At the Great Narian fuel depot, there had been happenings of a strange sort. At 2000 Hours the base's electricity supply was cut off, the Clandonian Commanding Officer was alerted and he rallied his men, rumours of an intruder were rampant.

When trying to find his Great Narian counter part, he discovered the office ransacked with the General on the floor in a pool of blood. The Clandonian officer pulled out his Browning 9mm trying to see in the dark, then the sounds of gun fire, Clandonian G36's outside. The officer ran back the parade ground, all 40 of his men dead....

Then he felt the feel of a silencer pushed into the back of his neck, then the worlds:
'For free Clandonia!'

Then nothing as a shot was implanted into his head. The men of unknown faction then took the key card from round the officers neck, jumping in a Landrover they drove to the weapon storage bunker, then they saw the plane landing, hurrying to access the door. Struggling to get it open, the power loss had caused the shut down of the computer system and it was sluggish to re-boot on emergency power systems.

A Clandonian Airforce C-130K was on its way on a normal resupply run, on its landing procedure communication with the ATC was lost, they were worried radioed in support to Airforce Command in Clandonia before landing to investigate. Not even emergency runway lights it was very odd, as the crew parked the aircraft in its usual spot, the load master and four Airforce Regiment gunners went out weapons loaded to find out what the bloody hell was going on. They saw a bunch of dark shapes near the nuclear warhead storage bunker, they shouted out to them the shapes shot at them.

Ducking for cover the five Clandonians returned fire with their MP7's radioing in to the C-130 to summon emergency rein-forcements of the potential broken arrow situation. As the dark shadows slipped into the sub-terrain bunker the hiss of the pressure lock was heard, and the red light appeared. The bunker was in lockdown, and the intruders had full access to some of Clandonias most deadly weapons....

Clandonian Airforce Command HQ

The news wasn't relayed to the senior staff till the late afternoon after communication problems. It was bad, very bad. The C-130 crew had found the bodys of the dead Clandonian garrision and the bodys of the Great Narians, who were killed in their beds with fully automatic weapons. Very messy.

An emergency meeting was called, and a crack team was on route to the island with reinforcements from the Clandonian army to try and break into the deep storage bunker with explosives. The fear was the terrorist forces were trying to detonate or steal nuclear weaponry, thank god they were stopped before they could get any.

Naval forces were re-routed, an Invincible Class carrier and three Type 23 destroyers were on route to contain the potential terrorst force. If worse came to worse, the Clandonian government would have to remotely detonate the nuclear stocks destroying the base but ensuring terrorist forces did not get access to the stocks.

OOC: This is proberly going to end up with me taking the island and possibly the others of that chain in order to rid the world of terrorists. I know this will anoy the Ackistanis and proberly the Trivalvians seeing as its so close to their countries. The terrorists are anarchist rebels who I thought have ended their strugle but are back again, they used a nuclear device and will proberly do the same if they are in a situation where they will loose.

OOC: The island you have indicated is Trivalvian territory... the fuel depot there was granted to the Great Narians on a 20 year lease as part of the Nellisland Treaty. So, if you intend to take that island and the rest of the chain it belongs to, be aware that you'll be committing an act of war against the Democratic Republic of Trivalvia.

I suggest you open a dialogue with my government before you go that far.

Chief Petty Officer Fred Barnes was finishing off a tepid cup of coffee when the call came in. Grumbling, he picked up the phone. "Quadrivalve Island NFB, CPO Barnes."

"Chief Barnes, sir. This is Master Seaman Ecks, Listening Post Three. We have a situation with the Great Narians."

Barnes sat up straight. Listening Post Three was on the small island northwest of Quadrivalve Island; it's job was monitoring radio traffic from the Great Nari fuel depot to insure they held up their end of the Nellisland Treaty. "Go ahead, Master Seaman."

"Sir, at 2000 hours, the base went off the air. All communications, both encoded and open just went dead. We picked up the splash from some encoded transmissions a few minutes ago; the signals used Clandonian military frequencies."

Barnes moaned inwardly. Of all the things to happen, why did it have to be on his shift? He was a non-commissioned officer, content to serve his twenty years and retire on a military pension. This was stuff he preferred to leave for the top brass.

"Sir? What are your orders?"

Time to suck it in and make a decision, he told himself. Aloud, he said, "Continue monitoring, and have a copy of all transmissions from 1900 hours on to now forwarded to this base; mark them urgent. I'll inform the base commander." When Ecks acknowledged the orders, Barnes signed off.

He stared at the phone for a few seconds before dialing the base commander - if he was anything like Barnes, the petty officer thought sourly, he would not like having his sleep interrupted.

1800 Clandonian Joint Chiefs of Staff Emergency Meeting


The situation had worsened, indications were that the terrorists were trying to activate the weaponry, they had sealed the bunker shut, Clandonian enginers were trying to weld through the thick blast doors. If there was an explosion it would be massive, there were twenty 500 kt warheads. The island was only being used as a transport depot as they were being moved back to Clandonian for maitanance.

'Well, this is grave is it the anarchists again?'

'Intel suggests, we raided several premises today and arrested sympathisers to their cause. The military is going to Defcon 2 and we are preparing possible nuclear search teams across the country.'

The head of the Interior Forces stood up,

'They appear to be trying to foster a war between Ackistan-Trivalvia and Clandonia. Luckily we have them contained for now, if they do detonate any it will proberly wipe out the island chain with a large tidal wave.'

'Message the Trivalvians, they are good and reasonable people.'

'Aye sir.'

The Joint Chiefs are staff prepared to leave, the more senior ones would go into hideing or go to air onboard the Clandonian Airforce Special 747-400 Command Aircraft.

Communication to Trivalvain Government:

There has been a situation at the Great Narian base, a team of terrorists has tried to escape with nuclear devices to target what we think were several countrys including Clandonian, Great Nari, Ackistan and Trivalvia.

Containment has worked for now, we are sending in forces but in the event of an explosion which we can work out if they do it via remote detonation systems the island chain will be destroyed either by the nuclear blast or the tidal wave. We advise you begin evacutations and let the Clandonian military handle the situation.

President William MacKensie finished reading the Clandonian communique to the people assembled in this emergency meeting. Stunned silence from the listeners for a full minute.

General Wellington was the first to respond. "They were storing nuclear weapons at that base?"

"I knew letting the Narites have a base on our land was going to be trouble," Admiral Carter added. "But this... Sir, this has got to be a treaty violation."

MacKensie replied, "I'm having our legal people look into the Nellisland Treaty to see what legal basis we have; but my gut feeling is the same. Given Clandonia's... rampant desire for nuclear and orbital weapons, and their use of same, just letting those weapons be isn't much of an option. I think we can all guess the intended targets of those warheads, being so close to this continent."

Silent agreement from the others. Clandonia's history with Blainesville and Ackistan were fresh in everyone's minds.

"First of all," MacKensie continued, "is the Clandonian statement credible? Can the archipelago be destroyed?"

"It would take weapons in the gigaton category to cause the kind of damage they're predicting," said Arlen Wilkes, Minister of Defense. "The Quadrivalve Archipelago is over 900 kilometers across on its longest dimension, and the island where the fuel depot is located is 40 kilometers across itself. If you set... maybe 15-20 1 gigaton warheads off all at once, the resulting blast might reach to Quadrivalve Island, and the shockwave would cause a noticeable earthquake."

"That's a powerful arsenal you're supposing. Any evidence that the Clandonians have such warheads?"

"With respect Mr. President, I don't think any nation in the world has warheads that big."

"Okay, so they're smaller warheads, which leaves a false threat."

"Not entirely false," said Admiral Carter. "Listening Post Three will be in the danger zone for anything smaller, if I understand the Minister's statement. And there is the problem of fallout. But, no, there's not enough danger to warrant a full pullout from the Archipelago.

"Further, I would suggest that doing so would be unwise. It would give the Clandonians a free hand to do whatever they wanted over there."

"Which you think might be more than just hunting down a rebel cell."

"Sir, this whole situation stinks of setup."

Wellington added, "I agree."

MacKensie pondered the possibility for a moment. "Your recommendations?"

Wellington said, "We're in an information vacuum. All we know is that the Clandonians claim the base is under hostile control and that the base itself is quiet. We need to confirm the base's status.

"We also need to know the exact number and yield of the warheads located there, and if there are launch vehicles along with the warheads."

"The Albion can send a couple of F-39s fitted with surveillance pods over the base, give us an idea of what's really going on over there," Admiral Carter added.

"Alright, do that. At the same time, I'll send a statement to the Clandonian government. What options do we have for removing the base itself or countering the Clandonians, assuming the worst case scenario?"

"The Albion battlegroup would be closest to the problem area - they're currently stationed at the Quadrivalve Island NFB and can be there in moments," the Admiral replied. "I'd also recommend sending the TNS Bivalviaton to the Archipelago immediately; it should send an additional message to the Clandonians that we'll not stand by while our territory is violated."

MacKensie nodded, "Okay. But, until we get a response from the Clandonians, you are not to open fire on their ships."

"Of course, Mr. President."

General Wellington spoke up, "The Clandonian's access to strategic nuclear and orbital weapons concerns me, sir. We've seen what happened with Naasha in their last war."

"Begging your pardon, sir." It was Samantha, the President's aide. "Clandonia Prime is a member of the Dominion Commonwealth. Perhaps contacting the Commonwealth's leaders might help put a lid on any retribution?"

"A good idea, Samantha." MacKensie stood. "Very well. We'll reconvene in a couple of hours."

Statement to the Clandonian Government

The Trivalvian government is both dismayed and angered that Clandonia would seek to use a base on Trivalvian soil to stockpile nuclear weapons, and that they have allowed a terrorist faction to gain control of them.

We therefore request and require the following:

1. Full disclosure of the number and yield of the weapons stored at the Great Nari fuel depot, as well as any and all launch vehicles on the island intended to carry these warheads.

2. A formal apology from the Clandonian government to Trivalvia, Ackistan and Blainesville for the presence of these weapons.

3. Complete disarmament of the Great Nari fuel depot, and removal or destruction of the nuclear weapons stored there, under supervision of Trivalvian and Ackistani inspectors.

4. In the event of a nuclear detonation, the Clandonian government will pay in full the costs for cleanup of the affected islands.

5. Resolution of the crisis on the island within 48 hours. Failure to do so will result in the intervention of the Trivalvian military and siezure and dismantlement of the weapons stored there in full view of the world community.

Special Communique to the government of Transylvania, founding member of the Dominion Commonwealth

It has come to our attention that the Clandonian government has stockpiled nuclear arms on Trivalvian soil, and that a terrorist faction has gained control of these weapons.

Please be advised that the Trivalvian government, being aware of Clandonia's past hostility to nations neighboring our own, and their desire to use nuclear and orbital weapons, considers this stockpiling as an act of aggression. We have given the Clandonians 48 hours to resolve the crisis at the stockpile and then have the stockpile dismantled. If they are unable or unwilling to remove the nuclear weapons from our territory, we will have no choice but to remove them and dismantle them ourselves.

I am hoping that you can use your influence on the Clandonian government to have that stockpile dismantled with all due speed, and that you will place greater restrictions on the Clandonian government's access to such weapons in future. We don't want a war with Clandonia or with the Dominion Commonwealth, but the Commonwealth must understand that the Trivalvian government cannot allow its flag to be dishonored or its territory breached by known aggressors. The Trivalvian threats was empty, their military could be crushed with Clandonian weaponry in hours. If they tried to use any force then Clandonian forces would strike in retaliation.

The situation with the terrorists was decided, pump the bunker with chemical VX nerve gas killing them going in there with special forces to kill any survivors then get as many of the weapons out before potential hostiles arrived.

Cladonian forces moved in, after punctioning holes through the bunkers ventalation system a few VX nerve gas canistors were thrown in. As they monitored the terrorists on CCTV being affected by the gas troops stormed in full NBC gear killing the survivors as they died in the most horrible death.

30 Terrorists dead, and the situation was over but now they needed to get as many of the nuclear warheads out before they were found out. Just incase things didn't go well then the Clandonian wolf pack of 6 Nuclear Typhoon attack sub's under the command of Admiral Norgon to put a little pressure on the Axis of Evil nations.

Trivalvia, the situation was sorted today by the brave members of the Clandonian armys special forces division who went into the bunker after we deployed VX gas to tactically drive them out, the situation is now under control with the clean up and the nuclear weapons which were on the way home will be on their way durring the next few days.

OOC: I think Great Nari has left, hes been inactive for 11 days on Nationstates mainpage and longer than that on the forum RP side. So I'm thinking of taking his main island after there is a bloody coup? I'm hoping this situation will set the scene for that.

The forces you are monitoring are not ours. Clandonia Prime has admitted to a stockpile of nuclear weapons they have placed on our soil without our permission. They have claimed a terrorist group has seized the weapons and may detonate them.

We have dispatched the Albion battlegroup to monitor the situation, and have F-39s fitted for surveillance overflying the area. The Clandonians themselves have not responded to our statement <enclosed> concerning this violation of our territory and the security threat their weapons pose to the region. The situation has been resolved, the weapons are on their way home to Clandonia where we would like to say they were always destined for. The base was only being used a stageing post from their movement from a naval vessel for maintanece and repairs. They were in no way there to pose a strategical theat to the region.

[I]Special Meeting at Trivalvian Armed Forces Command

"...And the Ackistanis are volunteering assistance with their armed forces; most of which they already had in the immediate area for our now-cancelled war games," Samantha told the President as they walked into the conference room. "They're proposing an aerial insertion on the island in question to secure the nuclear weapons."

"They might have difficulty getting them," General Wellington spoke up. "Welcome to the base, Mr. President. We've just got the latest surveillance feed from our planes in the area."

"Okay, General. Bring me up to speed... what do you mean about there being difficulty."

"The Clandonian task force reached the island and dispatched forces about an hour ago. We got a few pictures of a battle being fought near a bunker..." He picked up a laser pointer and highlighted a structure on the screen covering part of one wall, "...here. Whoever was defending that bunker is dead. There are signs of a gas being used, but we haven't identified it."

"VX. They used VX nerve gas," said President MacKensie. "They sent a communique practically bragging about it."

Wellington muttered a curse. "The Clandonians seem hell-bent on making enemies of us, aren't they?" He touched a button on his notebook computer and the image was replaced by another. "This image was taken just a few minutes ago."

MacKensie stepped closer to the screen. "They're emptying the bunker."

"Yes sir, Mr. President. Those are nuclear warheads they're moving. It looks like they're trying to get them out before our own fleet can stop them."

"What kind of firepower do they have there?"

Admiral Yvonne Carter answered, "One aircraft carrier and three destroyers... There could be submarines in the area... our lead ships in the Albion battlegroup are picking up some odd sonar echoes. We can probably outgun the carrier and destroyers, but the Albion isn't carrying a full complement of planes and the anti-submarine capacity of our cruisers and frigates is still untested.

"Bottom line, we can probably stop them, but it will cost us."

As Samantha stepped back to answer her cell-phone, MacKensie asked, "The Ackistanis are offering support, can they get there in time?"

"Not with the paratroopers - they can probably secure the island, but my guess is the Clandonians will simply abandon the island and shell it from the sea... or, if they wanted to be really nasty, detonate any nukes still in the bunker. It would be a suicide run."

"Sir? There's something more," Samantha said. She plugged the cell-phone - a recent Trivalvian design -into Wellington's notebook. "We just got a new intelligence report."

The report appeared on the screen. All four read it slowly.

"Clandonia has withdrawn from the Dominion Commonwealth -" Wellington read aloud.

"So much for counting on the Commonwealth's assistance politically," MacKensie said glumly.

"... evidence of a shift in power in Clandonian government... former leaders in exile in Transylvania... Geez. It's all falling apart over there."

"Anything on who is holding the reins?"

"Nothing, Mr. President."

"Damn." MacKensie looked away from the screen, and put his hands on the conference table. "Damn," he said again. "It's too volatile. If we or Ackistan try to seize the warheads, whoever is now in charge will probably retalitate. And if they still have access to those orbital weapons..."

"We'll lose," Carter said.

"Badly," MacKensie agreed.

"So we just roll over?" Wellington asked.

"No, but we can't charge in either." MacKensie closed his eyes for a moment, wishing that he could just wake up and this all be just a bad dream. When he opened his eyes, he had made his decision.

"Admiral, inform the Albion battlegroup to stop 100 kilometers from the Clandonian force. Tell them to remain on alert, but make no hostile moves. Monitor them until they leave territorial waters, then move in and secure the base site."

"And if the Clandonians stay where they are, or keep troops on the island?"

"Then we have a standoff. We can't move against them, or they retaliate. But - unless their leadership has lost all reason-"

"Not much evidence to dispute that possibility," Wellington muttered.

"- they can't move against us, or they risk going to war with practically every nation on this continent." MacKensie stood up straight. "Samantha, General Wellington, I think it's time we set up an emergency summit meeting. I want to be in touch with leadership, both civilian and military with Ackistan and the World Soviet Party... there is something I wish to discuss with them for both the immediate crisis and the long term.

"North Tolemac and the Holy Republic of the Aeson have both expressed support, so we ought to get them seats at the table as well."

"What are you planning, Mr. President?" Wellington asked.

"Something I should have done a while ago."

Before we begin our official response, we would like to citie quote from one of your diplomats at our recent peace discussions.

Given the facts that your nation rebuilt Clandonia Prime and you interfered when we attempted to blockade nuclear weapon shipments to Clandonia Prime... Can you think of any good reason we shouldn't nuke your nation if Clandonia Prime launches nukes at us? We can't.

We recommend you keep a much tighter leash on your lackey. In fact, we feel it would be a pretty good idea if you ordered your subordinate to give up their WMD's entirely. Evidence of Clandonia Prime's recklessness is overwhelming.

Also, if you feel the urge to throw another pile of money at Clandonia Prime, we think building a few schools there might be a good idea. Clandonia Prime is a wreck now. I can only imagine what that country will be like after a generation or two of spending $0 on education.

Fellow citizens of Trivalvia, citizens of the world, friends...

A few short hours ago we stood on the brink of war. Now, today, I am pleased to say that the threat of war has passed.

The Clandonian task force has stood down, and has left our waters. The dictator that had threatened this continent with a renewed nuclear holocaust is dead. For the first time, we can breathe easy, and not look to the future with fear.

But we cannot completely relax.

To the Clandonian government and nation, I can only say that trust, once broken, takes a long time to rebuild. With nations this is more so than with individuals. Although we are willing to keep diplomatic channels open, it will be a long time indeed before Trivalvians can call Clandonia Prime a friend and ally. Trust can be rebuilt, but the burden does not lie with us, but with you.

We have, however, found new reasons to trust our fellow neighbors on this continent. The governments and people of Ackistan, the World Soviet Party, Dartia, and North Tolemac all have our gratitute for their support in this time of crisis. We have shown that though we might not stand alone, we can stand together. We are stronger, together. And I believe the time has come to take what has been forged in crisis to become a refuge from future calamity.

I propose, that the nations and militaries of this continent join together to form a Continental Defense Command, a sharing of information and pooling of resources in the defense of this land we share against any aggressor from without. A joint command structure, from which the armed forces of this continent can be fused into a mighty shield for the good of all should future crises arise.

We are aware, that there are large alliances, scattered across many continents, with similar goals; we do not propose an alliance which could compete with them, but rather a joining of forces to work with the larger alliances, and free them from the burden of defending our lands for us.

At the moment, this proposal is just that... a dream for a safer future for all of us. It will be a long road to make this dream a reality. But I believe that the benefits will outwiegh any cost, dispel any doubt, we may have over its formation. As a first step, I invite the leaders of all nations on this continent to meet in the Trivalvian city of Sussex, where we may discuss the particulars of the proposed Continental Defense Command.

But, whatever the future holds, for now, we can be thankful that war has been averted, and that our lands, our homes, our families, are safe once more.
