The following is a Statement from Serrangonian Foreign Minister Jean Larric:

"As a spokesperson for the recently installed Emperor Tyrus The First, it is my honour to open Serragonia's borders to foreign diplomats. The Emperor invites any and all diplomats, ambassadors and even leaders to stay at his newly built Grand Palace in the Capital, Serregin. While present at this meet the following will be granted to foreign personel.

Item #1: Luxury accomidation and top notch security.

Item #2: An audience with Emperor Tyrus, not only as a first meeting but also to discuss various political matters concerning our future.

And Finally Item #3: Full dimplomatic immunity, however this is gifted out of the respect the Emperor feels for each individual nation and will be receeded if exploited.

Upon arrival the Emperor will meet with the representatives collectively. Afterwards you will be shown to your accomidation within the grounds, later you will be called to an audience with the Emperor.

Come one and come all, may we make a grand new age together.

That is all, Glory to Serragonia, the light shines brighter still."

The Glorious Empire of Naasha will be sending an envoy to greet the Illustrious Emperor Tyrus and open diplomatic relations. We also invite you to open an embassy in our nation, although due to the state of war that currently exists in the country we would advise your home office to close civilian travel to the Empire.

Our country is very intrested in meeting you.

The camera flicked on, a man of no more than thirty sat in front of the camera, adorned in what appeared to be black antique armour, complete with a cloak of the same colour. He brushed back his long brown hair and stared at the lens with piercing green eyes.

"This is an open broadcast by the nation of Serragonia, to all those who wish to enter in to negotiations regarding possible economic, military and all other types of agreements." He paused and the camera turned to show a window looking down on a vast city, the man moved to stand before the window. "Once your representatives arrive they will be escorted from the airport, down the Central Road, which cuts right through the city and arrives at the Palace. Once here I, Emperor Tyrus will greet them in the Great Hall below. Afterward they will be called before me one at a time to discuss in which ways we might benefit each other."

"Though initially only a few nations have agreed to attend, I am grateful and would welcome any others on short notice as long as they have proof of identity with them. I eagerly await your arrival, that is all."

Security is flexible, armed police would be the minimum, the embassy would be under constant surveilance and no one gets in or out without ID, any package in or out is scanned repeatedly, any in mail is check unless carried by a dioplat from the same nation who can produce valid ID. However, if you had hoped for something more you can install a security team of your own and your own security measures as long as details are shared with us in case of emergency.

As for constraints, diplomats must be unarmed, but should it be requested, or should Serragonia plunged in to political instability an armed police escort will be provided. In the event of a terrorist attack all foreign diplomats will be required to either return home or will be brought to the Grand Palace, the Emperor does not wish your blood to be spilled on his soil, any security teams you install will be transferred with your diplomat.

As for criminal issues, should a diplomat be accused your security team will be required to either leave or agree to temporary custody, I use this term lightly, they are free to return home, this measure is to prevent any hasty actions. The diplomat themselves will be held on our soil, the case reviewed and a sentence passed, in minor crimes they may recieve pardon, but for conspiracy, espionage, sabotage and any other crime against our government they will be held in our correctional facilities. They will of course recieve a fair trial and you may send someone to represent them.

All of the above is negotiable, feel free to make requests.

Jean Larric was waiting at the airport, the Minister from Kanami was due to touch down any second. The press had been allowed out on the tarmac, Tyrus had wanted this event heavily pulicised. Jean understood some of the reasons for this but one foreign Minister's visit didn't usually make good television. As the wheels of the aircraft touched the ground he straightened, all cameras flicked on and in moment he would be in front of the whole nation.

He slid in to the black sedan and instructed the driver to bring them up beside the craft, as it came to a stop so did the car, Minister Larric stepped out and waited for the foreign diplomat to descend. He offerd a hand to the stranger, "Minister Kamiah?" He asked, "We should hurry, the Emperor is waiting for us and he's a very busy man." He gestured to the car, "Hop in."

The Diplomatic Corps would be delighted to, in the name of HRH Grand Duchess Alexandra of the Grand Duchy of Toremal & Principality of San Maritia, to set up a mission in your nation. Due two our 'one nation, two peoples' policy, this mission would represent both the people of Toremal and our protectorate, San Maritia.
We should also wish to extend an invitation to your Foreign Service to visit, and perhaps establish a mission here in Torembourg, Toremal.

The Socialist Republic of Montegrande is willing to open diplomatic relations with Serrangonia, and sends its application for an embassy in Serrangonian territory. Also, as the relations between the Socialist Republic and Serrangonia must be billateral, we ask that if an embassador is sent to Serrangonia, a serrangonian embassador must be sent to Montegrande as well. The Serrangonian embassador will be treaten with all the dignities of an embassador in Montegrande´s Capital, the city of Montegrande. A plane took off from GTI, under stormy conditions it was no later than the plan was already caught in the thunder clouds with the turbulance.
