official government messages. They are repeating messages encouraging residents to stay in their home, while attempting to reassure the populace that the crisis would soon be over if everyone respected the quarantine procedures. Prior to the termination of civilian newscasts, there were reports of the following rumors:

- Bodies are being burned by the thousands near Highland Falls
- Two private air planes were shot down attempting to leave Ackistan
- A private boat trying to leave Ackistani waters was sunk by the coast guard
- Citizens attempting to bypass quarantine measure are being shot

Hotdogs2 feels its fair to point out that it could just as easily have been yourself who had spread this Virus to Ackistan- we suggest you stop making such unfounded accusations, after all, even if Acknistan did make a biological experiment which went wrong, they are taking the greatest measures to ensure it does not spread, surely if they wanted to make trouble for the world they would not let their citizens die from the virus in such great numbers!

As of yet it is far to early for any party to make acusations or make comments which do not help to stop the deaths of these countless civillians. OOC: There was in fact a missile launch. Someone sent me a telegram telling me what they were doing. I know when, why, and how they did it. Since I know OOC who did it, I figure the best way to go about this was to give you guys a chance to figure it out so my investigation wouldn't be tainted by my OOC knowledge. Nations near me are free to come forward with sonar recordings similar to my own or with any submarine tracking information they might have (the launch took place in the north sea). Anyone is free to ask questions here or you can send me telegrams. The World Soviet Party is shocked by the news of a missile being found. and the fact it was launched near our territories, that means they could have targeted us, or Trivalvia or Blainesville! Thus, we offer a team of our best analysts to help the Ackistani Experts on this investigation.

After the recent discovery of a biological missile, Mondoth has ordered that a full naval action task force be kept on alert in the area. In addition, Mondoth has enforced a stage one self defense and quarantine protocol. Day Three Continued


By mid afternoon, a great many scientists and doctors had arrived in Ackistan from foreign nations. Most were setting up their equipment at various hospitals and university laboratories. Once they were settled in, various samples were delivered:

- A sample of the virus from the missile site
- Blood samples from infected persons
- Blood samples from the few patients that recovered from the virus

Delivering these samples was a serious business, which was performed by an armed convoy of soldiers. Each team receiving these samples was required to sign forms promising to destroy them once their research was complete. Under no condition were virus samples to leave the country of Ackistan.

In the evening, nations assigned to assist in investigating the origins of the virus began to arrive at Rickenbacker Air Force Base. They were met by men in hazmat suits, who had led the investigation so far. They brought with them copies of all relevant documents on the matter including photos, digital sonar recordings, biological samples, etc. A number of Humvees and Stryker APC's were parked nearby to take the newcomers to the missile crash site.

Television and radio stations in Ackistan continued to broadcast government approved messages, but many rumors continued bypass the government's efforts to control the flow of information. Internet bloggers and short wave radio enthusiasts continued to broadcast. Their rumors include:

- The water supply has been poisoned
- More missile sites have been found
- Hataria used Ackistan as a proving ground for a new weapon
- Ackistan's nemesis, Clandonia Prime, is responsible for the attack (widely believed)
- The Ackistani government used chemical weapons to kill a mob of people trying to escape the quarantine zone
- Some 3rd party nation planted the virus to encourage Ackistan to go to war with Clandonia Prime

The Latican troops and scientists continued to wait outside the border with their hazmat suits and troops. Little information had trickled onto the Latican's news. One of the scientist brought along a battery-powered television.

Almost none of the news included the scientist's and the troop's invovlement and all they said was a horrible disease had polluted the nation Ackistan and that it was quartined.

The troops began to dig trenches beside the border. And as the scientists had no real work to do they gladly helped in the digging. Just waiting for a report from the Emperor or a pick-up jeep from on of the Ackistan goverment.

Hearing the news the troops quickly fired on the disposable scientists and continued to guard the hazmat suits for the Ackistan goverment to pick up. They continued to dig their trenches and waited for the goverment to come and pick up the hazmats.

Our government wishes to once again thank everyone for their aid. The unknown epidemic continues to spread. At this time, we believe as many as 80,000 persons may be infected.

We have discovered this virus is contagious for at least four days before the victim shows any symptoms. For this reason, we are uncertain if our quarantine measures were able to prevent this outbreak from spreading beyond our borders.

They slowly drove them out onto the tarmac, as the police officers followed as they exited.

Soon, the entire airbase would be filled with over two-hundred thousands police officers, increased due to the request of no military involvement, as well as a base of operations just outside of the airfield, a field hospital, a research lab, and a supply base. Military transport vehicles started to ship food supplies to the populas, as the police services, whom all wore masks and biological-resistant full-body uniforms, started to fan out to instate a complete lockdown of the populace.

The news coming out of Ackistan was not of good news for Clandonia, may in Ackistan believed Clandonia was behind the attack. A top secret emergency meeting was called, no one in the military had ordered such an attack so if it wasn't a Clandonian missile. Besides Clandonias stealth cruise missile technology was still being developed. That with the bomb test that had just taken away it wasn't a good time for the news from Ackistan to come out.

By now, tens of thousands of doctors and scientists are hard at work trying to reign in this outbreak. Most believe the best hope of finding a cure is to study the plague survivors.

The number of sick is currently unknown. Many of the ill are staying at home as the hospitals are far too packed to receive more patients. Estimates place the death toll at around 60,000 with another 120,000 ill.

Scientist can now confirm the following:
- The virus is man made
- The virus is airborne
- The virus is highly contagious
- The virus has a 78% mortality rate

The lifecycle of the virus has been analyzed. The first 1-4 days, the virus spreads throughout the victim’s body. During this time, the victim is not contagious and shows no symptoms. The time required to spread is believed to be affected by the person’s level of exposure.

After the virus has spread, the victim is contagious for 3-5 days before showing major symptoms. A minor fever might be present during this phase, but it frequently goes unnoticed.

Inevitably, anyone carrying the virus will begin to show symptoms. These symptoms include fever, delirium, rashes, lesions, and respiratory distress. 78% of victims will die of massive organ failure within 24 hours of showing symptoms. Those that survive are typically very sick for 2-3 days then begin to recover.

Some progress has been made. Scientists from Maraque have developed an efficient and accurate method of testing people to see if they carry the virus. The test involves pricking the skin with a needle, which is coated with a serum they developed. If the person is infected, they will develop a rash around the needle mark in 15-20 minutes.

Investigators have discovered the following:
- Analysis of sonar recordings show that an Ohio Class Nuclear Submarine operating in the North Sea indeed fired a missile.
- 22 Fingerprints have been lifted from the missile wreckage. None of the fingerprints match anything found within Ackistan or Interpol databases.
- The missile appears to be a stealth cruise missile, which has been modified to disperse chemical or biological weapons. It is designed to fly low to the ground, and uses an aerosol system to spray its poison as it flies over its target. Once its payload is dispersed, it crashes.
- Assuming the missile was launched from the submarine in the North Sea, the projected flight path of the missile takes it right over Highland Falls, which is the epicenter of the outbreak. Most of the initial victims lived or worked near the missile’s projected flight path.

At this time, remnants of the missile are being studied. Its component parts are being analyzed to see if its owner can be identified.

Juggling minor dissent, as well as a war with the Northern Colonies, and a possible threat from the infamous religious power of Farmina, he had a lot on his plate, and had a lot on his mind. We have their modified Falcon Magnums for stunning, and standard tasers, to prevent any additional killing. We have a shipment coming in to supply thier own troops with stun weaponry to prevent needless killing."

"What else?" Snyder asked.

"Yes, we do still have regular weapons available, and our Police Flash vehicles are still armed conventionally. We will shoot to kill if they continue to resist."

"Alright," Snyder said. "However, I'd say you look slightly stressed, if I hadn't known you better. What's up?"

When the massive air convoy began to arrive, they were met by respresentatives from the Ackistani Army, Department of Emergency Management, and the State Department.

The group from Militia Enforced State was met with handshakes and smiles. It did not take long for them to realize MES had brought tanks with them, and that their force was twice as big as had been authorized. The tone of the meeting soon became far less cordial.

"Our government approved of your nation sending 100,000 police. You have sent 200,000 men with tanks. This base is not equipped to handle all the transports you are sending. What is going on here?"

Ackistan's government had adamantly insisted several times that troops not be sent to their nation. This MES force seemed a lot more like an army than a police force. The order was given to start ordering their tranports planes to return home. Only planes with low fuel would be authorized to land.

The Ackistani government was baffled by the actions of Gente Del Agua's troops and scientists. They had landed on a beach without permission, entrenched themselves, and began to kill one another. Their force was far too small to be an invasion force. The situation was truly bizarre.

Ackistan's coast guard was ordered to find whatever ship had dropped these men off. If the ship could be found, it would be ordered to return to Ackistan to retrieve these soldiers. Otherwise, Ackistani troops would be sent to arrest these men for murder.

Our government is pleased to report that great progress has been made towards containing our epidemic, which we now call the "Alexis Virus" (named after first victim).

Scientists from Maraque have perfected a method of detecting the Alexis Virus. It is now possible for us to distinguish infected persons from healthy individuals. The test is quick and easy to administer, and it is believed to be extremely accurate. All relevant information will be shared with the world at large so nations can make their own testing kits.

There is a great need in our nation for these testing kits. Due to our outbreak, our manufacturing capabilities are extremely limited at this time. We estimate each of these kits costs approximately $65 if mass produced. We would like 400,000,000 of these kits ourselves. There were many fears in Clandonia that Ackistan was about to go to war over the virus outbreak. An Ohio class submarine, a submarine that had war used in the Clandonian navy had launched the missiles from the North Sea where the Clandonian Dridon Fleet was on Northern Artic patrol.....

Several in the inteligence community suggested that it may be a trap to blame Clandonia so an invasion could be justified. As the weekend came there was a concern that if they reacted too late then Clandonia might be ravaged with nuclear weapons. Now orbital systems were online the ABM shield was up and offensive orbital weapons online. Others had suggested a plan by a third party to bring Clandonia and Ackistan into a war, this plan was begining to look a distinct possiblity....

The computer was now running models of the virus at all hours, searching for any weaknesses in its structure, anything to allow a cure or vaccine to be developed.

The Trivalvian Ministry of Health commissioned medical facilities to mass-produce the new testing kit. It was hoped to have a million kits ready by week's end.

As well-trained as they were, the virologists and epidemologists assigned to fighting the 'Alexis Virus' were hampered by one problem: the lack of live samples of the virus. Until such a sample was recieved, efforts to study it would remain in the theoretical category.

Then, on the evening of the fourth day of the crisis, a sample was recieved, in the worst way possible. A doctor in the town of Elm Hills, on the Trivalvia-Ackistani border, called in to the Ministry of Health about a patient with an 'unknown ailment.' Gordon Crawford, aged 34, who had spent much of his time travelling across the border, though what he did was never known. What was known is that he tended to avoid normal border crossings.

Doctors with some of the first testing kits arrived in Elm Hills in two hours. Crawford's blood was tested - and registed positive. Crawford had contracted the Alexis virus.

Crawford was quarantined immediately, and samples of his blood were prepared to be sent to Trivalvia University's Viral Diseases Laboratory. But the doctors, fearing an outbreak, began testing other clinic patients. By midnight, fifteen cases were confirmed. Alexis had a toehold in Trivalvia.

Ackistani President Marco Pitaglia leaned back in his chair. All morning long various department heads, advisors, and assorted experts had been coming and going from his office.

He listened to them all as best as he could, but his mind wandered often. The man had only slept a few hours in the last two days, and just last night he had learned his own daughter was among the plague dead. He was a man on the verge of a meltdown. The thought of handing the government’s reigns over to his vice president was very appealing, but his closest friends and advisors all begged him not to.

“Think about what the history books will have to say about you if you quit now”, they had said.

Of course, they were right. He would continue to bare his burden.

Recent studies of Alexis samples have revealed some promising and disturbing results.

Our models of the virus structure suggest a possible weakness in the protien coat that allows the virus to evade the immune system and penetrate a host cell. We are looking into a tailored antibody designed to exploit this weakness.

However, there are also signs of a MUTATION in the RNA coding inside the virus itself. So far we have found only tiny amounts of this variant virus in samples, which we are labelling "Alexis-B". Tissue samples infected with the mutated virus appear to survive. We are examining infected samples for any genetic changes.

Following a review of the Trivalvian findings, as well as our own analysis of the Virus, several of our scientists on the case are expressing that it may be possible to tailor a retrovirus to help the human body produce anti-bodies against the Alexis virus. A working model of such a retro-virus has yet to be produced but our scientists are confident that one should be possible within a few days.

Day 6

Containment of the Alexis virus is improving. Many new cases are still being diagnosed everyday, but the spread of the virus appears to be slowing. Many people are staying in their homes, and avoiding contact with all but their immediate families.

Riots and attempts to flee the quarantine zone have diminished greatly. Citizens have come to learn that such attempts are likely to fail, and attempting them puts them at risk of exposure.

The beta treatment is still in its early stages of testing. Thus far, it has not cured anyone. However, it the beta treatment does show some promising signs. Test patients with virus symptoms are living longer, and it seems to hinder the virus' reproduction in the human body. Tests on pigs are being conducted to determine the beta antidote's value as a vaccine.

At this time, most scientific efforts are being devoted towards extracting a natural antibody from Alexis Virus survivors, and expanding on Trivalvia's research into a tailor made antibody.

Alexis Virus casualties are difficult to track at this point. Best guesses place the dead and dying around 260,000.

Days 7-8

Little has changed in Ackistan since day six. Businesses are still closed, and people are staying at home for the most part. Military personnel continue to vigorously enforce the quarantine.

The scientific community has made a great deal of progress towards curing the Alexis Virus. Scientists from nearly a dozen nations continue to work around the clock...

The beta antidote has proven partially successful as a vaccine. In studies on pigs, the vaccine has proven 45% effective.

A multinational coalition spearheaded by Maraque, Trivalvia, and Shazbotdom believe they are close to being able to produce an antibody to the virus. Preparations are being made to mass production and distribution once it is ready.

Due to events within our own nation (http://forums.jolt.co.uk/showthread.php?t=506272) Mondoth must withdraw further support, our teams already in your nation will continue providing aid to avoid breaking quarantine, but further aid has been curtailed.

Work on producing a tailored antibody was divided into two areas in the Trivalvian end of the research effort.

The theoretical end was proceeding swiftly. In addition to the MOLLUSC VI teraflop, mainframe computers from various universities were being networked together now, handling "simpler" tasks and freeing up precious processor resources for the MOLLUSC VI to work on more advanced models. Government-sponsored technicians were working double-shifts to lay fibre-optic links directly between the computers, but for now, conventional internet links and backbone servers were being used for data transfer. Mainland Trivalvians began to suffer a noticeable slowdown in the net.

Actually making the antibody was tougher, and taking longer. Biotechnology is still a difficult discipline, with few guaruntees. Although some hoped that the next antibody would be the one, a few researchers voiced that a working cure might be weeks, or even months away...

Days 9-12

As far as the people can tell, the situation has stabilized. Aid is pouring into the country. Military personnel are delivering foodstuffs to people's curbs, while the citizens stay at home.

The best and brightest the world has to offer are hard at work producing a cure. The original beta antidote is not living up to expectations, but it is only a matter of time before a cure if found. With so many resources being devoted towards the effort, the people felt confident.

The deal toll continues to rise. Spread of the virus seems to be under control, but those that caught the virus early on are still dying. The department of Emergency Management is optimistic the Alexis Virus will soon die out.

Life in the quarantine zone has become somewhat routine. People have become accustomed to the restrictions, and are causing very few problems.

New cases of Alexis Virus are being reported with greater infrequency. Should this trend continue, scientists predict the plague will die out within the next one to two weeks.

The international scientific coalition working to produce virus antibodies believe they are close to a breakthrough. Trivalvia's supercomputer designed a model antibody, which shows promise. Clinical trial will begin shortly.

The fact the virus is in is waning phase is best demonstrated by the fact the virus is no longer the top news story in the nation. Just today, the nation of Clandonia Prime launched a missile towards Ackistan from a submarine in the North Sea.
