Of course it had been; ever since the civil car the ECF had gone into deep isolation. Abandoning its former allies and its former enemy's. All diplomatic ties had long been lost. The ECF was also a different empire now. It was now far more docile. Technology had advanced rapidly since the Civil War. The ECF now felt it is time to re-open itself to the universe.

Just on the ECF border located on the very edge of the milky way. A large battleship dropped out of warp. Black with very bright running lights. Its mission was very simple, to accpect diplomats and begin talks.
One of the bridge officers gave the order to open the comm. He then spoke in a very deep voice that is the norm in the ECF.
" To all beings able to receive this message. Our message is clear, We wish to open Diplomatic ties to whoever is interested. Please come to these coordinates ( insert random numbers here ), We wish to open ties and remain peaceful. We await your responses "
And with that, the ship waited.
