It was decided yesteday, by the Consulate, that Gunkoku would seek to exploit it's uranium stockpiles. The main focus will of course be nuclear power, but many in the military see this as an opertunity to develop a nuclear arsenal.
Many of the top military brass are pushing for the development of new missle and nuclear technology. It is beleived that the other members of the Central Powers, are also seeking to aid Gunkoku in its weapons development program.
Army Commander, Yugure had this to say.
"Do to our current status in the world I feel it would be best to seek out Nuclear weapons as a deterent for any future attack upon our nation."
The decision to develop nuclear weapons will be placed before Consul Ushio, in the days to come.
We must warn you that stockpiling Nuclear Weapons doesn't deter attacks, it only makes the suspicion and hostility worse on your nation. There is no justification for Weapons of Mass Destruction in today's society, just like there is no justification for imperialism. Greetings Gunkoku,
This anouncement of a nuclear weapons program within your nation is understandable, given the current state of world events. With the threat of nuclear weapons in the hands of other nations, having your own are desireable in deterring attack, and we wish to offer you our help.
An implosion firing trigger is not difficult to build within your own nation, and instead of a decade of trial and error, we can deliver to you a working nuclear detonator to fill with nuclear material and full construction plans for the simple price of 1 Billion.
Some advice, however.
Take the warnings of other nations to heart. Nuclear weapons are devestating, and there is a huge difference of power between the greatest non-nuclear weapon and the weakest nuclear weapon. They make other nations react differently to you, both positively and negatively.
The ICBM became obsolete the day more than one nation had them. You can detect their launch from the other side of the planet, and send another ICBM to meet it. With their accuracy of a few meters to target, and their devestating range of miles, ICBMs can intercept ICBMs. And many systems much less involved than an ICBM can intercept an ICBM as well. There is an entire arsenal of ballistic weaponry to explore for you now.
And finally, be very, very diplomatic. Diplomacy is the greatest tool in deterring others from attacking you. If overwhelming numbers unite against you, nuclear weapons may be utterly useless in deterring them. Make as many friends within the international community as possible, people to stand beside. You don't want to end up like Panama.

Nuclear weapons are a waste of valuable time and money. Simple as that.
It was unwise to make the announcement at the start of the program. Were I in your shoes, I would have waited until finished.
We felt it would be better to announce our intetions so as to not bring, a group of angry nations down on us.
Commander Yugure: It is nice for once to have the majority on our side. I beleive this can be considered a step in the right direction. The first mark on the road to a united Juche world.
