The Menelmacari-Allanean Friendship Treaty
1. The parties to this treaty are the Eternal Noldorin Empire of Menelmacar and the Eternal Necrontyr Empire of the C’tan (herein collectively referred to as ‘Menelmacar’ or ‘the Empire’) and the United States of Allanea (herein referred to as ‘Allanea’).
2. Allanea agrees to provide military aid to Menelmacar upon the request of such by authorized plenipotentiaries of the Empire. In exchange, Menelmacar agrees to undertake to furnish Allanea with military force for its defence in the event of conflict.
3. Menelmacar and Allanea shall agree to enter into further negotiations in the future to improve and facilitate trade relations between them.
4. Menelmacar shall have full free right of passage for MIDF units, government vessels, and private vehicles through all Allanean territory. Allanea shall facilitate customs procedures for Menelmacari travelers and businesses.
5. Menelmacar shall assist in the training of Allanean Space Marine Corps and Stellar Navy units, and Allanea will reciprocate for MIDF units, should they so desire.
6. Intelligence cooperation will exist between the Empire and Allanea, save where such would seriously jeopardize either party’s national security. Full Elenpalantír access is held by this treaty to be integral to Menelmacari national security, and thus Allanean access to the Elenpalantír network will be limited to the resolution and sensing capabilities of existing Allanean reconnaissance satellites.
7. The Allanean government shall, in perpetuity, donate to the Menelmacari Archive of the Ages a copy of all publications produced, published, or distributed in Allanea or held in or acquired by the Allanean Library of Congress, including newspapers and periodicals. In the event the Archive already has a copy of any such publications, Allanea shall reimburse Menelmacar their cover price. Further, Allanea shall endeavor to gather such publications on behalf of the Empire from nations to which Allanea but not Menelmacar is allied or otherwise bound by treaty.
8. Allanea shall provide Menelmacar with all deep-space exploration telemetry gathered by Allanean vessels.
9. Allanea shall agree to facilitate and expedite the extradition to Menelmacar for trial of criminals accused of crimes committed against the Empire. Menelmacar shall undertake to do the same after due hearings; Menelmacari citizens arrested for crimes in Allanea shall have the option to be tried under Menelmacari law, in Menelmacar.
10. Allanea shall provide to the Empire, in perpetuity, one SBA (sovereign base area) to Menelmacar for the purpose of a military installation, per each inhabited planet held now and in future by Allanea. These SBA’s will be considered sovereign Menelmacari territory.
11. Allanea shall cede to Menelmacar the planet designated at time of signing Xenon III, the third (3rd) planet in the “Miriel” star system.
12. Allanea shall organize and fund an ongoing program of cultural education for Allanean schoolchildren, including frequent field trips to Menelmacar, designed to encourage exposure to Menelmacari culture. The Allanean government is to be held responsible for the actions of such children and fiscal responsibility for any damages caused by them.
13. Allanea shall provide to Menelmacari companies preferential extraction rights for any mithril deposits found in Allanean territory, to be extracted via ‘slant drilling’ or other means designed not to disturb any owners or residents of said territory.
14. Menelmacari citizens living, residing, or operating in Allanea shall have immunity from Allanean taxes, inspection, supervision, and warrants for law enforcement on their properties. Menelmacari citizens in Allanea shall have the option to be under Menelmacari rather than Allanean law.
15. Menelmacar shall cede to Allanea an enclave within the Empire’s southern Havenic territory. Said enclave will be located in the northeastern extremity of said territory, along the cost, with an area approximately equivalent to Baltic Island and with borders to be solidified in future talks.
16. This treaty may be abrogated at any time if the Allanean government is found to be in contravention of Menelmacari standards of civilized behavior, subject to the discretion of authorized plenipotentiaries of the Empire. It may be abrogated at any time by the government of Allanea, subject to a satisfactory conclusion of a consultation period with both Menelmacari governments.
17. Allanea shall designate the birthday of Lady Sirithil nos Fëanor as a statutory, national holiday.
18. Allanea shall provide to Menelmacar tokens of goodwill as outlined in Appendix A.
Appendix A – Goodwill
The following is a list of gifts from Allanea to Menelmacar pursuant to Article 18 of the Friendship Treaty.
• Lifelong subscriptions to the Opera Imperiale of Liberty City, to all Menelmacari noble Houses, all MIDF flag officers, all Prefects, all necrons, ship-minds, pariahs, heads of state and government for former Menelmacari Earth Provinces, and all members of the Menelmacari Ilquen Farnë (Conclave of Equals), in perpetuity.
• An executive pen and a pack of Stossel Tea, to all clerks, public officials, and other employees of the Menelmacari imperial government.
• Twenty (20) paintings by Allanea’s finest artists, to be selected by Lady Sirithil, from those available in government-owned or -controlled collections, or private collections up for auction.
• A one hundred sixty-acre (160) estate to each Menelmacari provincial viceroy/vicereine or MIDF warlord at the time of signing, at a location of their choosing.
• A three thousand two hundred-acre (3200) estate to Elenaran Ranisath, at a location of his choosing.
• One hundred standard pallets of gold bullion to the Lady Sirithil, and one thousand (1000) bars of gold bullion to all Menelmacari nobles, MIDF flag officers, Prefects, heads of state and government for former Menelmacari Earth Provinces and viceroys/vicereignes, to be purchased on the open market, with accredited histories of extraction below Menelmacari Goods Grade 23(metals).
• A personal sporting spacecraft to Elerrína Hyarmentíriel, Menelmacari representative to the Duma, of a model, type, and configuration of her choosing.
• Funding for construction and outfitting of one (1) standard full gravitic fleet of MIDF design and eight (8) necron “harvest ships” of light cruiser size and below.
• A monument to the Lady Sirithil, at least 500 meters tall, to be constructed in the city of Neo-Dallas, Mars, of a design of her choosing.
• A group monument to the House of Fëanor to be erected in Allanea, at a location and of a design of Lady Sirithil’s choosing.
