"Gentlemen, as you know we have faced many attempts at revolution and false propaganda," Kevin Murphy stated as he adressed the Admiral's cabinet before him, "Today I come to you with a solution, one that will end these rebellions before they start, halt one's attempts at spreading lies, and even cause murder to be just a word."
The entire cabinet was surprised by these words. They thought it impossible to please everyone with out commiting genocide, and surely a scientist as intelligent as Murphy would never suggest such an unforgivable thing.
Murphy went on, "The men in my laboritories have been working on a way to destroy the root of all of these things. We may have found it." He pulled out a small test tube filled with a urin colored liquid. "Gentlemen, I give you, Valzac! It could calm those in the most furious of rages and bring one down off the most euphoric of joys. It will cause reason to defeat emotion in deciding a coarse of action. Gentlemen, I give you the solution. All I need are some, err, volunteers. I'm sure that you, General Green could procure some."
Green, whose jaw had been dropped since the start of the description took a few second to respond, "Yes, definetly."
Murphy was pleased, "Very well than, I assume, Dear Admiral that I have your permission to go ahead?"
"Affimative," The aging Irishman replied.
"Good, for the Hills gentlemen, for the Hills."

Twelve People were picked off the street, six men, sixe women. They were of all different race, build, health and so on. Green had them brought to one of the many detention centers in Cork to be 'tested' upon. Each person was given a dose of the Valzac and then given a polygraph test. All of the results were beyond satisfactory, not a single subject showed emotion during their tests. Even high dosages of the drug seemed to have very little effect on the sujects health.
"Valzac is a sucess," Murphy told the Admiral, "Shall we distribute it to the masses?"
"Of coarse, it is a glorious day for the Hills," The Admiral stated.

Office of the Imperial Chancellor, Rilloria
Imperial Chancellor Vaskov sat idly in his chair eying the intelligence report. He sipped his glass of vodka. he leant forward and pressed the button on the desk.
"Colonel Rabard, to my office immediately."
Within seconds, the double-doors of the office swung open as a tall man with slightly graying hair entered. He was dressed in a Rillorian Colonel's dress uniform, medals sparkling on his chest. He stiffly clicked his heels together, came to attention and saluted.
"Colonel, what do you know of this recent development in Drexel Hillsville?" asked Imperial Chancellor Vaskov.
"I have read the reports Imperial Chancellor." Rabard replied.
"Colonel, I want you to assemble a team to investigate these troubling events and report back to me personally."
"Yes, Imperial Chancellor."
"Dismissed."
Colonel Rabard snapped back to attention and saluted. Crisply, he turned and exited the office.
Imperial Ministry of Foreign Intelligence, Rilloria
Colonel Rabard entered his office and opened the desk at the end of the room. He pulled the file that had been prepared for him by operatives of IMFI as soon as they had received the report from Drexel Hillsville. It contained the Ministry's best choice of intelligence operation. He picked up the phone and spoke five words.
"Captain Omara, commence the operation."
There was a pause.
"For the Chancellor." responded the voice on the phone.

Valzac was quickly distributed to the public. Regular doses of it were demanded by the speaker system that had long ago been installed throughout the nation. The population of the Hills quickly calmed down from the usual hysteria it usually exhibited.
The Admiral was at yet another cabinet meeting. He and his collegues were not using Valzac, one needed such emotion to lead.
"Sir," General Ian Brock addressed his superior, "As you security advisor I have a few suggestions. The first is to close our borders, if we want this to work we need to keep the rest of the world from learning of it. Secondly we need to get rid of all things that make people tend to react highly emotionally. Finnally, we need to crush anyone who refuses the dosages."
"You're talking about a totalitarian state, you realise that, correct?" The Admiral asked, somewhat confused.
"Yes sir, I am," Brock stated rather firmly.
"That is unacceptable," The admiral told the younger man.
"But sir-" Brock started
"No, for now just put them in labor camps. I rufuse to risk being accused of genocide!" The Admiral was furious that any member of his cabinet could suggest such a harsh coarse of action. "Have the borders closed, claim it's national security, and start reducing funding to musuems and the like, for now I'm off to bed..."
The Dominion Protectorate of Kologk wishes to inquire as to the possibility of purchasing the necessary research to manufacture this drug for ourselves, as well as the rest of the Dominion Commonwealth. We are willing to pay any price within our means.

Unfortunetly we are not sure if we are ready to sell the data we have collected to just anyone. However, we are interested in hearing the total amount you are willing to pay. Also we are wondering if you would be interested in a joint protection of the facilities so that there is less of a chance of one tampering with the other's.
