Tricameral Free People’s Congress consists of the Ancient Senatus (91 senators), Great House of the People’s Representatives (343 representatives), and the Chamber of State’s Delegates (101 delegates).
The Ancient Senatus is made up of hereditary senators, not elected, who comprise the closest thing to nobility in Ossyria. Their job is to serve as a check against the power of the other two houses. All members are required to remain neutral, and legally are not supposed to take part in business outside of their office (though this is rarely enforced). Every twenty years, one of the families is removed from the Senatus and another is chosen by the other two houses.
The Great House of the People’s Representatives is popularly elected by the people every two years. Their job is to make law on the Prime Minister’s advice, supervise the judiciary and appoint territorial governors on the Minister of the Interior and Union Territories’ advice. Their stated goal is to defend the Constitution and popular rights, as well as ensure the executive is functioning satisfactorily. Each state in the federation is proportionally represented based on their population.
The Chamber of Delegates serves as the local governments’ mouthpiece in the federal government. Their power extends over government finance, the military, and foreign affairs. This house is considered the most powerful in practice, though in theory all houses are equal. Each state delegation consists of five delegates and the freely associated state sends one delegate.
