Republic of Zaire Embassy Application Form

"Our prestigious Guide, President Mobutu Sese Seko Kuku Ngbendu Wa Za Banga, once succintly outlined Zaire's foreign policy as follows:

Positive non-alignment, or indiscriminate openmindedness to the world, is a fundamental feature of Zaire's foreign policy. To this end, we are exerting ourselves in a bid to promote genuine cooperation among all countries that are willing to accept Zaire for what it is...The debacles that Zaire has faced and continues to face in various areas - colonization, alienation, exploitation, secession, rebellion - are due to the imperialist policies of the superpowers who have assumed the right to govern the world. Thus, we do not want to be involved directly or indirectly in any attempt to subjugate a state or group of states.

This remains true today. Zaire's foremost goal is to enjoy amicable, mutually beneficial relations with as many countries of the world as possible, while maintaining total non-alignment and an authentic independence which seeks neither to repudiate nor emulate the systems of other countries. Your nation's location on the political spectrum is of no relevance. So long as you follow our conditions, respect our laws, agree not to violate our sovereignty, and accept our nation for what it is - nothing more, and nothing less - you are welcome to have an embassy in Kinshasa.


Before applying, please review the following rules:

All embassies are to be located on a plot of land not to exceed 250 acres. The building(s) may occupy any amount of this land.

A space must be left in the middle large enough to accomodate up to 5 Mi-24 helicopters at once. This is in the event that terrorists or other hostile elements seize your embassy. Remember, this is for your own safety.

No landmines, claymores, or other explosive devices may be placed in or around the embassy, or even present at the embassy.

No nuclear, biological, or chemical weapons may be present on embassy grounds.

No explosive weapons of any sort are allowed to be in the guards' possession. No caliber rifle above 5.56 mm (.223) may be in the guards' possession. The limit of guards is twenty-five (25) per embassy. No machine gun is permitted (regardless of caliber), only rifles. Only five of the guards may have rifles, the rest may have either pistols or sub-machine guns.

The wall around the embassy compound may be no higher than fifteen (15 feet tall) and may consist of concrete, cement, brick, etc. The nation may place razor wire atop its wall if it desires. Razor wire may not be placed anywhere except along the top of the wall.

There shall be no underground military facilities beneath embassies and the embassy may not be used as a training facility or exercise facility for armed forces of any nation.

The staff of the embassy (including the ambassador) is not permitted to interact with local citizens, without written permission from the government.

All mail delivered to the embassy will be examined prior to being delivery, and all telecommunications inside the embassy will be monitored. Please remember, this is for your own safety.

His Majesty's Government has instructed me to extend to you the offer of a Treaty of Official Recognition and Non-Aggression and a Free Trade Agreement with the Crown Commonwealth. I have reviewed the guidelines you have set down and have a few objections, which I shall summarise now:

- Your ammunition calibre restrictions cannot be accepted. No weapon in Praetonian service uses the 5.56mm cartridge or smaller, instead using a domestic 6.3mm cartridge.

- No restriction on the use of defensive force by the embassy marines shall be accepted. Whilst some types of weapon are clearly offensive in nature and unwarranted (tanks, for example, or NBC weapons), landmines and machineguns are not.

- Although it is impossible for the interception of letters and electromagnetic transmissions (although I do, of course, doubt your ability to break Praetonian military encryptions) to be prevented or even detected in many cases, we do insist on the existance of a diplomatic bag of inviolable security.

As you can see, none of these conditions are unreasonable and any reasonable country acting in good faith would be able to reject them. In return we shall, of course, extend these privelages to your Praetonian embassy, although due to land shortages in the capital we cannot offer you 250 acres of land.

THe Kingdom of Crookfur would be delighted to establish and embassy with Kinshasa in order that relations between our nations be facilitiated to allow prosperity for both our peoples.
However we have just one area of of contention that would require clarification, namely that of Fire Arms restrictions. While we can perhaps see the reasoning behind your stated calibre restriction we would suggest that a 7.62mm/.30cal limit might be more "inclusive" or perhaps a limit based on ammuntion muzzle energy levels as opposed to calibre might be more workable. We woudl also enquire as to wether the restriction also applies to sub machine guns and side arms. We do of course regonise that as it is your nation it is up to you to determine the most sensible course for your national security so we merely offer freidnly advice.

However on the matter of your terms.
The Bedou arms usage is not 5.56 NATO caliber. The caliber of most BEdou weapons is 7.62mm.

It has come to the attention of the Foreign Ministry of the Fiefdom that the République du Zaïre has recently 'advertised' the opening of foreign embassies in Kinshasa.

The Serene Democratic People's Fiefdom has not had extensive relations with the Republic of Zaire (though this did not stop the republic from expressing doubt over the recent wave of political reform in our fair nation).
