To: Leader of Ackistan(OOC: Never got the name of him, actually)
Most glorious of allies, Chellis greets you with a proposal. With instability growing in your region, Chellis believes that a small Chellian base in Ackistani territory could do a good deal to promote peace in the region.
We don't have any specific area's proposed, but if Ackistan agree's, we would like to set up a small military base in your country. We would cover all buildings costs and labour, and the facility would ideally base about 30,000 men, about a Chellian division plus others. We would also like to build a small airstrip, 800m long, and maintain a small fighter wing there.
This could present a great oppertunity for a large group of our peoples to interact, and greatly strengthen relations between our two nations. We are also willing to offer you the same type of base, but we aren't sure how much use you might get out of it. We are willing to offer you instead a small naval base, for you to operate ships out of if you wish.
