Lima, Peru (February, 1911)

Augusto Leguia had called a meeting of the cabinet to discuss Peruvian affairs. The populace had been increasingly satisfied of late his government. Nothing so bad as the storming of his residence two years ago but the lower classes were increasingly on edge. With election year coming up he was under pressure from his party to increase their popularity. Peru's military forces obviously would not be able to keep the peace on their own. So he had the top eight Ministers of his Cabinet here with him to discuss solutions to the discontent along with foreign relations.

"So gentlemen, I am glad you have come as we have many things to discuss today. First off, there is the matter of increasing unrest and discontent throughout Peru. The lower classes have been claiming that the government is ruled by the upper class. Left-wing agitaters have been calling for drastic land reform and several riots have occured. Any ideas as how to diminish this unrest," asked the President.

The Defense Minister spoke up first, "The solution is very simple. We must increase our military numbers. For one thing, our Army compared to countries like Brazil, Chile and Argentina is very weak. Increased military numbers would help shore up our borders along and the extra troops could be deployed to help quell discontent."

After rolling his eyes the Interior Minister got up and offered his views, "Quite frankly, a military solution is not the answer to this problem. Deploying troops to cities would only aggravate the problem and anger the lower classes further. What I propose is increasing our social welfare and education system. If we provide public universities along with economic assistance for the elderly and disabled it would go along way towards pleasing the people. It would stand a good chance at passing Congress as it would have the support of the moderates and liberals, though the conservatives might hold things up, it will probably pass. And I believe there is plenty of room in the budget for something like this.

The other ministers voiced their opinions and Augusto had come up with an tally in his head. 3 ministers liked the Interior Minister's idea while 2 liked the Defense Minister's idea and one was undecided. Good, he thought, he liked to have the support of his cabinet even though he probably would have gone with the Interior Minister's anyways. He would start talking to Congress about introducing the bill. Hopefully it a couple of weeks it would have passed.

The United States in this timeline is led by a Teddy Roosevelt that decided to run for president again in 1908. US policy toward Latin America is rather similar to real life--lots of marine interventions in the Caribbean and Central America and a general belief that the Europeans should stay as far away from this hemisphere as possible.

In South America though, the United States has treaties of friendship with Argentina and Brazil, basically guaranteeing to back each other in times of war and for the US to give annual economic aid. Should Peru be interested in joining this little club, let me know on my thead (http://forums.jolt.co.uk/showthread.php?t=497664).

If not, a thousand terrible things will quickly be winging your way. Just kidding of course, but it is nice to have friends to look out for you. In any case, happy gaming!

IC: The United States approaches Peru concerning its participation in the following agreement. Identical treaties have been signed with Argentina and Brazil in the past few years.

Treaty of Mutual Defense and Friendship between the United States of America and the Republic of Peru

Recognizing that it is the long term interests of both nations that the Northern and Southern Hemispheres of America should work in concert to further peace and development in their continents,

Affirming that both nations have varying strategic and economic interests can be greatly furthered by friendly understanding,

Resolved that the United States and Peruvian Republic promise to assist one another in all situations under the following criteria:

Article I
The Republic of Peru recognizes the Monroe Doctrine as legitimate, and will act within these bounds to assist the United States in ensuring that the Doctrine is upheld.

The United States recognizes that the Peruvian government has an obligation to provide for the security of its people, and will not prevent financial loans from foreign powers or the sale of weapons or military technology to Peru from any state not currently at war with the United States.

Article II
The United States and the Peruvian Republic pledge to assist one another in any military conflict if so requested, but both reserve to right to deny assistance to the other in the event that the signatory in question instigated unprovoked hostilities without a justifiable casus belli.

Article III
Either signatory may propose additional articles, which shall take effect upon agreement by both signatories.

Be it known that upon ratification of this treaty by both parties, both nations shall consider it just and binding law.

In continuing with this trend, we request that a treaty of non-agression be signed between our nations. the new regime wants to assure its neighbors that we have no external ambitions and only wish to continue our economic growth.

IC: The United States points out that the aid that will be funneled to Peru each year will be in excess of the resources earned by US companies in Peru. The US, although it can not ratify the proposed amendment would be willing to add:

Article IV
Any resources transfered from Peru to the United States will be totally reinvested in Peru each year.

(I am told that I get your points annually b/c of "dollar diplomacy" where my industries simply have absorbed too much of your economy. US voters unfortunately will not allow a Republican controlled Congress to reign in Big Business. How about this alternative?)

That would also be acceptable and Peru officially ratifies the treaty after a confirmation vote by Congress.

For some time, ever since the Pacific War Chilean-Peruvian relations have been somewhat cautious and cold. Yet we likewise believe that this should be changed and thus we will sign the Treaty of Non-Agression as it shall help both our countries.

April, 1911

The increased social welfare and public education benefits that Congress had passed were finally starting to come into effect. All universities were becoming public, which was expected to greatly increase enrollment next year. The elderly and disabled were beginning to receive benefits from the government, yet with all this new money going around there were quite a few cases of corruption. The government was beginning to crackdown on it, though, and it had gained much popularity. Of course there had many complaints by conservatives, yet the moderates and liberals controlled Congress pretty firmly. Construction on a Naval Base in Callao was beginning and it was expected to be completed by the end of the year. The shipping industry was also undergoing an expansion that would hopefully help fuel the economy further. The Argentinian invasion of Bolivia worried some, but everyone accepted the fact that Argentina was too strong for Peru to challenge at this time. And the USA's friendship with Argentina had to be taken into account, if Peru confronted Argentina they faced losing aid from the Americans. Top Generals were toying with the idea of the moving the Light Infantry Division currently based in Lima down to Cuzco, closer to Bolivia and Argentina.

The first hint of dawn’s rays coming in over the mountains cast beautiful lights through the church windows. There was still a touch of chill in the air left over from the night, but the Sun was spreading its warmth however slowly. Up in the mountains, even during summer it still got cool at night. Life moved at a slower pace here, which was part of the reason Fernando had come here.

Fernando was born in the capital city of Lima. His parents were of the small middle class and had expected him to follow their lead in choosing a profression. Yet from early on he had showed an interest in church and religion. Going to Church had always been a highlight for him and his interest had not faded as he grew older. Once old enough he attended a Theological College in Lima. After graduating from there he went to Europe, living there for several years and rising in the ranks of the Catholic Church. Now several years later here he was, a Priest and head of this mountain parish. It was a relatively undistinguished place, but as soon as he heard that the spot was open he had taken it. For him, it was a blessing to be away from the hustle and bustle of city life.

In this quiet little mountain village he had lived and worked for 11 years and had come to enjoy and cherish it. The several thousand people who lived here were for the most part a pious people and they now respected Fernando. One might call him the Leader of the town both spiritually and politically. Yet of late several things had disrupted Fernando’s quiet little world and had greatly upset him.

The first was when Quechua, the Devil’s Language (or so thought Fernando), was made one of the official languages of Peru. Spanish was a holy language and in Fernando’s view Quechua was only fit for heathens not Catholics. Luckily, he had been able to impress this upon the people of his parish and he had not heard that heathen tongue. And now the government had given into the Liberals and had increased social welfare and public education. This money could have gone towards funding Churches and increasing the military yet instead it had been wasted away on sinners. For who else would have the need for the government’s money then those whom God had damned?

Fernando’s talks with his Parish people had become increasingly fanatical and conservative in nature, yet most of the people in this isolated and pious village had listened. He had soon gained a number of followers and his plans were beginning to come to fruition. The town, thanks to him, was now nearly 80% supporters of the Peruvian Conservative Party. Yet the other part of his plan was just beginning. Contacting several other priests, major landowners and other upper class Peruvians, Fernando had managed to set up a ring of contacts, throughout Peru. After several clandestine meetings, many things had been arranged. Soon it would be time to strike and replace the current government of sinners and liberals with a government of true Catholics. Fernando smiled as he thought of it, things had only just begun.

Things have stayed relatively quiet in Peru while wars are being fought in South America and Europe. Most Peruvians, who knew about the war, were rather pleased when Argentina withdrew from Bolivia. While most Peruvians support the rebels, the government is content to watch as Argentina fights itself.

As for the war in Europe, few Peruvians even know of it. Some liberals support the Coalition as they support the independence of various peoples formerly ruled by Russia, yet no one actually entertains the idea of formally taking sides. Europe is a long way away, outside of most Peruvians' worlds.

Meanwhile, in Peru itself a Reserve Infantry Corps is being trained after thousands of Peruvians signed up seeking employment, if only on weekends. Construction of the Naval Base in Callao progresses well and should be completed by the beginning of 1912. With the construction of several passenger liners, the wealthy await their completion as it will give them another source of entertainment and leisure. Also, rather oddly several Catholic Parishes have become rather quiet lately, yet so far this has been dismissed as coincidence.
