Commonwealth Congress, Tokyo Japan

Yhumba Mae-du, a Thai Congressional Delegate, spoke up to the murmuring crowd of men and women from all reaches of the Commonwealth. He cleared his throat, and adressed the Congress.

"People, people of the Congressional House. Please, quiet." he said with a booming voice. The other Congressional Delegates settled down, and turned their attention to the man at the podium.

"Thank you for directing your attention to me. Fellow Congressional Delegates, there is something I feel must be brought up. I feel that we must talk about the old Regime's Political ties, and the Foreign Question. We have several countries' embassies with-in our borders, who do not fully understand our new Government. They believe it is still just the heavily expanded borders of Japan. But this is no longer the Imperial Fascist Conglomerate of the past. This is the Democratic Republic of Eastern Asian, the Commonwealth of Asia." He paused, staring out at the crowd.

"I realize that many of you come from different corners of this fine Nation, and my point is that these foreign Embassies and Bases do not respect that. I am not preaching to you about evil deeds, but a simple mis-communication. They do not know who to speak with. Infact, the terrorist attack masterminded by a Karl Viliant is a fine example of this mis-communication. It has spiraled out of control to the point where we can not even coordinate with our own Military, whom is made up mostly of Japanese Generals. This poses a great problem to the Commonwealth, a very very serious problem." He stopped for only a brief moment, hearing the Congressional Delegation from Japan murmuring.

"I could, and I would, go on stateing the rest of this obvious dillema but already I can see many of you agree with me. This is making my heart leap about in my chest. I am so happy to see that many of you have not and do not object to the truth. But the problem is, who will stand by the Commonwealth physically? It is time that we, the Congressional House, speak out and help put an end to this...this mis-communication." He finished, and many men and women began to applaud him. All except the Japanese Congressional Delegation seemed to approve, but this did not worry Yhumba Mae-du.

Ballot Initiative 423

The following days brought a gathering of words as the Congressional House had refused to let anyone home. It was an exciting moment, and so who would want to go home? Yhumba Mae-du and his supporters had established what had been dubbed 'Ballot Initiative 423', technically meaning 'The 423rd Ballot Initiative for Amending the Articles of the Asian Commonealth'. The Ballot Initiative basically entailed the expulsion of past agreements and shifting all foreign politics from their standing points to Neutral. This included the East Asian Republic, which lay just west and north of many parts of the Commonwealth. As well, this would not exclude removal of foreign bases.

It was known that BI-423 would become highly controversial amongst foreign analysts and critics, but it would do very little in persuading the Congressional House to change it's mind. The most controversial of it all, and perhaps the only thing that would affect this BI, would be the fact that the Interim Prime Minister had not been informed of such meeting. Only the Congressional Chancellor, the Head of State sort-of-speak, had been informed. She was very pleased to hear about such shift, and agreed that the invitation of the Interim Prime Minister would be very bad.

So, after heavy deliberation and argument, the Congressional House had finalized the structure of BI-423, soon to be known as the 3rd Amendment.

Details of the 423rd Ballot Initiative for Amending the Articles of the Asian Commonealth

We, the Men and Women of the Congressional House, here-by request the Chancellor and the Prime Minister as well as the Congressional Senate to review the 423rd Ballot Initiative for Amending the Articles of Asian Commonwealth and put forth it's worthyness as the 3rd Amendment of the Articles of Asian Commonwealth. The following, which has been writted and agreed upon by the Members of the Congressional House, are the contents of which make up the Ballot Initiatve. -

Article 1a -
The Commonwealth of Asia shall here-by regard all relations and agreements sat up by the Fascist Conglomerate of Japan to here-by be nullified.

Article 1b -
In reliance to Article 1a, Article 1b shall enforce the expulsion of Foreign Elements with-in the boundaries of the Commonwealth. This includes, but is not limited too, the following -

Foreign Embassies sat up and agreed upon by the Fascist Conglomerate of Japan.

Foreign Bases sat up and agreed upon by the Fascist Conglomerate of Japan.

Alliances, and or Defensive Pacts including Non-Agression Pacts, shall here-by be nullified.

In respect of Foreign Nations, we wish to re-contract such Bases, Embassies, and Agreements with such nations which once held such agreements with our past Regime. We hope that this shall not stain our relations with such nations, and we wish that for the time being until such agreements are made that the Commonwealth remain neutral with such nations.

Article 2 -
Revision of the Commonwealth Chain of Command and Commonwealth Military Forces.

The Congressional House shall, at this time, be willing to change the Ballot Initiative, as well add other Articles. This 3rd Amendment shall be put into effect immediatly after the signing of atleast the Chancellor and/or Prime Minister, and the review of the Congressional Senate. Once these requirements have been made, the 423rd BI shall become the 3rd Amendment and will be allowed Six Months before any needed review or revision.

Part Two - Congressional Senate

News had finally reached the Congressional Senate via courier that the Congressional House had made a drastic move, but that was not how the courier had presented it. Infact, it was something like this. -

Just hours ago...

The Congressional Senatorial Coordinator rubbed at his eyes that he heard his doorbell ring. It rang approximately three times, paused at different time intervals. He blinked at his sleepy eyes until he realized the importance of those intervals. He jolted out from his covers and slipped into a night robe and slippers, and hurried down the stairs to his front door. He looked through the peep hole, and then answered the door.

"Mr. Kazeno, I bring you a message from the Congressional House." He said, bowing his head slightly as was the custom of the Japanese people. The CSC sighed, and reached his hand out towards the envelope. The courier released it to him, and in return only got an abrupt door to his face. The CSC sighed again, and walked into his office. He flipped on a lamp, and began to open it's contents.

"Dear Mr. Kazeno,

We, the Congressional House and the Chancellor, here-by request that you review these papers and present them to the Congressional Senate. It would greatly pleasure us for the Senatorial Balance to our great Nation to review and perhaps agree with the House on such matters. The following contents include a date and exact time and location as to where we wish for you to deliver us your rebuttle.

Speaker of the House Yhumba Mae-du"

He finished reading the first document, and went on. But, he paused himself to think.

Yhumba Mae-du? he thought to him self.

Yhumba Mae-du is Speaker of the House? he thought to him self, again, and immediatly knew something was going on when it shouldn't. He hesitated, but continued to read the further documentation.

"Shit..." he mumbled, right as he noticed someone behind him.

Part Three - Tommorow, anew

The CSC sat in his limo, being transported to the Congressional Senatorial Compound where a meeting between Commonwealth Senators was being held. He was still thinking of last night, of the scare. It was just sudden, how his lover had suddenly arrived. He thought intently, reliving the moment.

Ye' Olde

He felt a shiver shoot down his spine as he realized the figure behind him. Slightly gulping, he turned his head...slowly. But the site was less frightening than the sudden appearance of a dark figure. His heart calmed, and he began to speak.

"Wha..." he said, tiredly, then continued in a more stern voice.

"What are you doing here?" he said, with more force this time. He watched as the figure blink slightly, not even flinching at his apparent frustration.

"Keise...I felt...I was worried, is all." she said, sounding sincere. 'Mr. Kazeno' sighed in reliefe, and began to speak softly.

"Worried of what?" he asked.

"I just...I felt that I needed to comfort you." she finished. This caused Kazeno Keise's heart to flutter, and he took her teenage hand.

Political Bastard

The limousine had rolled up alongside the curb, and a man opened the door for the CSC. He got up and out of the back of the limo, nodding his approval to the man. He continued towards the stairs, followed by men in black suits. He felt secure, he felt almost like a star. He emerged into the front doors, with a large grin. The end of his little event last night had reminded him to be happy. He was greeted by a tall gentleman, a Senator from the Australasian Territory. They smiled at eachother, and Mr. Kazeno spoke in his best english.

"I am pleased to see such a familiar face around here. I believe the last time we had met was many years ago...before the insurection of the south. Glad to see you are still with us." he finished, holding a firm grip on his hand. They finished greeting eachother, and then they entered the large room. Several men and women clapped for the arrival of the CSC, and he raised a hand. He felt immortal everytime he was in one of his meetings. He walked up to his, techincally not his but at the rate he was going...he may as well have his name inscribed on the damned thing, podium and adressed the Senate.

"Dear Ladies and Gentlmen of the Congressional Senat." He said, with a booming and powerful voice. He could see the Australasian being spoken to by an interpretor.

"I am very glad to see that all of you have made it. I see from our last meeting, we have recieved some new members to the Congressional Senate." He said, eyeing the white Australasian men and women.

"This pleases me, this means that our fine Nation is indeed great." He paused, feeling the fame just pile into him through the eyes of the senate. "You are all asking yourselves this one simple question. Why are we meeting here today? What has dear old Keise done to require the tenative eyes of the Senate?" He said, pausing as the Senators laughed a bit.

"Well, last night I was disturbed by a Congressional Courier sent by the House." He finished, feeling the crowd remaining dead silent. He noticed a change in facial expressions. "They have delivered me with an outrageous demand, a demand that states we must abide to obscenely new rules. They wish for us to help pass another Ballot Initiative, this time like the last stateing we must do something about the Foreigners." He said, laughing a bit himself.

"They wish for us to expel all foreign elements for the time being, until we have further established our selves. They believe that we are all too weak to...to deal with a simple terrorist attack on a damned Cottish Embassy. But, it isn't us who are too weak to deal with these...these 'warriors of freedom'. It is them, and we must not abide to such weakness." He boomed outwards to the Senators. Most of the crowd rejoiced at his enthusiasm, and he really didn't need to say much more.

"It makes me proud that we still have many men and women in Politics that know what they are doing. I say that we Veto this Ballot Initiative, and tell the House to cram it down their non-sensial gullet!" He boomed out once more. The crowd of Senators cheered him, and out of his site stood an Australasian who quickly exited the room.
