In the samall, stuffy anteroom adjacent to conference room in the Wulfograad, the centre of government in Umeltia, Chairman Kramer smoothed the front of his white tunic and stepped out into the brightly lit yet empty conference chamber, positioning himself at a podium in front a huge Umeltian flag. He looked questioningly at Maria Shadwell, his Minister of Propaganda, who gave him a thumbs up and a wink and then nodded to the cameraman, who began to count down. It was unusual for the minister of propaganda to be personally present at one of the Chairman's weekly addresses to the nation, but this was a turning point in Umeltia's foriegn policy.
"five... four... three... two... one... cameras rolling, sir!"
Kramer straightened and began. "People of Umeltia and the world, it gives me great pleasure to announce today a new dawn in the foriegn policy of Umeltia. In the last few years a vast amount has been achieved by the diligent and enthusiastic labour of all Umeltians, and Umeltia is well on the way to becoming a model Ecomentalist state. Through the sacrifice and ingenuity of our people, pollution in our nation is at the lowest it has been for more than ninety years, and the standard of living experienced by all Umeltians, not just the wealthy elite as was the case in time of the Council of Masters, has risen.
But this is not enough.
Because ultimately the concept of ecomentalism is the final and most superior form of political philosophy that human society may ever produce, for one simple reason - only through ecomentalism may humanity ever hope to exist in equilibrium with the natural environment, and so survive. it is our duty to our planet to encourage the spread of Ecomentalism throughout the world.
Consequently, we are founding, here in Umeltia, the International Union of Ecomentalist Parties (IUEP). The IUEP will encourage the peaceful spread of the philosophies of ecomentalism throughout the world, and support ecomentalist parties abroad with financial assistance. Our goal is not to achieve control in other countries, but to do what is our duty in protecting our earth.
remember citizens of Umeltia and the world, the earth and its environment is crucial to the well being of every one of us. We either respect the Earth, or are destroyed by it."
"Cut, sir! That's a wrap!"
Kramer message was watched by almost all the citizens of Umeltia. Private televisions had been banned as part of an energy saving drive, but the state run cinemas that had been set up in every workplace in the country showed his speech the next day. Tapes of the speech were also released to foriegn journalists, and knowledge of the foundation of the IUEP spread quickly around the globe.
