2002: Famine sweeps Teraq, a tiny democratic nation of ten million.
2003: Over a million have died of starvation. Riots begin.
Late 2003: A total of three million dead of starvation and the riots. Nominations for elections begin.
2004: A Jack Riddel enters the elections as an independent. Promises to stop the famine by any means necessary.
Late 2004: Jack Riddel loses by a small percentage. Mark Reilly to be sworn in.
2005: At the swearing in of Mark Reilly, Jack Riddel stages a coup and takes control of the country, with the aid of large sectors of the military.
2006: Jack Riddel begins strictly rationing food.
2007: Food riots begin again, this time at the rationing of food.
2008: After nearly a year of riots, Jack Riddel deploys the military. By this time, the population has been reduced to five million, and the famine has ended.
2009: Present day:

Jack Riddel stood on his balcony, adressing the crowd below. "We are on the verge of a brave new world! No longer will we hide, like scared rabbits from greater nations. I am here to announce that I am officially commencing research of nuclear weaponry!"

The crowd yelled in delight. But then, that was what they were being paid for. To give the cameras a show. Jack Riddel raised his hands above his head, and then left the balcony. As he sat down and poured himself a glass of brandy, his latest wife came up to him.

"Jack," she said, "You and I both know that a nuclear research program would bankrupt us."

Jack stood up, strode to the soundproofed doors, and shut them. Then, he slowly turned and backhanded his wife. She stumbled back.

"First," said Jack, his voice deadly calm. "You will never speak to me in that tone of voice again." He hit her again, knocking her to the floor. "Second, you will never question me again." He kicked her savagely. "Thirdly, of course I know that. There is no nuclear program. The funds 'allocated' for it are being funneled into a number of other projects, which the public doesn't really need to know about. That was just to give the foreign nation something to think about." He grabbed her hair and pulled her to her feet, and then shoved her against the wall. She opened her mouth to scream and he kissed her.

"Max, dispose of the body."

"Yes, sir."

"And find me a knew wife. Someone who knows how to keep her goddamn mouth shut, eh?"

Chairman Durandal of the Supreme Council of Spit Break was at his summer home looking over the nation from the yard. He opened a file of information the council thought he needed to know till he returned. He opened the file and began to read it, after reading half way down the first page he stopped "hmm so Teraq is begining a nuclear weapons program, considering the massive famine they just went through am sure a little food and medical aid and the people might pressure the leader of there nation to stop this foolish program" he said to a advisor who was sitting near him. "Well sir if I may say, are you sure that is a good idea even if they are so small one wrong move can spark a international incident" he said "look we can help these people or we can't its that simple" he responded. "make sure the council gets the word and sends a message" he then said

At the evenings intel briefing on the geo-political situation worldwide a small dosier had been presented by a young member of the inteligence services on a country called Teraq. A nuclear programe had appeared to be underway and sources had suggested they had fissile material bought from the black market.

Not yet a possible threat it was marked as yellow on the threat rating system, the second lowest level of the four sections, but still a concern. Satellite photography had showed prepartions, while Clandonia itself had began a similar sort of activity they had potential threats and enemys from an early stage. As advised by the councils briefing they were told to prepare a potential action plan in the event of hostilities.

OOC: Landscape... mostly Kansas style flat, with some huge mountain ranges in the Northeast. Folks up thata way kinda keep to themselves.

Religion... Jack Riddel is a scornful atheist, but he pretends to be Christian to manipulate the 99% Christian population.

Natural Resources: Lotta empty land nowadays. Some gold and oil.

A high ranking general sat at his desk on the phone "Yes sir, I understand and agree with you and will procced" he said. He was on the Phone with Patrick Zala chairman of the national defence committee, a few minutes later he hung up the phone and stood up. He walked out of his office and into the main command center. He stood at the top of the upper level and looked down. He looked down "CIC bring ZAFT forces to condition yellow and notify Carpentaria and Suez that they are to increase there watch over the nation of Teraq" he said. The men at CIC gave a quick nod and then the panel on the wall went from green to yellow then the began to contact the ZAFT bases.

The short wiry man limped up the hall carrying a folder. At the end of the hall was the last door. The four armed guards at the door stepped aside and saluted as the man approached. The visitor was one of only a few who scared even them.

The Secretary of The Protectorate of Excruci-rUiNation didn't even look at the guards as he opened the door of the office of the Beloved President for Life of The Democratic Republic of Excruciatia. He entered the office closing the door behind him. The guards silently resumed their positions, how-ever thinking to themselves it was much better to be out here than in THERE with THEM.

The President was seated at his desk writing something, The Secretary quietly stood in front of the desk about 6 feet back, knowing better than to dare interrupt. The President finished writing, stamped the letter with his seal, and looked up. "Yes."

"This information just in Sir," The Secretary said, placing the folder marked RMN-200610-1 on his desk.

The President picked up the folder, broke the classified seal on the side and opened it. He quickly read the summary "Teraq...Military government, Mark Reilly, Jack Riddel..." a slight trace of a smile came through his voice as he continued "...shopping for nukes...and Mr Riddel seems to have a new wife with no sign of the old one..."

The President stood up. His enemies in other nations often referred to him as a tall shaven gorilla in a suit, but of course, they were nowhere within a thousand miles of him when they did so. Some had claimed that terrorist incidents in other nations went up when the leaders or press there criticised The President, but no definite proof has ever been found of his suspected involvement.

The President walked around his desk and gave the folder back to The Secretary. "Take this back to the Intelligence Division of Policarmy and tell them I want information. See if this Reilly is dead, I don't deal with amateurs. Teraq wants nukes, great, so do a lot of others. Find out what we get from the deal. Tell those involved in this case in IDP that if they fail they will be in an Extensive Encouragement in Patriotism Conference next week, and I'll maybe even appoint you as their Encouragement Facilitator, or even do it myself. Get one of our "free-lance" weapons dealers to contact Riddel. As always do everything through three or four channels, keep our name out of it, for now..."

The Secretary turned and left to get straight to work. No "Yes Sir" was needed to The President, that just delayed his orders being carried out.

The President went back to his desk, picked up his pen, and said "..new wife.." with a smile before he started writing again.

As they cleared port they crew looked back on the base it had been awhile since they had a mission outside of ZAFT territorial waters. Soon after the subs dived. Far over head of Teraq spy sat's took pictures of the tiny nation.

The First Councillor smiled. He'd only been elected in a month ago - but, with the League's confusing and constant elections, he was considered to be experienced. Democracy at its finest, it was said to be. Half-yearly elections,on the other hand, computerised entirely, meant that campaigns had to be very cheap - and leaders very good. If they didn't fulfill their campaign promises, they were liable to be sued. And for quite the sums of money.

The First Councillor was the Councillor of Istar, one of the smaller, less important isle-states in the League. But his charisma, and the honesty he almost exuded had seen him elected. Of course, one of his promises, apart from increasing military spending (it is interesting to note that a massive amount of money in the League goes towards the Department of Military Affairs, and this money is summarily directed towards the other departments which need it, as a result of a promise by an earlier Councillor to quadruple military spending - and, this way, it was actually cheaper to administrate, strangely enough), was to aid developing nations.

Now, considering the literal wealth of first-world nations out there, and the comparative scarcity of third-world ones, this was a lot harder than it implied. It had sounded good, on the podium, but he only had three months left as Councillor, and eight left as First Councillor. And he hadn't fulfilled half of his election promises. And an oppurtunity presented itself.

The First Councillor, Jack Carpenter, felt a sort of connection between the himself, and the other national leader who shared his name. And besides, despite the military coup, the nation still needed help. He smiled, and wrote a message, sending it to his secretaries to get 'prettied up'.

The Islandic League of Hyperspatial Travel welcomes your existence on the world platform, and, although we are somewhat worried about your nuclear program, we invite you to open relations with us. Due to your recent famine, we feel the best thing to help quell the troubles of the common man would be more food. As we have a literally mammoth sea-farming operation, we offer to give you approximately $112 million worth of said food every year - no doubt this will give your farmers a chance to recuperate.

We also feel that, as a developing nation, your people should have access to the wonders of the information age. As such, $255 million has been devoted to the shipping of computers, and another $66 million dedicated to aiding the construction of a optical and copper-cable internet network within the more populated areas of your country, if you do not possess such already

Jack Carpenter stood there, and wondered at the money he'd just spent. No doubt his critics would abuse him most thoroughly in the news sites, and opinion pages. But, in a way, it was worth it. The gift he'd offered, of computers and the internet, was not one without aid to the world, and so the League. Information could not be contained, once it was unleashed. And once information was unleashed, freedom was quick to follow.

He just hoped the fellow'd accept his gifts...

The door burst open in the Intelligence Division of the Excruciatian Policarmy. Although I.D. Soldiers were highly feared throughout Excruciatia, this time every Excruciatian's greatest fear had come to them. The President marched through the office with 20 members of Black Shield, the Presidental Security and Special Forces Division of Policarmy.

The fearsome group stopped at a table where three soldiers were working. As with The Secretary of The Protectorate of Excruci-rUiNation earlier, the men did not stop working at the arrival of The President, that just delayed his orders being carried out. One was looking at satellite photos of a mountainous region, another was talking quickly on the phone in another language - obviously agitated at the way the conversation was going, the third was reading a report.

The President spoke "You wife has been sent to an Extensive Encouragement in Patriotism Conference," then pulled a silenced pistol from his pocket and shot the man reading the report. The other two men continued working, they didn't dare to do otherwise. The President put his pistol away and continued "You are the group that gathered the information in report RMN-200610-1. Twenty-four hours ago I wanted further information. Where is the information? Is this it?" He picked up the report from the dead man's hands and flicked through it. "No, obviously not. You would have told me if you had something."

The President grabbed the soldier looking at the satellite photos by the throat and squeezed...HARD! "Tell me you have something for me?" He looked at the photos of Teraq in the soldiers hand. "No? Nothing?" He kicked the legs out from underneath the man, driving him to the ground with his right hand still around the soldiers throat, he then squeezed harder until the man's legs stopped kicking.

"I am disappointed at the lack of Patriotism shown by this section. You on the phone, report!"

The soldier on the phone pushed the mute button as soon as his contact on the other end started speaking, it was all listened to elsewhere and transcribed anyway, and quickly said "Sir, the contact reports White Angel have entered Teraq, and there seems to be military activity in neighbouring countries..." he then lifted the mute button and talked again.

"Interesting, Siap. You will not go to an EEPC. Yet. Get me the information."

The President turned and walked out, escorted by the members of Black Shield.

As he left he muttered "It's so hard to get good help these days...." And the whole office started singing "He's bad, he's bad, you know it, dah..." ;)

A man walked into the room and handed a folder to the base commander "First sat photos sir" the officer said. The base commander opened the folder "locations they can use for the facilities needed to produce nuclear material, vary good keep a eye on these locations the facilities, construction should start soon" he said before putting the folder down on the table "I do hope this does not get out of hand and leads to a occupation of the nation" he then continued to say "but it feel it will come to that" he then walked to the end of the top level and looked over "bring up the sat photos on the main screens please" he asked. The images came up he then looked at them "if you were in the Teraq government were would you put a nuclear weapons facility?" he asked the commanders and others with him in the command room. One spoke up from the command room floor "well sir the location in grid 23 would be a good choice in my mind its in the mountains and can be acessed by water which is perfect for transporting the material" she said. "I agree with you and I think we should keep are eye on that site above the rest" the commander said "I would agree with that sir we can't let them just build up nuclear weapons with out even having the ability to control them or have a government that would use them at will" she said.

Jack Riddel looked at the reports. The extra money to the farms (ironic, wasn't it, that so much had been diverted there, where the outsiders were noisily demanding he send it) had helped. Inside of two years, especially with the help from the Narite Corporation, they could even start exporting food again.

The Sleeper project was also progressing well. Subject Alpha appeared to be a complete succes, except that he needed skin grafts after each operation. But it wasn't much skin, and there were plenty of prisoners willing to provide it in exchange for extra priveleges.

Meanwhile, a fully operational missile silo had been run up near an underground complex, and armored trucks arrived regularly. The drivers wore bulkly Hazmat suits.

Project Deathrattle was encountering some problems with certain types of low band radiation, but were optimistic about overcoming them.

All in all, everything was going well.

A complex cave system, somewhere in Teraq...

The boy stood facing one opponent, while the one behind him waited. The opponents were special forces, kidnapped and brought here specifically for the boy's final exam. The first raised his pistol. But before he could fire, the boy was moving, striking the spy's forearm and sending the shot wild.

After a quick blur of motion, the spy was lying on the ground, with his head at a most uncomfortable angle while the boy spun around, and put a bullet between the eyes of his other opponent, who was raising his own pistol.

"Excellent," said the boy's teacher, striding out to him. "You are ready. Your training is complete. Now you have only to complete one mission. Kill Jack Riddel!"

IC: Jack Riddel decided to take a walk. Specifically to his graveyard. Somewhat morbid, admittedly, but it always helped to remind him of the good old days when he was rising to power.

Reilly's grave. The bastard had died well, Riddel gave him that. No tears or begging. His first wife. The bitch had slept around. But she had given him his taste for spousicide. General Maxwell. One of Riddel's closest friends once, but far too popular with the troops to be left alive and dangerous. Those three were the main ones. Jack tossed a flower on Maxwell's grave. After all, Maxwell hadn't ever actually betrayed him. He deserved a little respect.

The Excruciatian I.D. Soldier put down the phone again. Now he had to make "THE CALL". "THE CALL" that could get him promoted, or killed, or...He forced himself not to think about the other "or..." and pushed the button. If he waited too long before pushing the button the system would recognise the hesitation, and then he would get "or..." ...The phone rang once and The President answered. "Well?"

"Sir, we have updated information on RMN-200610-1...the Teraq case."

"I _KNOW_ what the code means soldier, now it's _YOUR_ turn to tell me what _YOU_ _KNOW_" The President looked at a time on his computer monitor and added "Or do you only THINK you KNOW and are hesitating?"

"Sir, Reilly is dead."

"Continue."

"Records Division said they couldn't get the data earlier beca...."

"I do not wish to hear of your inadequacies in dealing with R.D. Tell me what you have."

"The reports say Riddel killed Reilly personally not long after the coup."

The President pushed a few keys on his computer, he read the result and said "Captain, you were alive in those few years before The Revolution. You remember at that time all the reports of the day said _I_ was dead? Do I sound dead to you Captain? You read those reports of Reilly and KNOW he is dead?"

"Sir, I KNOW."

The President typed again. "OK CAPTAIN, you KNOW he is dead. I KNOW the parts of you, and either Reilly or Riddel or both will be all scattered in the same place if you are wrong. RMN-200610-1 is now RMN-200610-2, look after that bouncing baby as it grows COLONEL." *click*

The Colonel briskly put the phone down to portray to the computer monitoring it a confidence he didn't feel. What was worse, making "THE CALL" and the information being wrong, or not making it and it being right. Perhaps a delay of weeks, months...He picked up the phone again before his thoughts ran away on him. "RMN-200610-2 is on..."

The President looked at the numbers on his monitor. He then picked up the phone and called Black Shield "The Colonel hopes he is right, but thinks he is wrong. At least two of his assistants are to be Black Shield. Be ready to terminate his command at any time."

In a nation not far from Teraq, a Black Shield sniper kept his rifle trained on one of the locals as he walked up to the Teraq embassy. The other four members of the Black Shield squad in the country were "guarding" the man's family.

The sniper made him wear shorts and an open short sleeved shirt, so even the Teraq embassy guards would hopefully realise there was nothing explosive strapped to him. Although he did have something explosive with him. A letter from "somewhere higher up" to deliver to the embassy guards. Once the note was in the hands of the guards the Black Shield members would make their way to the airport and head back to Excruciatia, in a round-about way.

The man slowly approached the embassy gate, worried about the armed guards in front, the sniper somewhere behind, not to mention his family. The sniper looked through his scope and saw the guards pointing their guns at the man, and the man raising his arms. "The letter, give them the letter" he mumbled under his breath. The guards and the man looked like they were talking. Then the man's left hand very slowly came down to his shirt pocket and took out the letter. A soldier walked up while others covered him. As soon as he took the letter in his hand and the man let go, the man fell down dead. A bullet in the back of the head. The soldier with the letter ran back to the others who took up defensive positions. The Black Shield sniper made sure the soldier hadn't dropped the letter, then made a phone call on his mobile as he quickly exited the building.

Elsewhere in the city another Black Shield member took the information from the call. "Mail delivered" he said to the other 3 members, who quickly finished off the man's family before heading to the rendezvous point.

Inside the Teraq embassy the note was re-read.

"Although we can not reveal who we are at the moment, we trust we have revealed we are serious men and we only deal with serious men. Your President mentioned wishing to commence research on nuclear weaponry, we understand he is a serious man. Maybe we can do business. We can supply the technology he is looking for, what is it that he can supply for us?"

At the bottom of the note were details of an encryption method and an email address.

Later:

The Colonel stood in The President's office, surrounded by five Black Shield soldiers. The President stood directly in front of him speaking very slowly. "Good job delivering the mail COLONEL, but PRIVATE, my orders were to use a "free-lance" dealer and go through several channels.....and you send in five members of Black Shield.. If they don't get back these five will be running your EEPC..."

Almost wimped out and had the five Black Shield members around the Colonel at the end as being those from the mission, but nah, maybe whatever country they were in would like to hunt them down. I'ld sure be after them if found someone pulling a stunt like that in my nation. Good hunting ;)

We agree. In addition to the reasons cited in your communique, we feel that
this will likely show you that our people are not currently in need of any
external aid.

Several C-130 cargo planes flew to Teraq. The outsides were painted white with a red wing on either side of the tail. Inside the bellies of the planes was over ten thousand trained aid workers, doctors, nutritionists, engineers etc. along with crates of medical supplies, vaccines, food and other essentials. Trailing behind the planes was a small, unmarked civilian jet. The passengers were all technically civilians, dressed in civilian clothing for the time being, but anyone who knew their names would know that they were all decorated Siapian military officers or seasoned mercenary captains from one of Siap's many PMCs.

White angel and the advisors are en route. The first plane will bear the transponder code 74600 and the each plane after that will be one number higher (eg-74601, 74602...) We are preparing a shipment of anti-tank weapons, RPGs, shaped charges and portable SAMs, modelled after soviet engineering so that they can be produced quickly and stored for an extended period of time. We would like to send these via sea. Please send us an acceptable port.

Your concerns have been duly noted. Measures will be taken to securely transport the weapons to you. The cargo ships will contain lime and asphalt. Look for crates buried about midway deep and three-quarters back of the ship. The containers will have the insides lined with lead foil. There is no way they can see what we are sending you, and if you are clever, no one will see you remove the crates from the ship. We are sending you 100,000 AK-47s, 50,000 RPG-29s, 30,000 SA-18s and 3,000 SA-13s and 200,000 Type 72 non-metallic anti-tank mines. The cargo ships will be registered to a private company known as "Consolidated Freight".

The cargo ships departed Blake's Point cargo terminal. In all appearances, a vast load of lime and asphalt was departing. The "construction materials" would arrive at their destination in one month.

A man rushed into the main command center "Sir we got cargo planes going in and out or Teraq" the man said "cargo? what kind of cargo?" The commander asked "looks like relief but we have seen large containers coming from ships too so there might be weapons coming in" the man said "keep a eye on it we might need to deploy a fleet to blockade and search ships coming into there country" the commander then said.
