"My friends, the weed of civilization has been allowed to spread throughout our world, and it is time for those who have the power to come together and defeat the evils of terrorism. I call on all civilized nations to join this alliance in order to defeat all terrorist organizations as well as those nations who support terrorists. It is my contention that a war like this can not be won alone, and the world must come together.

I must stress that this alliance is not to spread any ideals. We are not joining forces to spread religion, Democracy, or anything else. That will not be tolerated.

I will also stress that do not allow your differences between nations in other conflicts hurt our cause with this alliance.

I call on all nations to join and meet with me here to discuss the beginnings of an alliance that will change this world."

General:

Be it Resolved that this alliance be known as the World Anti-Terrorism Alliance. (W.A.T.A.)

Be it Resolved that terrorism, as will be defined by membership, is an evil act, and must be destroyed in order to create a more civilized world.

Be it Resolved that terrorism is defined as all criminal acts directed against a State intended or calculated to create a state of terror in the minds of particular persons, groups, or governmental bodies.

Be it Resolved that all members will use all available resources to defend all nations, regardless of race, sex, or policies, against the tyranny of terrorism.

Be it Resolved that this alliance's goal is to rid the world of terrorism, and will not focus on unrelated matters.

The Security Council

Be it Resolved that a Security Council shall be created and consist of four Permanent Members, and one Rotating Member.

Be it Resolved that the Permanent Members of the Security Council be Great Nari (Founder), Clandonia Prime, Brydog, and Nellisland.

Be it Resolved that the Rotating Member will change every three months, and may not repeat until all other members have been given the position.

Be it Resolved that the Rotating Member order will based on when the nation joined the alliance.

Be it Resolved that the Security Council will meet when necessary, and during discussion will allow all members the chance to give one speech on the topic of discussion.

Be it Resolved that the Security Council will vote on all matter, and must win with majority vote.

Be it Resolved that the Security Council’s vote is final, and may only be revoked by another Security Council vote.

Recruiting:

Be it Resolved that no nation will be turned away unless a member nation bring into question the crediablity of the nation.

Be it Resolved that in the occasion that the nation is brought into question, all member nations will vote on a decision.

Expulsion:

Be it Resolved that any member nation may request a vote for expulsion of any other member including a Security Council member.

Be it Resolved that all member nations will vote on the dealings of expulsion minus the nation in question.

Be it Resolved that in the event of the expulsion of a Security Council member, all members will vote to elect a new Permanent Member.

Im sorry, but I just cant trust Clandonia Prime when he's got nukes, has used them and has such a high position.

Romandeos has two times been the victim of state-sponsored terrorism, and has lost many million innocent souls in direct result. We ask to be considered for admittance into the W.A.T.A.

The use of a nuclear forces is not up for discusion we will use whatever needs to rid the world of terrorism. We will defend our rights and our nation and will never admit defeat to the terrorist forces.

The Socialist States Union would like to formally discusse these matters with the security council. We do apply to join, but please if it is possible we would like to join the member states, mainly those who are in the council, in a meeting.

My nation already possesses a special unit that is trained in antiterrorism warfare, among its various specialties, and we would happily use a portion of this unit to form the core of a multinational Alliance unit.

I am speaking about a unit known as the Dragoons, which were formed in an old RP between Sarzonia and I. They happen to be a highly secretive unit, whose being is denied by the Romandeosian government in public circles.

I have a problem with the decree in naming leaders and security council members. We need to have an impeachment process incase those nations, or any others, commit acts that we cannot tolerate. We must also set down ground rules on dealing with terrorism and the terrorist themselfs.

Easy enough dealing with Council Members who commit intolerable acts. Just bring the case before the Council, and they (minus the accused) review what has been brought before them, and then, take a vote on what to do about it.

It could basically be the same with Alliance nations not on the Council.

Now, because I don't like purely OOC posts.

Romandeos would be pleased beyond words at the creation of an aid fund, as even now we are still recovering from a bioplague launched by Otagia, and an intercontinental missile strike, launched by insurgents in the nation of Zukariaa.

Both attacks combined have destroyed the city of Shelbyton, and left millions killed, many citzens homeless, and many children orphaned.

But, we will join under one condition. If our enemies use nuclear weapons against us, we will use our's against them (but only if they strike first).

OOC: The Great Nari government is pushing this organization because it has a current issue with a group known as the Light of the People, and want protection. They are more like freedom fighters, but they want to call them a terror organization. That is why he is forming this alliance so hard.

We need to begin discussion on what we will do military. Some nation had suggested task forces. If any nation has an idea please post it and we can begin formulating what we want.

The government of Kasemanioa would like to join in a limited messere. We will allow the use of our millitary for [B]SHORT OR EMERGENCY[B] situations. We would like to avoid any long wars right now. However if it is important my men are at the WATA's command.
