"Hello, my name is Thomas Johnson leader of the Empire of 1010102. You may not know me, and I do not know you, How ever, we have a common problem. As war rises up and takes the Milky way by storm, You may be called into it by someone who has limited contact with you. Now you must be thinking,' Why should I worry about that'. It can happen to anyone. The people that called you into this war may end up attacking you, because of enemy propaganda. It has happened to me. They have allies as well. They complicate things into a whole new war. This treaty is designed make a ring of tightly allied nations that will defend each other from those threats. Please hear my call, not just for me but for all nations."

On a star lit night somewhere in Palamos... around a week after the message is recieved in Dian Space, a reply is issued from the - Communicatoins Observatory from the Domed station of Canto Capitis to a comsat somewhere in the sky above and beyond.

"We hear your message and send this out, so you may hear it some time in the future. ICCD as a body of peace, wishes amible relations, and is willing to enter into economic both trade and industrial partnerships with 1010102. Although we lack sufficient information on the war, we are prepared not to side without gaining further knowledge. We feel that open trade and industrial partnership, such as allowing industries to function in our space and allowance of regular economic processes such as export import and travel of civilian individuals and goods, is very amible.

From the words penned from the emperor, and relayed, Ships of nonmilitary design are freely welcome to enter Dian Space, and that ships of military nature may be built as long as they are built by Dian Authorized parties.

The Logothe of the Drome welcomes you to supply raw materials and the ship technologies, as well as enter talks into building of more space foundries for production of war material, under the conditions stated above, that the war assets are contracted to ICCD to produce for the war effort, for all sides, on an equal basis, until we can determine if there is a reasonable cause to boycott one of the parties, or in worst case to levie a causi belli."

I am afraid we do not understand the reasoning behind this Alliance's Creations.

Why would we follow the call of someone we have limited contact with? We don't follow people to war, unless their paying, and then we are avalible to either side.

A transmission came in from a system that was, until recently, uninhabited.
We will sign this treaty to provide ourselves with allies. We have one condition - that someone provide us with the blueprints and production rights for a jump drive that can be fitted on a small craft.
OOC: Currently, Goonswarm has but a single ship with jump capability - a carrier. The technology is based on EVE Online, and in that game, only really big ships can jump on their own - others must use stargates.

ICCD is diagnosing some new space technologies and we are willing to refit some of your ships and transfer the technology to you over a number of years so you can self sufficiently do so.

However we would like to note we have a developed space industry and would much rather sell you a bunch of our ships, from our local producers. Perhaps you can derive some domestic models from them?

we are willing to provde the blue prints along with an order of 100 ships or more of the specific class.

Perhaps we could examine your ships' specifications to see if they are compatible with our technology. In the meantime, perhaps we could aid in developing these technologies. Our smaller vessels do have a limited FTL capability (cross solar systems in under a minute), and our largest ship has a jump drive.

IC: Interesting. This alliance, ill-conceived as it might be, may aid.. so.. we will listen to what you have to say. But we find the lack of a written constitution, defining the limits and the power of the treaty, somewhat bothersome.

Furthermore, the Union is on the warpath to retaliate against multiple unprovoked acts of terrorism, one resulting in the destruction of the civilian populace of an entire planet, by the GFFA. We are not engaging in futile war, we are carrying out an act of retribution.

As such, there is no need for such a treaty. The ESUS is not prone to acts of unprovoked war, and the Federation's ability to carry out an offensive war will be crippled at best.

Thus, I/I ask you this. Why did you create such an alliance? And why are there no parameters we can see in which it would operate?

In a response to this, the Argonator's engines flared and moved closer.

What could this technology possibly be that we do not have? Show us, and if it is not better than ours, we shall not take it, however, we are in dire need of more planets, so, if the technology is not good enough, we shall make a deal for one. Also, if you wish, we have a much more, ahem, interesting technology
